Meet Your Instructors:

Bob Borntrager, CCEP, CCEP-I, CHC, CHPC

Bob is Chief Compliance and Privacy Officer and Federal Title VI Coordinator for the County of San Diego. As Chief Compliance and Privacy Officer and Title VI Coordinator, Bob is responsible for ensuring the County complies with applicable laws, rules and regulations related to federal and State funding, patient and customer privacy, and non-discrimination requirements for federal funding. Bob currently holds the credentials Certified Compliance and Ethics Professional (CCEP), Certified Compliance and Ethics Professional- International (CCEP-I), Certified in Healthcare Compliance (CHC), and Certified in Healthcare Privacy Compliance (CHPC) from the Compliance Certification Board.

His professional affiliations include the Society for Corporate Compliance and Ethics (SCCE), the Health Care Compliance Association (HCCA), the American Health Information Management Association (AHIMA), the California Health Information Association (CHIA) and the Southern California Counties Compliance Officers Professional Exchange (SC3OPE).

In addition to his County responsibilities, Bob teaches a course on ethics and compliance in contracting at San Diego State University and is a frequent workshop presenter on the topics of ethics, compliance, and privacy as they apply to contracts and to the public sector.

Jennifer Baillie

Jennifer is the Chief Ethics Officer with the Office of Ethics and Compliance (OEC) for the County of San Diego. She has been with OEC for 6 years and was previously a HR Analyst in the Employee Development division of Human Resources with the County of San Diego. Jennifer assists with developing and implementing the County’s ethics program and conducts investigations into employee concerns and formal complaints filed with OEC, the County’s Civil Service Commission and other governmental agencies.

Jennifer has a Bachelor’s degree in Psychology from San Diego State University and a MA in Psychology from National University. She is a member of the Society of Corporate Compliance & Ethics (SCCE), Ethics and Compliance Initiative (ECI) and Associated Certified Fraud Examiners (ACFE).
