ADVANCEMENT/PROMOTION POLICY

DENOTES RECENT CHANGE

General. Advancement/promotion in NJROTC is based on individual performance and potential and must be earned to have any meaning or significance, both to the individual cadet and the group. The SNSI evaluates a large number of facts concerning each individual cadet before awarding increased rank or assigning job responsibilities. This chapter outlines the standards that are applied for promotion to each level of cadet rank. Cadet advancement/promotion will be based on:

  1. Academic Achievement
  2. Military Aptitude/Bearing
  3. Unit/School Service
  4. Recommendation of the Naval Science Instructor and approval of the Senior Naval Science Instructor.

If not presently in a NJROTC semester class, the cadet MUST be actively involved with a NJROTC team or a NJROTC project in order to be promoted.

Enlisted Advancements -All first year cadets begin the school year as Seaman Recruits (SR)

  1. Advancement to Seaman Apprentice (SA)

(1)At the end of each quarter.

(a)A grade of “B” in the course, “C” average in school.

(b)Must have a “B” average in leadership and uniform inspections.

(c)Must have participated in at least one unit activity for each marking

period.

(d)

  1. Advancement to Seaman (SN)

(1)At the end of each quarter following promotion to SA:

(a)A grade of “B” in the course, “C” average in school.

(b)Must have a "B" average in leadership and uniform inspections.

(c)Must have participated in at least one unit activity, for each marking period, sinceadvancement to SA.

  1. Advancement to Petty Officer Third-Class (PO3)

(1)At the end of each quarter following promotion to SN:

(a)A grade of “B” in the course, “C” average in school.

(b)Must have a “B” average in leadership, uniform inspections.

(c)Must have participated in at least one unit activity, for each marking period, since advancement to SN.

(d)Must have earned the participation OR community service ribbon.

  1. Advancement to Petty Officer Second-Class (PO2)

(1)At the end of each marking period following promotion to PO3:

(a)A grade of “B” in the course, “C” average in school.

(b)Must have a “B” average in leadership, and uniform inspections.

(c)Must have participated in at least one unit activity since advancement to PO3.

(d)Must have earned the participation AND community service ribbons, AND the color guard or PT/Academic team or marksmanshipteam or drill team ribbon.

  1. Advancement to Petty Officer First Class (PO1). Cadets are eligible at the end of the second quarter since advancement to PO2:

(1)A grade of “B” in the course, “C” average in school.

(2)Must have an “B” average in leadership, uniform inspectionsand a “B” average incollateral duties.

(3)Must have participated in at least one unit activity, for each marking period, since advancement to PO2.

(4)Must have earned the participation or community service ribbon and the color guard ribbon since advancement to PO2, with allevents counting towards that ribbons accomplished since advancement to PO2.

(5)Must have earned the basic leadership training or unit service ribbon since advancement to PO2

  1. Advancement to Chief Petty Officer (CPO). Cadets are eligible at the end of second quarter since previous advancement to PO1. Cadets must apply in writing using the application for advancement (see LT Frydel). All subsequent promotions must be applied for in writing.

(1)A grade of “A” in the course, “C” average in school.

(2)Must have an “A” average in leadership, uniform inspectionsand a “B” average incollateral duties.

(3)Must have participated in at least one unit activity, for each marking period, since advancement to PO1.

(4)Must have earned either the participation or community service ribbon, the cadet achievement or unitservice ribbon, and the color guard ribbon since previous advancement.

(5)Must write an essayon leadership/Unit improvement/individual commitment to the Unit and why you feel you are ready for this position. This will followed by an interview with the NSI.

(6)Must take and pass a written examination.

  1. Advancement to SCPO and MCPO. Cadets are eligible at the end of second quarter since previous advancement to CPO. Cadets must apply in writing using the application for advancement (see LT Frydel). All subsequent promotions must be applied for in writing.

(1)A grade of “A” in the course, “C” average in school.

(2)Must have a “A” average in leadership, collateral duties, and uniform inspections.

(3)Must have participated in at least one Unit activity, for each marking period, since advancement to CPO.

(4)Must have earned either the participation or community service ribbon, the cadet achievement or unitservice ribbon, and the color guard ribbon since previous advancement.

(5)Must write an essayon leadership/Unit improvement/individual commitment to the Unit and why you feel you are ready for this position. This will followed by an interview with the NSI.

(6)Read and write a report on a book of your choice from the Captain’s reading list. The report must be written in accordance with the attached example.

Promotion to Officer Ranks. The general requirements contained in paragraph 1 above do not change in promotions to officer ranks. The emphasis simply changes to one of leadership, and a tougher personal standard. Promotion to officer ranks is necessarily more challenging than to Petty Officer Grades, more selective and easier to lose. The first thing to notice in considering promotion to officer ranks is that one is no longer advanced based largely on accomplishments, but promoted based on demonstrated abilities and potential. This includes promotion to Ensign, Lieutenant Junior Grade, Lieutenant, Lieutenant Commander, and Commander.

  1. At least three years in a NJROTC program.
  2. Cadets must apply in writing using the application for promotion (see LT Frydel). All subsequent promotions must be applied for in writing.
  3. A grade of “A” in the course, “C” average in school.
  4. Must have a “A” average in leadership, collateral duties, and uniform inspections.
  5. Must have participated in at least one unit activity, for each marking period, since previous advancement.
  6. Must have earned either the participation or community service ribbon, the cadet achievement or unitservice ribbon, and the color guard ribbon since previous advancement

Meritorious Promotion and Advancements: Is a promotion earned outside the normal promotion sequence

a) A meritorious promotion only can be earned through:

1. Meritorious promotions and advancements may bemade at any time by the SNSI.

2. Standards in achievements made by the cadet.

3. Involvement of the cadet in unit activities & teams.
