Minutes: Minutes for January 6, 2010 meeting read by Secretary, Nada Alston. Motion to approve minutes made by Don Petre, seconded by Dee Craig, motion carried.

Treasurers Report:No treasurers report available. Treasurer Jeff Roman absent and excused. President GloriaArseneau reported that Jeff submitted his resignation from treasurer’s office. Jeff also resigned from his job with IEMA and is moving to Indiana soon. Gloria polled the Executive Board and they unanimously approved Karen Levy McCanna to serve as treasurer.Don Petre made motion that Karen Levy McCanna be appointed treasurerto serve the remainder of Jeff Roman’s term of office. Motion seconded by Bernice Ford and the motion carried.

Reports: Atty Scott Miller from AFSCME gave detail report entitled: How to Get Needed Information from management when filing grievances. The emphasis of Atty Miller’s report was on getting information without using FOI. He provided handouts summarizing the information gathering process and also an updatedreport on the IL Freedom of Information Act.

PEOPLE Report was provided by the People Chairperson, Shirley McCraney. There is a new People drive from 12/07/09 thru 03/01/10. The emphasis is on converting VIP members to MVP membership. Locals that get the most new MVP members can win $500. People flyers are on the table explaining yearly premiums for each level. Gloria needs copies of all new cards. Remember to have all employees transferring into your agency to complete new Union membership cards either green or cream. Grievance Meeting will be held on 01/11/10 at 6pm at the Joliet Elks Club. Don Petre needs write up for all multi level grievances. New Business:

Sign up to Stand Up: We still need names and email address of participants. Fair Share: Please work to sign up fair share members. We need more signed green cards. Effective Jan 1, 2010 the mileage rate was lowered to 50 cents. Motion was made by Bernice Ford and seconded by Dawn Truesdale to send usual amount to the following members who lost family members: Vivi Sargent (ISP), Karen Birsa (DHS), Debra Hughes (HFS), Cheryl Barto (DNR), Veronica Grim (ISP), Kathleen Duckmanton (DHS), and Pearl Parks (DRS). Motion carried. Karen Levy McCanna made motion to send card and usual to family of Fred Ruiz (DHS) who passed 5 days after his retirement. Jewell Houston seconded motion. Question was raised about members formerly with Unicare, being signed up automatically to Quality Care. Member should call provider and they will resolve situation. Member had question about grievance being pulled at 3rd level without notification to steward. Gloria requested that situation be discussed with her. AFSCME International Executive Board made decision to increase dues by 90 cents; 45 cents more per pay period.

Mike Ross Report: AFSCME staff representative, Mike Ross, discussed what Council 31 was working on in regard to 2600 proposed layoffs. The economic condition will continue to worsen until there are new revenues. It’svery serious. Council 31 has a sophisticated, strategic plan.
