May 8, 2017
The meeting was called to order by President Fletcher. Board members present were: Tim Fletcher, Danny Schertz, Frankie Claborn, Colby Shawn, Jerry Cox (for Robin Meadows), Jeromy Brown, Ken Murray, Ron Womack, Brian Moore, Danny Hodges and Greg Byers.
The minutes were presented for approval. Ken Murray motioned to accept the minutes as presented. Colby Shawn seconded the motion. Motion carried.
The financial report was presented for approval. Colby Shawn motioned to accept the financial report as presented. Frankie Claborn seconded the motion. Motion carried.
The board discussed the $2500 donation to be made to the county.
President Fletcher appointed Ron Womack, Frankie Claborn, Steve Bradshaw and Brian Moore to serve on the judge selection committee.

Brian Moore motioned to accept the recommendations of Superintendent James Hubbard. Danny Hodges seconded. Motion carried.
Ken Murray reminded the board that rule changes, according to the By Laws must be submitted by the superintendents. He ask that the board consider waiving this this year. Colby Shawn motioned to do this, seconded by Jeremy Brown. Motion carried.
FCCLA Department

1. The FCCLA Division is open to any FCCLA members and Family & Consumer Science students enrolled during the current school year in grades 9-12. FCCLA members not currently enrolled in Family & Consumer Science are eligible to enter. Students currently enrolled should enter at their last level of Family & Consumer Science with semester courses in foods counting as the next level. FCCLA members not currently enrolled in Family & Consumer Science are eligible to enter according to number of years entered in the fair. Students should enter the FCCLA division at the current level of participation in the WCYF. For example, Level l would be first time participants.
5. Premiums will be paid for Grand, Reserve, 1strunner-up and 2ndrunner-up, 1st, 2nd, and3rd place in each class.

9. All entries must be labeled as follows: Name, Class & School. Entry labels will be
provided by each Family and Consumer Science teacher. Craft numbers will also be provided.
10. Food and craft entries must be in place at the Women’s Building by 10:00 a.m. on
Thursday.The doors will be locked at 10:00 am on Thursday.
11. All foods and craft entries will be released at 4:00 p.m., Friday. No entries will bereleased earlier; however, all entries must be claimed no later than 5:00 p.m.After 5:00pm all unclaimed entries will be disposed of.
12. There will be one Grand Champion and one Reserve Grand Champion awarded that will
go to the sale. These will be determined by selecting a winner from each of the four levels: i.e. Level l, Level ll, Level lll and All-Level. From those 4 winners the Grand Champion and the Reserve Grand Champion will be selected. There will also be a 1strunner-up and a 2nd runner-up that would go to the sale if Grand or Reserve Champion cannot do so. Premiums will be given on first through third places.
14. If a student should be awarded Grand Prize on two food items, they will choose the sale item to take to the sale. The 1st runner-up in that level will move up. However, that student will still keep the plaque and the premium money awarded.

3. A complete recipe must be included and be attached to the outside of the plastic wrap. Recipes may be printed or typed. No photocopies.Entries without complete recipes will be disqualified (except for decorated cakes and yeast rolls.)
Entrant must be willing to have recipes reprinted for distribution. Recipes must be neatly printed or typed on index cards.
Cake Rules
Cake rules: except for decorated cakes, cakes must be on a disposable container, no larger than 12” round. Cakes must be securely covered with clear plastic wrap. Except for decorated cakes, cake must be baked in an angel food cake pan, a bundt pan or a round layer cake pan.and must not be a cake or icing requiring refrigeration.
SCRATCHCAKES
NO mixes. Cake and icing must be made from scratch. Recipes for cake and icing must be attached.

Layer Cakes
These cakes must include decorating tip techniques such as piping, rose work, weaving, tip flower work (etc). They must be multiple layers. The major part of the entry must be TIP work. May be made from no more than three (3) packages of cake.Decorated cakes will be judged on appearance only.

QUICK BREADS
Should be placed on disposable container inside a plastic bag or covered with clear wrap. May not be made in bread machine. May not use pre-mixed packages or prepared products (canned biscuits).Recipe cannot contain meat product of any kind.
PIES
May not require refrigeration. NO cream pies, NO meringue. Crusts and fillings must be made from scratch.Single or double 8 or 9 inch pies only. No graham cracker crusts. Pie entry numbers should be attached to entry cards. Must include recipe for filling and crust. Must be in a disposable pan. Can include, but not limited to fruit pies, savory, fried and custards. Recipe cannot contain meat product of any kind.

