Objective

To provide support services to young peopleliving at home or independently who may be current or past clients of child protection, and to prevent/minimise the need for ongoing protective services involvement.

Description of the service

The adolescent support program (ASP) supports young people who are incrisis and may be displaying challenging behaviours. The adolescent support program can assist them to live safely with their family or independently. The program also assists young people living out of hometo address issues in order that they develop better familyrelationships enabling them to return home if appropriate.

The adolescent support program provides a continuum of services depending on the needs of the young person, from early intervention strategies through to case management and case contracting for young people who may be statutory clients.

Client group

Young people aged 12 to 17 years who are current or past clients of, or are at risk of being clients of thestatutory child protection and systems.

Service delivery

Community service organisations (CSOs).

Service redevelopment

The Department of Health and Human Services (the department) will continue to monitor service provision, and where necessary, may amend service specifications or funding allocations based on community needs or in response to changes to government policy and priorities.

Monitoring and review

Service Agreement

The Department of Health and Human Services monitors and reviews the organisation’s compliance with the Service Agreement’s requirements set out in the terms and conditions and schedules including the Applicable Departmental Policies. The Service Agreement is used to manage funding provided through the department for services delivered by community service organisations and local government authorities.

The Service Agreement includes two Applicable Departmental Policies:

  1. Department of Health and Human Services Policy and Funding Guidelines, and
  2. the Service Agreement Information Kit

The Service Agreement Information Kit provides information on the Service Agreement terms and conditions (chapter 3) and Applicable Departmental Policies (chapter 4). The Service Agreement Information Kit must be read in conjunction with the Department of Health and Human Services Policy and Funding Guidelines.

Human Services Standards

Organisations funded to provide services to clients are required through the Service Agreement to meet the gazetted Department of Health and Human Services Standards (Human Services Standards) and can be monitored in relation to their compliance with these Standards.

Organisations funded through this activity are subject to independent review and accreditation requirements under the Human Services Standards, except where exempted by the department.

Monitoring performance

Funding is subject to the delivery of specified targets in performance measures.

Performance measures

Key performance measure 1:Daily average number of clients

Definition / This performance measure provides information on the daily average number of clients receiving adolescent support service from an agency.
Agencies are funded to provide services to a specific number of clients on any given day. This performance measure enables comparisons to be made between an agency’s daily average number of clients against the target number.
Aim/objective / To support young people who are incrisis and display challenging behaviours in order toassist them to continue to live with their family or independently. The program also assists young people living out of hometo address issues in order that they develop better familyrelationships enabling them to return home if appropriate

For example:
Numerator: total number of clients during the reporting period = 45

Key performance measure 2:Number of clients

Definition / This performance measure provides information on the number of clients receiving adolescent support program services from an agency.This performance measure is an indicator of the actual number of clients receiving adolescent support program services.
Aim/objective / To support young people who are in crisis and display challenging behaviours in order toassist them to continue to live with their family or independently. The program also assists young people living out of hometo address issues in order that they develop better familyrelationships enabling them to return home if appropriate
Target / Provided in Service Agreement.

Counting rule / Total number of new clients receiving a service.
Each client is only counted once.
For example:

Key performance measure 3: Percentage of children and young people who are subject to protective involvement

Definition / This performance measure provides information on the percentage of clients who are subject to protective involvement.The target group are clients who are involved with, or are at risk of entering the child protectionsystem; the majority of referrals to come from child protection.
Aim/objective / To support young people who are in crisis and display challenging behaviours in order toassist them to continue to live with their family or independently. The program also assists young people living out of hometo address issues in order that they develop better familyrelationships enabling them to return home if appropriate

Counting rule / Count the number of referrals received from child protection or youth justice for the period, then divide by the total number of young people referred to get the percentage of referrals from child protection.
Monitoring frequency / Monthly
Definition of terms / Case management and support services are purchased by the Department of Health and Human Services from community service organisations. These are not stand-alone services but arepart of a broader range of services provided by a community service organisation.
Protective involvement includes intake/investigation stages of reports of child abuse and neglect, protective intervention and supervision of child protection statutory orders.
