Advocacy Coordinator Job Description

ROLE DESCRIPTION

The purpose of the role is to provide support to GNDR members and Secretariat staff at national, regional and global levels to develop, communicate, advocate on a set of clear messages / recommendations into the consultation process for the renegotiation of the post-2015 DRR framework and other related development frameworks. This includes supporting collaborative actions and developing joint positions with a broad spectrum of civil society actors and coalitions. The post holder will form part of a small team of UK and regionally-based GNDR Secretariat staff, advisors and consultants.

Reports to: GNDR Executive Director

Team Relationships: Working in close collaborations with GNDR’s Operations team including Operations Director, Programme manager, Communications Coordinator and five Regional Development Coordinators.

KEY DUTIES AND RESPONSIBILITIES

The remit of this post will cover the following core responsibilities:

1.Strategic Planning

Develop an overall global advocacy strategy and supporting communications plan to influence the development of the HFA2, notably with key stakeholders in northern and southern governments and inter-governmental bodies.

2.Advocacy and Lobbying

Support and facilitate GNDR network members to meet, communicate and advocate with their national / regional governments and inter-governmental bodies to influence the drafting of the HFA2.

To directly engage in advocacy and lobbying activities with key decision-makers at national, regional and global levels at key regional and international events.

3.Coordination

Overall coordination of GNDR advocacy actions, to include identifying, mapping and facilitating connecting GNDR members with HFA2 and related post-2015 processes (notably SDG and Climate Change), key national and high level events and relevant stakeholders and policy-makers at national, regional and global levels.

4.Consensus Building

Close liaison and cooperation with relevant partner organisations, civil society coalitions, networks and alliances (BOND, VOICE, ADRRN,CAN etc) to develop shared position and coherent advocacy plans and actions to enhance influence and target key governments and stakeholders.

5.Communications

Provide regular briefings, information updates and communications to the GNDR secretariat staff, Global network members and other civil society actors to keep them informed and engaged on the Post 2015 DRR and Sustainable Development frameworks, outlining progress towards key activities, events and developments.

Ensure regular updates of key documents and information on relevant GNDR web-based pages and websites of associated networks and platforms.

In collaboration with GNDR Communications Coordinator develop the media presence and profile of GNDR to advance key messages.

6.General

Promote positive and collaborative working relationships amongst GNDR members, Secretariat staff, consultants, international board, trustees and other state and non-state stakeholders.

Attending and interact with relevant conferences, academics and practitioner organisations.

Position GNDR as a “leading” resilience / development network dealing with issues of disaster risk reduction, resilience and sustainable development.

PERSON SPECIFICATION

The post holder will be expected to show experience and expertise in the following areas:

•Experience of advocacy, campaigning and lobbying work with governments, donor institutions and inter-governmental bodies

•Familiar with relevant themes and debates in the DRR, resilience and development domains

•Diplomatic and influencing skills in support of effective collaboration and cooperation with multiple stakeholders

•Familiar with working with civil society networks and coalitions

•Ability to think strategically, plan, prioritise and implement multiple work tasks under tight timelines

•Strong communications skills with fluent written and spoken English, preferably with multiple language skills (ideally Spanish and/or French)

•Available to work from July 2014 onwards during the period leading up to WCDRR Sendai March 2015

•Lives in a location that is accessible to GNDR London office in Teddington Occasional international travel may be required

TERMS AND CONDITIONS

Position is based out of GNDR Secretariat office in Teddington, Southwest London. The appropriate person would be contracted on a part-time consultancy basis, initially for a six month period July – December 2014. Minimum three days / week @ circa £200-225 / day.