1. SCRAPBOOKS
-Scrapbooks—Must be the work of the exhibitor.
2. HOME ACCESSORIES
-Entries may include floral, decorated frames, pillows, wall hangings, and miscellaneous accessories for the home.
3. ART WORK
-Entries may be charcoal, pencil (free hand) oils or acrylics. Other examples might be canvases that have been embellished with other mediums. Entries must be work of exhibitor.
4. FASHION/INTERIOR DESIGN
-Entries may be Design boards (including Fashion or Design for Living) Decorative Accessories, Boxer shorts or pajamas, Self-constructed garments.
5. PHOTOGRAPHY
-Each entry should be the work of the exhibitor ad must be made since the last Youth Fair.
-Exhibitor can have only one entry.
-Copies will not be allowed. Print must come from original negative or JPEG. Copies will be disqualified.
-Frames optional. Must be flush mounted on white mount board.
Ron Womack motioned to accept the changes presented by Ann Mask. Ken Murray seconded. Motion carried.

- Market Lamb Show-Allow ewe lambs to show in the market show
Reason-cheaper in cost for 4-H & FFA purchasers
- Scheduling-Move Market Lamb & Goat shows to first thing Thursday morning before the hog market show.
Reason-no audience on Wednesday. Good crowds on Thursday these kids are through before youth fair really even gets going.
Colby Shawn motioned to allow the ewe lambs to show in the market show. JeremyBrown seconded the motion. Motion failed with 4 in favor and 5 opposed.
BEEF Department
Robert Johnson recommendations.
Propose to change Rule #11
Would like to change (25). Give or take (1) to give or take (2). Could sell to (24-27).
11. Only market steers will be eligible for the Auction Sale. The Overall Grand and Reserve, and the Champion and Reserve from each division will be sold, and then a percent of each division will be sold staying as close to twenty-five (25) lots. It will be divided by the total number of steer entries in all divisions based on a percentage will be in the sale. Give or take one (1) steer.

PERFORMANCE HORSE Department
Tiffany Maggret recommendations.
Remove Greg Byers as superintendent.
Add Assistant Superintendent: Haley Shurden.
Colby Shawn motioned to remove Greg Byers as superintendent and add Haley Shurden as Assistant Superintendent.Seconded by Ken Murray. Motion carried.
Currently each class is $15 per class. A kid showing all classes (13) will pay $195. We propose an all day fee of $100 if showing in 7 classes or more.
Greg Byers suggested $5 per class and $50 for all day.Ken Murray questioned whether or not this would be enough entry fee to cover the costs for the department.
Jeremy Brown motioned $7 per class, Colby Shawn seconded. Motion carried.
Mrs Lambert wants on the book that it is not about the kids but about the money.
POULTRY Department
James Hubbard recommendations.
Adding buckles for Jr & Sr showmanship.

RABBIT Department
-Validation Committee recommendations.
Recommend Rabbit validation to be moved to the Monday following traditional Sunday date. For 2018, it would be January 29th from 3:30-7:00 pm at the Women’s Building.
Colby Shawn motioned to change the validation date and time. Seconded by Ken Murray. Motion carried.
We recommend adding the Champion and Reserve Champion Fryer to the sale.
No action taken. Need to address for 2019.
GOAT Department

Gary Demmitt recommendation.
I would like to see us add a breeding boer and/or wether doe show to our youth fair.
Colby Shawn motioned to add a breeding boer show to the 2018 WCYF. Seconded by Jeremy Brown.
Colby Shawn amended his motion to add “requires a minimum of 10 head to constitute a show”. Seconded by Jeremy Brown. Motion carried.
The motion now will read “a Breeding boer show will be added to the 2018 WCYF but it will require 10 head to constitute a show.
Motion carried with 7 in favor and 3 opposed.
GENERAL RULES
Brian Moore recommendation.
I would like make a change in the Swine show by weighing the Market Swine the night before the show in conjunction with the classifying. I would like to enforce a weigh back during the show of the top three placing animals in each class. The top three Market Swine in each class that are weighed back would be required to weigh +/- 10 lbs. of the weight in the night before.

I would like to change the market sheep, goats, pigs & steer to official weigh in the night before the show. We would give a 3 lb. variance to the minimum and the maximum weight. There would be no weigh back during the show. Classes would be broke by the official weights. On the steers the weight variance may need to be a percentage.

General Rules –
Upon arrival at the show, all market animals are weighed in by the superintendents and committee. There will be no weigh back.
For animals that are below or above weight, have an over & under class for youth to exhibit animals but will not be eligible for sale slots. All animals in the same species will show in one “over/under” class. This includes steers, barrows, market goats, market lambs and rabbits.
Beef weigh 950-1550 lbs.
Swine weigh 210-290 lbs.
Goats weigh 55-135 lbs.
Lamb Minimum 95 lbs. except Southdown which is minimum 75 lbs.
Ken Murray motioned that at time of classification all Market Steers, Market Swine, Market Wethers and Market Lambs be weighed. All those not making weight will be allowed to immediatelyreweigh once. All those who weigh out will be put in an Over/Under class to show in the WCYF.Seconded by Colby Shawn. Motion carried with 7 in favor and 2 opposed.
President Fletcher appointed Jeremy Brown and Todd Vineyard to operate the Over/Under Class.
Next meeting will be determined at a later date.
