1.  Admission of New Members

1.1  Approved by Paper Circulation

The following applications have been received and approved by paper circulation among Executive Committee members in 2013.

Full Membership

(1)  Seberang Perai Municipality - Application form is attached as Annex 1

Seberang Perai Municipality is situated opposite of Penang Island on the peninsular of Malaysia. The capital city of Seberang Perai is Butterworth. Municipal Council of Seberang Perai is the local authority that is responsible to provide urban services, development planning and infrastructure efficiently, effectively and responsive to the needs of communities besides providing clean and beautiful place to live, work and attract investors.

(2)  Dhaka South City Corporation- Application form is attached as Annex 2

Dhaka City Corporation in Bangladesh has long been the member of the Network, however, it was divided into Dhaka South City Corporation and Dhaka North City Corporation on 1st December 2011 in accordance with the Local Government Amendment Act.

In the discussion at the 29th Executive Committee Meeting on 10th July, 2012 in Surabaya, Indonesia, the Executive Committee requested both Dhaka South City Corporation and Dhaka North City Corporation to submit the application form to CITYNET and their applications were approved by paper circulation among Executive Committee members on 16 September, 2013.

The area of the Dhaka South City Corporation at present is about 47.212 Sq. KMs. The area of Dhaka Metropolitan City is nearly 1530 Sq. KMs with an estimated population of 9.3 million living in Dhaka city. Dhaka South City Corporation consists of 56 wards covering the administrative districts of Dhaka Kotwali, Motijheel, Sutrapur, Ramna, Bangsal, Wari, Gendaria, Chwokbazar, Lalbagh, Hazaribagh, Dhanmondi, Shahbagh, New Market, Khilgaon, Kamrangirchar and some others.

(3)  Dhaka North City Corporation - Application form is attached as Annex 3

Dhaka North City Corporation is the second largest city of Bangladesh after Dhaka South City. Dhaka North City Corporation consists of 36 wards covering the administrative districts of Mirpur, Mohammadpur, Sher-E-Bangla Nagar, Pallabi, Adabor, Kafrul, Dhaka Cantonment, Gulshan, Banani, Badda, Uttara and some others.

The following applications have been received and need to be approved during the Thirtieth Executive Committee meeting.

Associate Membership

(1)  National Institute of Urban Affairs - Application form is attached as Annex 4

National Institute of Urban Affairs (NIUA) was established in 1976 and is a premier institute for research, training and information dissemination in urban development and management. One of the core functions of NIUA is preparation of comprehensive frame of reference for policy and programme oriented urban research in India.

National Institute of Urban Affairs’ application has been endorsed by Ahmedabad Study Action Group and Society for Development Studies.

(2)  E. C. Holdings - Application form is attached as Annex 5

E.C Holding is one of institutions that work with Local Government and other local authorities of Sri Lanka. The company dedicates to promote and implement many programs with integrated approach with public and private sectors.

E. C. Holdings’ application has been endorsed by Human & Environment Links Progressive Organization and verbally endorsed by Galle Municipal Council. The Secretariat is still waiting for the official endorsement letter from Galle Municipal Council.

(3)  Muhammad Akram & Sons Trading & Investment - Application form is attached as Annex 6

Muhammad Akram and Sons Trading and Investment engages in construction and building material business. It also engages in import and export of goods. The company is based in Rawalpindi, Pakistan and deals in trading import ,export,investment and joint venture through international networks.

No official endorsement from CITYNET members.

Admission to full and associate membership shall be decided by the Executive Committee.

2.  Past Discussions on Membership Criteria

2.1 60:40 Ratio for Cities/Local Authorities and Organisations

Cities/local governments should remain the majority of CITYNET’s members, giving most available assistance to local authorities who have distinct responsibilities in providing services to their citizens (at the 8th Session of the Executive Committee, Lyon).

2.2 Cities with population of 100,000 and/or more

Cities which may face challenging urban issues should demonstrate their ability to continue to contribute to the Network, rather than merely satisfy the minimum membership requirements in such a way that they will be solely on the receiving end of benefits and privileges (at the 9th Session of the Executive Committee, Shanghai).

2.3 NGO with appropriate criteria

For evaluation before submission of application to the Executive Committee (at the 9th Session of the Executive Committee, Shanghai). Well-recognised, non-governmental, and not-for-profit organisations in their respective countries must:

·  be active in improving the situation of human settlements;

·  have been established for a certain number of years and have a good performance record;

·  be likely to contribute to the Network;

·  have obtained endorsement, either from a minimum of one existing Executive Committee member, or the National Chapters of CITYNET, or from a minimum of two existing members of CITYNET.

2.4 Corporate membership criteria

At the 17th Session of the Executive Committee held in 2002 in Colombo, Sri Lanka, the following guidelines have been adopted.

·  Provision of financial support; e.g. annual grant and financial support for CITYNET activities

·  Business activities conducive to urban services, urban development, urban infrastructure, and involvement in public-private partnership,

·  Charitable and philanthropic (non-profit) organisations whose goals and activities promote the dynamics of the Network

2.5  Individual membership criteria

·  Involved in CITYNET activities through the capacity of office bearers, such as former Mayors, Vice Mayors or any person who performed such functions and whosoever designated councilors and senior officials of cities and other local government organisations, including officials of non-governmental organisations, who are no longer holding such office in a given city, other local government organisations, or non-governmental organisation

·  And/or whoever has been involved in and helped promote activities in human settlements and/or good urban governance.

3.  Withdrawal of Membership

The Secretariat received a notice of withdrawal from the following member:

3.1 Socio-economic and Environmental Research Institute (SERI) - attached as Annex 7

The email of Withdrawal was received on 30 July 2013, from Socio-economic and Environmental Research Institute (SERI) as attached in Annex I. SERI became an associate member of CITYNET in the year 2009.

The reason of withdrawal is dissolution of the organization in 2012. The withdrawal of membership is under consideration of the Executive Committee.

Article VIII: Withdrawal, Suspension and Termination
Section 1: Withdrawal
Any member may withdraw its membership from the Network by sending a notification by its accredited representative to the Secretary General upon the settlement of any outstanding financial obligations. The notification should reach the Secretary-General before 30 June, to be valid for the following year.
