Dr. Edward (Ed) S. Twardy is President of the Academic Consortium for Global Education, Inc., a position he has held since 1997. Conceived and founded as a Vermont non-profit corporation, the Academic Consortium for Global Education (ACGE, Inc.) utilizes highly specialized talent from universities and companies across the country to provide research, training, and program development to governmental agencies and overseas corporations. ACGE, Inc. has provided, under multi-year contracts, technical assistance to elements of the U.S. Department of Homeland Security including an involvement with the Spanish Language Curriculum at the U.S.Border Patrol Academy; is engaged in ongoing research for the U.S. Navy into the design and delivery of cost-effective technology to acquire proficiency in defense-related languages; and is designing and delivering instructional training utilizing emerging knowledge management technology.
Previously, Dr. Twardy was the managing director of Practelligence LLC (1998–2006); dean of the Division of Continuing Education for the University of Vermont (UVM) (1995–2002); affiliate faculty for the School of Public Affairs at Arizona State University (2003–2005); executive officer for University Marketing at UVM (1995–1998); director of the Office of Continuing Education at UVM (1990–1995); and associate professor for the Department of Public Administration at UVM (1992–2002). He has also held positions as an associate professor, associate dean, assistant professor, professional consultant, and research assistant/associate.
Dr. Twardy spent 20 years in the U.S. Navy on active duty as combat aircrew. He flew thousands of hours in long-range, anti-submarine patrol aircraft as quality assurance check flight crew chief and served as an NADC Command Career counselor. He transferred to Fleet Reserve in 1976, and retired from the Navy after 30 years in 1986. Some of Dr. Twardy’s professional associations include: American Society for Public Administration (National Council [2terms], Lifetime Member); International City/County Management Association (Academic Member); University Continuing Education Association (Association Fellow); American Council on the Teaching of Foreign Languages; Computer Assisted Language Instruction Consortium; and National Association of State Universities and Land-Grant Colleges (Institutional).
Dr. Twardy holds a Ph.D. in government from the University of Virginia, an M.A. in public administration from the University of Virginia, and a B.A., cum laude, from Trenton State College (The College of New Jersey). His current research is an ongoing study of university administration as is relates to non-traditional students, specifically working adults. Recent research publications/papers include:
