ACCREDITATION CONDITIONS

1. General provisions.

Accreditation of journalists representing mass media(hereinafter referred to as “the mass media”) to the International Aerospace Show(hereinafter referred to as “MAKS”) shall be carried out in accordance with the Law of the Russian Federation “On mass media”.

The Provision on accreditation was developedto guarantee necessary conditions for the professional activity of mass media representatives aimed at preparation and distribution of the complete and reliable information about the work of MAKS.

2. Accreditation of mass media representatives

The right to accreditation can be granted toofficially registered Russian and foreign mass media.

Taking into account particular features of the infrastructure of the exhibition complex,as well asthe keeninterest of mass media to the event, the number of mass media representatives that may take part in the work of MAKS is limitedin order to ensure maximum comfortable work and prompt access of journaliststo all necessary resources.

Accreditation quotas:

- specialized editions–not more than 5 persons;

- social political and business editions - not more than 5 persons;

- TV companies – not more than 7 persons;

- Radio broadcasting companies - not more than 2 persons;

- Information agencies- not more than 3 persons;

- Internet editions - not more than 2 persons;

- information portals – not more than 2 persons.

The head of the Press centermay extend a quota by valid reason on the official request from mass media.

Accreditation of a journalist does not grant a right to enterthe territory of the exhibition complex in private or editorialvehicle.

The entrance ofmotor transport to the territory of the exhibition complex(airfield "Ramenskoye")is allowed only for television groups andmobile satellite communications sets (“PSSS”) by special passes. Special passes shall be issued under a separate application. Formobile satellite communications sets the special parking nearby the press center is provided.

3. Accreditationprocedure.

The accreditation for MAKS shall be carried out in two stages.

The first stage: filling up an application form for accreditation of your mass media. The application form shall be filled up and submitted before July 18.

The second stage: personal accreditation of employees of your mass media. The filled form, in accordance with your accreditation quotas, must be submitted before August 1.

The employees of large information agencies, TV and radio broadcasting companies that regularly and widely illustrate work of MAKS, will be accredited in single lists per editorial offices.

3.1. In case of any delay in the submission of application the Press center of the Air Show can not guarantee issue of the Media pass;

3.2. The application will be forwarded to the Press center for consideration automatically

ATTENTION: All sections of the accreditation form must be filled up.

3.3.Decision on accreditation will be made within 7 days on receipt of the application;

3.4. Head of the Press center has the right to refuse the application of a mass media in the following cases:

- provisionofincorrectinformation;

- nonobjective or tendentious publications distributed earlier.

3.5.Advertising agencies and editions do not receive accreditation. Publishers and Publishing Houses receive accreditation only for journalists of mass media that are included into their structure.

4. Accreditation card (hereinafter referred to as“Media pass”).

4.1. Media pass is a document that proves accreditation of a certain journalist to MAKS-2011. It is valid only upon showing passport.

4.2. Media pass can be given only personally, provided there is availability of the confirmed accreditation in database, upon showingthe press cardor a power of attorney, issued by the editors of the mass media,the letter containing the list of accredited employees, written on the official editorial letterhead with signatureof the head of the mass media duly sealed.

Any other accreditation cards and service certificates for work in the exhibition complex will be considered invalid.

4.3 Media pass doesn't give the right to attend press-conferences and other events that require individual invitations.

4.4. Media passdoesn't guarantee journalists their immediate presence in events during visits of the official establishment.

The procedurefor special accreditation of journalists in case of visits of the official establishment of Russia or foreign countries shall bedetermined according to the Law of the Russian Federation "On mass media", and according to requirements of services that are responsible for preparation and holding of the concrete event. Please contact the Press Service of the relevant organizations for accreditation to such events.

5. Main directions of informing the accredited journalists.

5.1. Journalists accredited to MAKS for prompt media coverage of the work of the Air Show shall be:

- preliminary informed about the date, time and place of press-conference by SMS notification;

- provided with available informational and advertising materials about the Exhibitors of MAKS and the work of the Air Show;

- invited to participate in briefings, press-conferences and meetings concerning activities of the Organization Committee, the Exhibitors of MAKS and the Directorate.

6. Rights of the accredited journalists.

Accredited journalists are entitled to:

- receive information about upcoming conferences, meetings, press-conferences and other events of MAKS-2011 beforehand;

- familiarize with informational and reference materials of MAKS-2011;

- attend open events (conferences) in board rooms or specially equipped halls (except for the cases provided for in pp. 4.3, 4.4 of this Provision);

- use technical equipment necessary for audio, video and photo recording;

- attend briefings, press-conferences and other events that are specially organized for mass media by MAKS Press center;

- use service of MAKS Press center, in particular, to use in their work computers with Internet access and office equipment).

7. Responsibilities ofthe accredited journalists:

- to verify accuracy of the information provided to them;

- to satisfy requests of persons who have provided information, as to references to the source and authorization of the quotedopinion if it is published for the first time;

- when receiving information from individuals and officials, to notify them that audio, video and photo recording is carried out;

- in carrying out their professional activity to represent on the first request the press cardor other document certifying the journalist’s person and authorities;

- not to use their professional abilities for the purpose of concealment of information or falsification of socially important data, spreading a rumor as credible news,gathering of information for the benefit of a third person or organization not being a mass media;

- to stop photo-/video recording by request of the security service;

- to follow the “Reference policy” when using official information and quoting statements of the participants of the Air Show, i.e.:any completed materials mist contain a reference toMAKS-2011and to the source of the obtained information or (in case of electronic mass media) a reference to the official website.Any amendment,supplement or alteration of the copied (quoted) information is prohibited.

REFERENCE POLICY.

When using any official information or quoting statements of the participants of MAKS-2011, the completed materials must contain a reference to the International Aerospace Show MAKS-2011 and to the source of the obtained information or(in case of electronic mass media) a reference to the website ofMAKS-2011 ( Any amendment,supplement or alteration of the copied (quoted) information is prohibited.

Printmass media/Radio–any article or interview created by results of theInternational Aerospace Show MAKS-2011must contain a reference to MAKS-2011 (text oremblem/logo).

Television–any program or interview made in the territory ofthe International Aerospace Show MAKS-2011must contain a reference to MAKS-2011 (text or emblem/logo).

Internet publications - any article or interview created by results of the International Aerospace Show MAKS-2011must contain a reference to MAKS-2011 (text or emblem/logo).

Photographs–any photographmust contain a reference to the International Aerospace Show MAKS-2011(text or emblem/logo).

The International Aerospace Show MAKS-2011would like to inform that it has the right to use texts of articles, photo- and video materials obtained or created by mass media representatives during preparation or carrying out of any Forum arrangements, with reference to the authors of such materials.

8. Termination of accreditation.

The reasons for termination of accreditation shall be following:

-dismissal of the journalist from the editorial office;

-termination of the activity of the mass media represented by the journalist;

-decision of mass media management about dismissal of the journalist from the coverage of MAKS and/or about replacement of one journalist to another (based on the official notification);

In case if the accredited journalist has no possibility to work at MAKS according to the circumstances (dismissal, disease, business trip, etc.), that the editorial office may accredit another employee that will receive a new Media pass having returned the previous Media pass.

9. Deprivation of accreditation.

9.1. A journalist may be deprived of accreditation in the following cases:

- journalist’s interference in the procedure of events;

- dissemination of false information.

9.2. A decision about deprivation of a journalist of accreditation shall be taken by the Head of MAKS Press center. The decision must be reasoned and executed in written form, and must include references to the applicable legislation concerning mass media. The Directorate shall send official notification to the editorial office of mass media, from which the journalist was accredited, not later than 2 days after the decision has been taken. As soon as the decision comes into force the Media pass shall be considered invalid and must be returned by the editorial office of the mass media to MAKS Press center.

9.3. For settlement of disputed situations connected with accreditation questions, the journalist or his/her editorial office may apply to the Head of MAKS Press center.

9.4. In case of unreasoned refusal of accreditation, deprivation of accreditation, or violation of rights of the accredited person, the journalist shall be entitled to apply to the Directorate for explanation;

9.5. The Directorate and MAKS Press center doesn't bear responsibility for deprivation of accreditation, equipment and other material values that have been confiscated by law-enforcement authorities for safety reasons. Journalist has the right to send a letter of complaint describing the actions of law-enforcement authorities to MAKS Press center and to the police department.
