INSTRUCTIONS FOR COMPLETING
THE
AIRPORT IMPROVEMENT PROGRAM
APPLICATION FOR STATE FUNDING

The Alabama Department of Transportation’s Airport Improvement Program Application for State Funding consists of the following items that must be completed in order to be considered for assistance with the costs associated with your airport improvement project. These items are:

  1. Application for State Funding (State and Local project only)
  2. Project Budget
  3. Resolution
  4. Project Description/Justification
  5. Project Sketch

Each of these items will be discussed in more detail below. These instructions are laid out in the form of a checklist that you can you use to make sure that all the items have been completed. Please be sure to read and follow these instructions thoroughly. Incomplete applications will be returned to the airport.

1. The Application for State Funding form must be filled out and signed by the airport sponsor’s authorized representative. If the project is expected to receive federal funds, the FAA’s Standard Form 424 must be submitted as the state’s funding application. The form contains a series of blocks that the airport sponsor must complete. The instructions for completing each block of information follows:

Block 1 – Airport. This block should be filled in to identify the name of the airport that is making the application for funding assistance.

Block 2 – Date of Application. Fill in this block with the month, day and year the application is being made.

Block 3 – Employer Identification Number. This is the 9-digit number assigned by the federal government for tax purposes.

Block 4 – Type of Application. Your application may be either a new or revised application. A new application is one that is being submitted for the first time for funding in a particular fiscal year. A revised application is one that is being submitted because some change has occurred and it is necessary to provide updated information regarding a previously submitted funding request. For example, the scope of a project may have changed due to the amount of federal funds that may become available after a new application was filed with ALDOT. Check only one box to indicate whether the application is a new or revised one. If it is a revised application, provide a brief explanation about why a revised application is being submitted. It would also be helpful to identify the date of the application that is being revised.

Block 5 – Descriptive Title of Project(s). Fill in this block with just a brief description of the project or projects that funding assistance is being applied for. For example, runway rehabilitation, taxiway rehabilitation, extend runway, install runway/taxiway lighting, acquire land in runway 18 RPZ, drainage improvements, etc.

Block 6 – Airport Sponsor Contact Information. Identify the name of the authorized airport representative and airport sponsor that should be contacted regarding all matters pertaining to the application for funding. The following items must be included in this block:

 Name of authorized airport representative (this should be the person designated by resolution to handle all matters pertaining to the application)

 Name of airport sponsor (e.g., city, county, airport authority)

 Street number (required)

 Post office box number (if available)

 City, State & Zip Code

 Phone, fax & E-mail information (be sure to include area code for phone & fax)

Block 7- Consultant Contact Information. Please complete this item if you have obtained the services of a consulting planning or engineering firm. This block may also be completed to indicate the project manager if other than a consulting firm (e.g., city or county engineer). Include the following information in this block:

 Firm’s name

 Project manager’s name

 Firm’s mailing address

 Firm’s phone, fax, & E-mail information

Again, if the individual is someone such as a city or county engineer, identify who he or she works for and the appropriate contact information (e.g., mailing address, phone, fax, & E-mail)

Block 8 – Project Funding Information. On the appropriate lines, estimate the amount of state, and local funds that will be required to complete your project. Include the dollar amount and percentage amount on each of the designated lines.

Block 9 – Staff Use Only. Do not put anything in this block; it is for use by the Aeronautics Bureau staff only.

Block 10 (a –d). In Block 10-a, type or print the name of the authorized airport representative. This is the name of the person that has been officially designated by resolution of the airport’s governing body to sign the application. In Block 10-b, type or print the title of the authorized airport representative (e.g., mayor, county commission chairman, airport authority chairman). Block 10-c is for the signature of the authorized airport representative. Complete Block 10-d with the month, day and year the application is signed.

2. The Project Budget (Attachment 2) must also be completed and submitted with the Application for State Funding. The instructions for completing the Project Budget can be found on the bottom of that form.

3. Your Application for State Funding must also have accompanying it a resolution adopted by the airport’s governing body that officially authorizes the submittal of the application to ALDOT. A sample resolution is contained in your application package or it may be requested from ALDOT. The sample resolution may also be downloaded from the Aeronautics Bureau’s website at (

4. A Project Description/Justification statement must also be submitted with the Application for State Funding form. The description and justification for your planned project should be limited to one page if at all possible.

5. A Project Sketch is the final item needed to complete your Application for State Funding. The sketch should identify the locations on the airport where the proposed project is to be accomplished if construction work is involved. If the proposed project involves land acquisition, the Project Sketch would identify the parcels of property that will be acquired. The FAA’s “Exhibit A” will be suitable for this purpose if a current one is available.

When you have completed these five items, you should return the Application for State Funding package to:

Instructions for Completing Project Budget Form:
This form should be completed and submitted along with the application for funding. The airport sponsor should use this form to provide a detailed breakdown of the cost of each major item of work that will be involved in the project. For example, if your project involves runway paving, lighting, land acquisition and the installation of an automated weather observation system (AWOS), the project involves four (4) major work items. Each item of work should be described briefly under the “Project Budget Line Item” column on a separate line and a cost breakdown should be provided for each. On each line item, fill out the amount of the local (“Sponsor Match Requirement”)and the state funding amounts in the appropriate columns. Total each column and fill in the “Total Project Amount” column. Be sure that your figures agree with those in Item 8 of your Application for Funding.
