Introduction and Job Purpose
The Higher Education Cheshire Consortium of Colleges is seeking a Consortium Scholarship Development Manager (CSDM) to lead on our college HE scholarship project, supported by AoC and the HEFCE Catalyst Fund. The project's core aims are to develop a flexible scholarship framework that could be adopted by consortium colleges and lead to a demonstrable improvement in students learning experience.
The Consortium is led by Macclesfield College and includes Mid Cheshire College, South Cheshire College and Warrington Collegiate. The Consortium has been established for over 10 years, initially to secure HEFCE funding across partners. However, we have now taken deliberate steps to reform the Consortium which has a primary focus on enhancing learning, teaching and the student experience through collaborative practice. Over the last 12-18 months there has been significant change within the Consortium, including a collaborative approach to quality, learning and teaching, establishment of a Learning and Teaching Group and collaborative CPD, the realignment of a curriculum offer, and the establishment of HEFCE direct contracts for all 4 FECs from 2015-16.
In 2014-15 the Consortium were successful in a bid with HEFCE and the AoC to be involved in the second phase of a national pilot project to enhance learning, teaching and scholarly activity of HE in FE, with project funds to support this post, as well as provide funds to support related project activity including consortium CPD and scholarly development of staff.
This post involves leading the delivery of this vision at the college level working with senior post-holders of each college, the college HE teaching staff and local stakeholders, particularly employers. The post holder will lead Consortium activity, including the established Learning and Teaching/CPD Group and Committee, reporting termly to the Principals group on progress against project outcomes.
There is no formal line management responsibility for this post, although there is the expectation to manage by influence to support collaborative activity and achieve project aims.
The person appointed will be qualified as a teacher and ideally a member of the HEA, have knowledge of FE or HE and experience of project work. They must possess good project management and influencing skills and be able to communicate complex briefs to college teaching staff. Experience of working across Colleges, such as involvement in consortia or collaborative activity, is desirable. They must also be prepared to quickly understand the ‘scholarship agenda’ in colleges within the context of a fast developing HE sector.
Key Accountabilities
1 Working under direction from the AoC College HE Scholarship Director
2 Working closely with senior and college managers across the consortia colleges, reporting termly (minimum) to Principals
3 Working with key internal contacts and HE staff across the consortia colleges including: College senior post-holder seconded to the project (initially Vice Principal Curriculum and Quality, Macclesfield College, reviewed annually); College Executive Board (Principals Group); Consortium Committee (HE Managers); Learning and Teaching Group (College Leads for HE learning and teaching)
4 Working with key external contacts, including: AoC College HE Scholarship Director; AoC Central HE Scholarship Project Team; Local Employers and local stakeholders; Partner (or Consortia) College senior staff and teaching teams; Other stakeholders in the HE sector – HEFCE, HEA, QAA, NUS; World Forum of Colleges and Polytechnics Technical Education affinity group
5 Familiarisation with present college policies and practices such as document interrogation; attendance at key HE meetings; working with managers, teachers and teams to understand present policies and practices
6 Engagement in activities such as observation and assessment schemes; staff development activities; mentoring/ambassador schemes; liaison with the student body; university-organised staff development events; building on college employer engagement links
7 Training college staff where appropriate
8 Working with the central project team, college senior leaders, college secondee and college programme and teaching teams to identify scholarship measures appropriate for the college’s position on its ‘scholarship journey’
9 Integrating these scholarship measures and processes within the practices of the college
10 Developing a scholarship college action plan with clear milestones, outcome and outputs
11 Implementing and evaluating the measures and processes within a central evaluation measure developed by the central project team
12 Meeting the central project team’s reporting requirements
13 Involvement in formal and informal dissemination events and activities
14 Ensuring the adopted framework meets the criteria for successful kite mark accreditation and sustainability measures
15 Involvement in dissemination activities
16 Attending all appropriate project meetings and helping in the development of a successful college HE national community of practice
17 Contributing to publications as appropriate
18 To undertake all aspects of the post in accordance with the Consortiums Equality and Diversity, Safeguarding and Health and Safety policies and schemes

The post will require the flexibility to work across the College sites, and may include occasional weekend and evening work
