AGENDA NOTE FOR DISCUSSION IN THE MONTHLY REVIEW MEETING

OF RURAL DEVELOPMETNT DEPARTMENT TO BE HELD ON FEBRUARY,2006

AT IN AGARTALA.

  1. Action taken report is at Annexure- 2

i)Timely submission of action taken report should be ensured

  1. Physical and financial achievement of Rural Development Department upto January,2006 is at the respective annexure. .
  1. The details of submission of reports and returns are enclosed at Annexure-3
  1. The details of submission of proposals for release of 2nd instalment under different R.D. schemes are enclosed at Annexure-4

I UPDATING OF WEBSITES : ANNEXURE - 5

1)Training to the BDOs on data entry in the websites by NIC and progress thereof.

2)Data entry in the websites on ARWSP fund released by the Govt. of India should immediately be updated by PHE and that on state share by the DMs .

II.FISHERIES : ANNEXURE - 6

1) Status report on creation/renovation - reclamation Annexure- 6 should be furnished along with reports and returns

2)Progress of handing over of responsibilities of water areas in forest area to JFM

3)Progress of formation of new JFM where not existed .

4)Fisheries Department will supply inputs as per requisition of the Forest Deptt. on payment and impart training to the members of the SHG under JFM committees.

5)DM,Dhalai will release more fund to the Fisheries Deptt.for creation of new water areas.

III.AGRICULTURE : ANNEXURE 7

1)Release of balance fund for seed replacement/ agricultural implements/equipments by DM West and South is yet to be received from DMs

2)Report regarding release of fund for Agricultural implements/equipment is yet to be received from the DM(W) & DM(S).

IV.IRRIGATION: ANNEXURE - 9

1)Requirement of pump set for irrigation separately for following categories

i)for using ground water

ii)for using surface water.

2)Status report in Annexure 9 should be furnished alongwith reports and returns.

V.CONSTRUCTION WORKS OF OTHER DEPTT.(GROWTH CENTRE, BADP, ICAT, HEALTH & FAMILY WELFARE ETC. DEPTT. WORKS)

1)Status report is not received from DM,West and DM,North.

VI. CONSTRUCTION OF PANCHAYAT OFFICE; SCHOOL BUILDING; AWCS &SECS:

(Annexure - 10A to 10D )

1)Status report is not received from the DM,Dhalai and South

2)Status of construction of Panchayat office building is to be furnished by the Director, Panchayats.

VII)DRINKING WATER Annexure – 11 and 12

1)DMs should submit fortnightly health situation report to the Chief Secretary and a copy should be given to the RD Department.

2)Action Plan on sustainability of drinking water sources; testing of quality; surveillance and monitoring is received from the CE,PHE. Sustainability and monitoring part in the action plan need to be incorporated.

3)Procurement and distribution of water quality test kits by SE, RD and progress thereof.

4)Survey report on drinking water sources conducted by the PHE and RD is received from the CE,PHE.Data validation is to be done by the State Govt.

5)Finalization of System Requirement Specifications (SRS) and procurement of Hardware under MIS by SE, RD.

6)State Government in principle has decided to implement the followings: -

i)Vesting of panchyati Raj Institutions (PRIs)/ identified institutions with in TTAADC area with functions and finance and supported with functionaries to carry out the responsibilities of drinking water water supply schemes in planning, operation, maintenance and management phased manner by two years.

ii)Handing over of existing stand alone/single village rural drinking water schemes to he Gram Panchayat /VWSCs for operation and maintence

iii)Integration of water conservation and rain water harvesting schemes with drinking water supply schemes

iv)Integration of rural drinking water, sanitation, health and hygiene programme at the district, block and GP levels

8)Enact ion and implementation of work in effective ground water extraction control, regulation and recharge, DM should furnish their views

VIII) TSC : Annexure 13, 14

1)DMs should furnish requirement of squatting plates made of fiberglass and plastic to the SE, RDC and copy should be given to the RD Department.

2)Progress of field survey on hygiene behavior / education including actual usage of toilets already constructed and the details of washing of hands after defecation; before eating of meals; cutting of nails.

3)Furnishing of names of individuals or organizations for awarding Nirmal Gram Puraskar- 2006.

IX) SGRY : Annexure - 15

1)Furnishing of details of sector wise utilization of fund received under SGRY is awaited from DM,West and North.

2)Progress of construction of ramps in all GPs/ Tehsils/block offices, schools; AWCs/SECs to provide free excess to disabled people.

3)Allocation of Rs.1.5 crores/districts to the concerned ZDOs/TTAADC out of available SGRY/NFFWP funds by the concerned DM and Collector. Status is as follows:

a)DM, West Rs. 5.4 lakh.

b)DM, South Nil

c)DM, NorthRs.13.04 lakh + 87-MT rice.

d)DM, DhalaiRs.167 lakh

X)NFFWP / NREGP : Annexure - 16

1)Proposal for release of 2nd installment of NFFWP fund to be sent by the DM, Dhalai

2)Progress of preparatory works for utilization of NREGP fund in West, North and South districts

XI)IWDP / NWDPRA/WDPSCA : Annexure – 17

1)Proposal for release of fund for 2004-05 and progress thereof.

XII)IAY : Annexure : 18

1)Progress of preparation of permanent wait list for construction of IAY house

2)Progress of preparation of list of nominees for extending comprehensive benefits to the rural BPL families providing free of cost electric connections to the IAY nominees for the year 2004-05 onwards.

3)Proposal of the DM,North for procurement of GCI sheet from open market .

XIII) BLOCK BUILDING : Annexure - 19

1)Progress of construction of Chawmanu block building .

XIV)SGSY : Annexure – 20 & 21

1)Power point presentation on SHGs for 10 minutes by DM,West.

2)Training to the SHGs on food processing is to be organized at SIPARD between 14th and 16th February,2006. PD,North and South should send 10 SHG members/district for training.

3)Computerization of SHG data through software developed by NIC to be completed by North, West and South by 15.02.2006.

4)Reports regarding marketing tie up with Govt. of India on production of file board, file cover,hand towels, invitation cards and mosquito nets etc. should be reported in the meeting.

5)Publication of Gramin Bharat newsletter, report should be furnished in the meeting whether done.

6)Progress of specialized training to the SHGs on cane and bamboo on one or two items like furniture/room divider .

7)Initiating a note to the Commissioner,RD on SGSY skill development training programme by PD, DRDA, West.

XV)MATERIAL POSITION: Annexure: 22 & 22A

1)Replenishment of 8 mm rods to the district store, South Tripura.

XVI)ACCOUNTS MATTER:

1)Review report on audit paras of the BDOs and PDs pending with AG

2)Furnishing of ATR on the internal audit report submitted by the Director, Audit , FD,GOT

3)Detailed comments on draft accounts manual of the DMs

4)Reply on 64th PAC report to be submitted by DM, North and Dhalai.

5)Reply on 68th PAC report regarding block wise target and achievement under JRY / EAS/IAY from 1997-2001 to be submitted by DMs.

XVII)CASH VERIFICATION AND CASH ANALYSIS: Annexure - 23

Cash analyis is received from DM, North only.

XVIII)ESTABLISHMENT MATTER:

XIX)PANCHAYAT

1)Submission of utilization certificate: Formation of small teams by DPOs ; giving specific tasks to go to block for getting utilization certificate ready for furnishing by March 2006- progress thereof.
