Brief for Project Manager for Preparatory Phase of the Centre of Excellence in Dementia Care
– a partnership with Christian Action Housing
Context/ Background
- Age UK Enfield is transforming its business model in order to meet the needs of frail, older people with dementia in Enfield, and has the potential for a partnership with Christian Action Housing for a major capital development for this group.
- Age UK Enfield is also seeking to diversify its income sources, and to raise unrestricted income in order to fund charitable services. To this end, it is establishing a shop in the centre of Enfield.
- In a joint venture and in partnership with Christian Action Housing, Age UK Enfield aims to develop a centre of excellence, incorporating:
-Day care for people with dementia (all levels of dependency)
-8 respite beds
-Bistro/ café
-Memory clinic (joint with the NHS)
-Dementia adviser (joint with the Alzheimer’s Society)
-Supported housing (managed by Christian Action Housing)
- Together, these services will be able to provide flexible packages of support for carers. There will be a shared workforce with staff working in respite care at home so that there is a body of expertise and consistency of standards.
- A site has been identified in Palmers Green; currently owned by Christian Action Housing, and a new build is planned on this site. Architect’s designs have been commissioned and fundraising is set to begin. The target is £4.5m.
- A Steering Group has been identified to manage/ oversee the project. Membership consists of Age UK Enfield and Christian Action Housing, as well as carers representatives and potentially the London Borough of Enfield.
- The outline timetable is two years once the funding for the first phase is in place.
Objectives for Project Manager
- To provide project management support for the Steering Group to achieve the goal of establishing the Centre of Excellence in Dementia.
- To prepare the business plan and costings for the development, and a project plan including set up and development through to completion.
- To work alongside the fundraiser in order to ensure major bids are submitted and the requisite funding is in place.
Deliverables from the six-month contract
- To secure heads of agreement with Christian Action Housing
- Business Plan and fundraising strategy signed off by the Board of Age UK Enfield with financial model including outline capital costs for refurbishments and development; and ongoing sustainability plans for each service within the complex.
- With the fundraiser, to have completed and submitted two major fundraising applications (Bradbury and Big Lottery) plus a funding proposition submitted to the London Borough of Enfield.
- Commercial sponsors found for each room/ service within the development
- Project plan from start up to commencement of building work (phase 1) and outline project plan for phase 2 (building work)
- Risk management plan for the board of Age UK Enfield
- Presentational pack(s) for funders, stakeholders and commercial funders.
Accountability
The project manager will be accountable to the Steering Group and line managed by the Chief Executive Office of Age UK Enfield.
Person Specification
- Project management qualification and track record (eg PRINCE practitioner)
- Good negotiator
- Financial acumen
- Proven track record of capital developments in health or social care
- Ability to communicate and influence
- Understanding and/or experience of people with dementia and their needs
- Able to work across organisational boundaries
- Risk management experience
- Ability to inspire and motivate funders, stakeholders and commercial partners
Duration of contract
Initially six months, subject to review
Terms
Circa £17,000 for six months, negotiable
