INVITATION TO BID

“REBIDDING FOR THE REPAINTING OF THE EXTERIOR WALL FINISH OF THE OFFICE OF THE OMBUDSMAN (MAIN) BUILDING, VIP PARKING, STP, GUARD HOUSES INCLUDING PERIMETER FENCE, DRIVEWAY GUTTERS, FLAGPOLE AND LAMP POSTS”

  1. The Office of the Ombudsman, through the General Appropriations Act of 2017 intends to apply the sum of Two Million Six Hundred Sixteen Thousand Six Hundred Fifty Three Pesos (P2,616,653.00),being the Approved Budget for the Contract (ABC) to payments under the contract for theRepainting of the Exterior Wall Finish of the Office Of The Ombudsman (Main) Building, VIP Parking, STP, Guard Houses including Perimeter Fence, Driveway Gutters, Flagpole and Lamp Posts(PB 2017-06-Rebidding).Bids received in excess of the ABC shall be automatically rejected at bid opening.
  2. The Office of the Ombudsman now invites bids for theRepainting of the Exterior Wall Finish of the Office of the Ombudsman (Main) Building, VIP Parking, STP, Guard Houses including Perimeter Fence, Driveway Gutters, Flagpole and Lamp Posts. Completion of the works is required within one hundred fourteen (114)calendars days from receipt of Notice to Proceed. The prospective bidder must have completed an SLCC that is similar to the contract to be bid, and whose value, adjusted to current prices using the PSA consumer price indices, must be at least fifty percent (50%) of the ABC to be bid: Provided, however, That contractors under Small A and Small B categories without similar experience on the contract to be bid may be allowed to bid if the cost of such contract is not more than the Allowable Range of Contract Cost (ARCC) of their registration based on the guidelines as prescribed by the PCAB (Section 23.4.2.4 of 2016 Revised IRR of RA 9184). The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instructions to Bidders.
  3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.”
  4. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, corporations or other business organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.
  1. Interested bidders may obtain further information from the Bids and Awards Committee (BAC) Secretariat, Ground Floor, Ombudsman Main Building, Agham Road, Diliman Quezon City and inspect the Bidding Documents from Monday to Friday, 8:00 a.m. to 5:00 p.m.
  1. A complete set of Bidding Documents may be acquired by interested Bidders from March 27, 2017 to April 18, 2017, from the address below and upon payment of a non-refundable fee for the Bidding Documents in the amount of Five Thousand Pesos (P 5,000.00).
  1. Itmay also be downloadedfree of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
  1. The Office of the Ombudsman will hold a Pre-Bid Conference on April 04, 2017 at 2:30 p.m., at the Hearing Room, Ground Floor, Ombudsman Building, Agham Road, Quezon City which shall be open to all interested parties.
  1. Bids must be delivered to the BAC Secretariat, Ground Floor, Ombudsman Building, Agham Road, Quezon City on or before 2:30 p.m. of April 18, 2017. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Late bids shall not be accepted
  1. Bid opening shall be on April 18, 2017 at 2:30 p.m. at the Hearing Room, Ground Floor, Ombudsman Building, Agham Road, Quezon City, in the presence of the Bidders or their duly authorized representatives.

The Office of the Ombudsman reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
