  1. Brief information about the project

The Private Sector Development and Technical Vocational Education and Training programme which has been developed jointly with the Public partners and private sector in the South Caucasus Countries, aims at promoting the private sector development with a high attention to employment impacts and a close integration of vocational education and training.

Due to the small domestic markets with limited purchasing power, the South Caucasus Countries have focused so far on expanding foreign trade to promote economic development.The export-dedicated strategy achieved only limited success in improving the employment situation and living conditions. Employment growth in sectors that afford the greatest potential for pro-poor growth and employment promotion in comparable economies and also in South Caucasus, such as tourism and agricultural, cannot be sustained, because businesses lack well-trained skilled labour.

The core challenge consists thus in the difficult framework conditions for sustainable economic development in the sectors relevant for employment. The capacities available are not yet sufficient to generate the envisaged employment and growth momentum.

Therefore, the programme module objective is: The conditions for sustainable economic development have improved in selected sectors relevant for employment.

The programme will adopt the integrated approach of German development cooperation in employment promotion. It will address both the supply and demand side of the labour market to lay a better foundation for employment. Development assistance will focus primarily on involving the private sector in vocational training.

To do this, the programme will operate in three intervention fields:

Interventionfield 1 will aim to strengthen capacities for improving competitiveness in the sectors relevant for employment. In the case of Azerbaijan it was decided to be the tourism and agriculture sectors.

In intervention field 2, private and public actors will cooperate to improve the labour-market relevance of selected training courses for these sectors.

Intervention field 3 will seek to strengthen the regional and international exchange of experience in sustainable private sector development and dual-oriented vocational training.

Improving the promotion of economic development will contribute to raising demand for labour. At the same time, supporting vocational training and qualification will increase the supply of qualified labour, i.e. trainees that have successfully completed initial and continuing education and training will be better prepared to cope with the requirements and their tasks in enterprises. In the medium and long term, this will make a contribution to reducing structural unemployment and underemployment and to social and sustainable economic development.

The programme is scheduled for a term of 3 years (from April 2017 to March 2020).

  1. Context and current situation in the field of assignment

PSDTVET program in Azerbaijan is focusing on the fields of agriculture and tourism. These sectors are included in the priority areas of the developed Strategical Road Map for 11 sectors. The Strategic Road Map in both sectors indicates the need for qualified labour force and associated skills and knowledge.

Prior to 20th century Azerbaijan has a prospering wine sector which was slowed down after 1980’s due to government policies. However, after independence in early 21th century government started to priorities grape growing and wine making as one of the main areas of agriculture sector. “State Programondevelopmentof thevine-growingin the Republic of Azerbaijan in2012-2020” approved by the presidential decree is aimed at stimulating a progressive, institutional, and infrastructural progress within the sector. The Ministry of Agriculture and the Ministry of Economy are the main implementing state authorities. They intend to build capacities in terms of human resource and education as well as to improve the performance of „Made in Azerbaijan“ wine nationally plus internationally.

In the frame of PSD TVET program it is planned to support some updates on promotional website for wine sector of the Azerbaijan prepared by the Ministry of Agriculture. The website will encompass both grape growing and wine making sectors and will give the detailed overview to interested audience.

General objective

The consultant/company will work within the PSD TVET project in close cooperation with the project team and relevant partners, and are expected to develop a new website based on the existing one with some minor changes and updates to the already developed wine portal ( of the Ministry of Agriculture. This website should act as a tool to raise awareness of and to promote Azerbaijani wine industry.

  • Other specific wine and viticulture related personnel, associations and etc.

Scope of service

The services to be provided include:

The hired company/consultant will be required to update a web platform within the designated timeline in all three versions of the website (Azeri, English and Russian):

  • Provision of fast opening of the website (can be used preloading as an instrument);
  • Removing “About” part from the homepage of the website;
  • Slider, Header and Footer of the website being updated from design point of view to modern style (simplifying and minimizing from the design point of view);
  • Making “News” a separate main section;
  • Static content in the subsections being optimized into one page (font Latin extended) and the rest of the information collected in pdf files under “click for more”;
  • Search filters in catalogs being simplified;
  • Interactive map of Azerbaijan with economic zones indicating grape growing and wine making regions (in SVG or HTML formats);
  • Half-day coaching to Ministry’s one authorized staff member on website maintenance and content update;
  • Filling in the English version of the website with translated content;
  • All the texts and content will be taken from the existing website that exclusively provided only by the Ministry of Agriculture;
  • All the files and database of existing website will be provided by the Ministry of Agriculture;
  • The domain has to be the same with existing website.

3.3Conditions and payment terms

The assignment will take place in Baku in the timeframe June 2018.

After the delivery of website GIZ will not be responsible for further maintenance and backstopping, the contracted company should provide in technical offer the detailed information on services provided after website development and negotiate it with Ministry of Agriculture.

3.4Coordination and communication

All activities should be coordinated in close coordination with GIZ and the PSD TVET Team.

3.5Submission Requirements

  1. Five years’ progressive experience in website design and development
  2. Proven experience of similar work done for development related agencies and projects
  3. Ability to work in close coordination with project team members.
  4. Solid knowledge on website security and website hosting service
