DRAFT MINUTES FOR THE MEETING HELD ON MONDAY 12TH DECEMBER 2016

IN THE METHODIST CHAPEL AT 7.30PM.

Questions from the floor; An update on the Neighbourhood Plan (NP) was given.Changes have been made to the NP as advised. The site allocation proposals in Ailsworth are removed but the proposal for up to 20 additional new houses over the next 20 years is still included. The area is now referred to as the NP area and not Parish, which is at odds with the local plan. Some additional suggested changes were discussed and amended as agreed at the meeting.

Mr M Chillcott gave an update on the new campaign group Protect Rural Peterborough, set up in response to the Draft Local Plan by the PCC, which includes proposals to develop landnorth of the bypass with 2500 houses. There are to be 2 drop in sessions on 14th and 21st January, and regular communications via the website and other means to encourage responses within the consultation period. A news item will be put on the Ailsworth Council website. There is a meeting with our Ward Councillors on Thursday 15th December.

2. Minutes from the last meeting on 14TH November 2016. These were agreed to be a true record, proposed by Mr J Judge, seconded by Dr M Ellershawand signed by the Chair.

3. Matters arising; Mrs C Murrell was invited for a small presentation following her resignation but was unable to attend due to holiday.

5. Council reports

5.1Recreation ground

5.1a The shelter near the MUGA has been repainted as requested.

5.1b The hedges need trimming and the same contractor will be contacted about the job for the same price as last year. More trees will be ordered and a tree survey will be requested.

5.1c Prices for a concrete table tennis table to be established and then whether there is an interest in this.

5.2Planning

5.2a 16/02112/CTR Reduce away from phone lines to give clearance from pole, mixed group hedge 3, stretch under phone lines at Drakes Orchard 59 Main St, on H and S grounds. This was discussed and as it is between the 2 properties and not from the protected rear no concerns were raised.

5.2b 16/02031/LBC replacement of front door at 111 Peterborough Road. No concerns as material in keeping with existing.

5.3Village Information Board/Village Sign/bus shelter. The information for the new board has been given to the supplier now and a first draft supplied. Alterations were made and a second draft expected soon to be checked by all. The information about a new Village Sign has been passed to Castor Parish Council and a response is expected soon.

5.4 Village groups;

It was agreed to support the chapel room repair costs to £100 when a donation request is made as it is a village community facility also.

5.5Village Hall The recent tree lighting event was successful despite the weather.

5.6Parish Land and Allotments;

5.6aNewly allocatedallotment agreement and rent to be chased again.

5.6b Station Road field allotment rent has been paid. The terms of the agreement were discussed and further information will be circulated to aid the discussion further next time to agree terms. Suggestion is 6 month notice period to facilitate a handover.

5.6c New Close gate post has been replaced.

5.6d Donkey paddock bid received. Tenancy terms discussed as above and further detail necessary to make a more informed decision.

5.7Footpaths and Rights of Way;

5.7aThe repairs in Maffit Road have still not been completed and will be chased with PCC again.

5.7bNew SLOW/30mph road markings in Helpston Road have not been done yet although scheduled by PCC to be done asap.

5.7cThe Peterborough Road hedges that were dangerously overgrown have been trimmed following representation to PCC.

5.8 Neighbourhood planning update.See above. Changes to the NP were agreed at the meeting by all present.

6. Finance:

6.1 Accounts Status: Current account £21789.40 Deposit accounts £3013.33Reward saver £5428.01. £5000 growth bond, ends August 2017.

6.2 Income: £567 Station Rd field allotment rent rec’d 26/11/16.

6.3 Payments:J Judge £57.93 village baubles paid 26/11/16, A Charlton £45 gate post paid 23/11/16, C Brown £52.50 audit paid 16/11/16.

6.4 Expenses: It was agreed to pay these forthcoming invoices;

6.4a Any future grass cutting

6.4bTSO host annual fee £29.16 plus vat

6.4c ACRE subs £54

6.4d Anglian Water £11.21 revised bill

6.4e Information board

6.4f Chapel donation

6.4g More village baubles/lights

6.4h Clerk’s pay £216.64 plus £26.99 home office costs payable 31/12/16

6.5 Internal half year auditThis has been completed and a response to findings sent.

6.6 2017/18 Budget setting will be carried out at a sub-committee meeting, date in January to be decided soon.

7. Treesto be ordered via Amey to reduce delivery costs as agreed.

8. Parish News/website. A police report on crime to be included in the Parish News. Casual vacancy notice to be put on board/website.

9. Report from meetings attended/upcoming meetings;Public meeting regarding the Peterborough Local Plan on 22/11/16 was very well attended and a majority in attendance supported taking action against the proposed inclusion of building 2500 houses shown in the local plan.
