ADVERTISEMENT FOR BIDS
Sealed bids will be received by St. John the Baptist Parish Council, 1801 West Airline Highway, LaPlace, LA 70068on November 25, 2014 until2:45P.M. for construction of the project described as follows:
Airport Road Wastewater Collection, Pump Station, and Force Main System (READVERTISEMENT)
PEC Project No. 11066.05
STATEMENT OF WORK: Construction of new conventional gravity wastewater collection system, submersible pump station, and force main.
Bids shall be addressed to the St. John the Baptist Parish Council and delivered to the receptionist at the Parish President’s Office in the Percy Hebert Building, 1801 West Airline Hwy., LaPlace, LA not later than 2:45 P.M. onTuesday,November 25, 2014. Bid envelope shall be marked “Sealed Bid – Airport Road Wastewater Collection, Pump Station and Force Main System (READVERTISEMENT)”. Any bids received after the specified time and date will not be considered. The sealed bids will be publicly opened and read aloud at 3:00 P. M. that same date in the St. John the Baptist Parish Joel S. McTopy Council Chambers located at 1801 West Airline Hwy. LaPlace, LA.
A Non-mandatory Pre-Bid meeting will be held on Thursday, November 13, 2014 at 2:00 p.m. in the St. John the Baptist Parish Joel S. McTopy Council Chambers located at 1801 West Airline Hwy., LaPlace, LA.
The Instructions to Bidders, Bid Form, Contract, Plans, Specifications, and Forms of Bid Bond, Performance Bond and Payment Bond, and other Bidding documents shall be obtained at the office of Professional Engineering Consultants Corporation, 7600 Innovation Park Drive, Baton Rouge, LA 70820, 225-769-2810 upon payment of One Hundred Fifty Dollars ($150.00) per set made payable to Professional Engineering Consultants. This deposit will be refunded upon request in accordance with R.S. 38:2212. Validation of the Contractor’s license and classifications will be made prior to release of bid documents.
Contractors submitting bids shall be licensed under LA License R.S. 37:2150-2164, Municipal and Public Works. Other license classifications may, at the option of the owner, be considered based upon a thorough review of the Contractor’s past experience.
Each bid must be submitted in a sealed envelope bearing on the outside the name of the bidder, his/her address, contractor's state license number and the name of the project for which the bid is submitted. If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed to the St. John the Baptist Parish, 1801 West Airline Highway, LaPlace, LA 70068, mailed certified mail and must be received no later than the bid opening.
In addition to paper bids, electronic bids and electronic bid bonds for the following project will be downloaded by the St. John the Baptist Parish. Electronic bids and electronic bid bonds must be submitted through prior to the electronic bidding deadline. Beginning at 2:45 P.M. on Tuesday November 25, 2014 all bids will be downloaded. No bids are accepted after 2:45 P.M.
The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.
In accordance with R.S. 38:2212(A)(1)(b), the provisions and requirements stated in the Bidding Documents shall not be waived by any entity.
Each BIDDER must deposit with the BID, BID SECURITY in the amount of five (5) percent of the amount of the total bid price, provided on the specified form and subject to the conditions provided in the Information for Bidders. BID SECURITY shall be in the form of a certified check, cashier’s check or a BID BOND. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570.
No bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof.
Participation by minority and female owned business, as well as businesses located in this Parish is encouraged.
