A one day course exploring issues of adult support, protection, incapacityand equality within policy and management for providers of housing support and registered social landlords

Background

The Adult Support and Protection (Scotland) Act 2007 is aimed at protecting adults who are not able to safeguard their own interests because of disability, mental disorder or illness and who are at risk of harm from others or at risk of harming them themselves.

The Act places a duty on local authorities to make inquiries and investigate whether action is needed to protect a person. The Act requires that some other public bodies cooperate with local authorities whilst they try to do this. Local authorities are urged to review their contracts with voluntary and private sector providers to ensure that they obtain the required assistance as needed. Other legislation around equalities and incapacity also have an impact on how social landlords and support providers deliver their services.

Who should attend?

The course is aimed at staff responsible for creating and implementing policies and procedures relating to housing and support and may be of particular relevance to Registered Social Landlords. Whilst the course has been designed as a one day event it is possible to register for the afternoon only for those who are already familiar with the legislation relating to support, protection, incapacity and equalities.

The objectives of the course are:

  • participants will understand their role in identifying adults at risk of harm and also understand the role they may have in assisting a local authority with their inquiries
  • participants will understand what constitutes an obstruction under the Act
  • participants will be able to identify areas of policy and practice as a landlord and/or support provider which may need to be reviewed in the light of this Act as well as the Adults with Incapacity (Scotland) Act 2007 and equalities legislation.

The Trainer

Dr Donald Macaskill is the founder of Equal and Diverse, an organisation specializing in training and consultancy in the files of equality and diversity, adult protection and human rights. Donald devised and delivered much of the training associated with the initial implementation of the Adult Support and Protection (Scotland) Act 2007.
