ABAE RULES MEETING

OF THE ABAE COUNCIL – SATURDAY 20 SEPTEMBER 2008

Item1. RULE CHANGES

It was unanimously agreed by those in attendance that all of the rules should be passed to the technical and Rules Commission to suggest ratification or otherwise at a meeting to be scheduled in the very near future as there were so many propositions and they would need to be embroiled within this process going forward.

However due to the commencement of Championships and some prudent issues which were identified as potential rule changes within the amendments attached to the papers. It was decided to consider these in isolation for a quick resolution.

London ABA

(a) That there should not be a price increase in registration fees for boxers, officials and clubs from the ABAE for the coming year. Following a debate a vote took place 9 votes against the proposal 3 abstentions. Proposal defeated.

North West Counties ABA

(d) Page 83 serial 25 delete 25-30 bouts and insert at least 25 bouts on one day. Rule to now read at all championships were there are at least 25 bouts on one day, two rings must be used. A vote took place and was unanimously carried that the Proposal was accepted unanimously.

(i) Page 90 NACYP Championships. Insert new rule at all stages of the NACYP Championships, the association hosting that stage, shall be responsible for all aspects of the championships. Under no circumstances shall any stage of the championships be hosted by a club.

Each Association shall make their own agreement and arrangements with their Regional CYP Representative with reference to covering the financial costs and organisation of these championships. A vote took place for implementation to the insertion of this new rule, 1 against. Rule carried.

Western Counties ABA

(6) That doctors or paramedics be allowed to supervise at ringside during bouts, following pre bout medical. Following a lengthy discussion a vote was taken, 1 for the Proposal and 10 against with 1 abstention. The Proposal was defeated.

Item 3. OVERVIEW OF ANNUAL OUTCOMES PRESENTATION

PK gave a complete overview of the recent outcomes 2007/2008 which identified a raft of positive initiatives as follows:

Item 4. INTERIM SUMMARY OF WHOLE SPORT 2009-2013 PRESENTATION

PK gave a review of the current submission which had received internal feedback from Sport England identifying the main areas for consideration and activity in the new Whole Sport Plan to be developed between 2008 – 2013.

The new submission had been developed in conjunction with the recent 9 Regional Roadshows which fundamentally centrally ensured dialogue across the broad landscape of the sport with athletes, coaches, volunteers and officials all having an input into the positive targets to be objectively approached throughout the life of the new plan.

The main thrust of the plan would be based around growing, sustaining and excelling within the sport during the period identified.

The plan is dependant upon central Government funding as well as ensuring there was a robust relationship with numerous partners across England from various agencies and organisations.

JH and EH raised the issue concerning the Bidding Process for Domestic Championships and International Events.

A lengthy debate took place concerning this new initiative which had been previously supported by the Board and the Council which after audit and request for applications for hosts for these prestigious events, of 18 various applications had been received and were currently in the ABAE’s possession. This new stream of funding was seen to be ratcheting up and improving the cash flow into the sport to grow the sport at grass roots participation levels by expanding into professional support through personnel and some of the new posts identified within the Whole Sport Plan going forward. Following discussion it was decided that the current status quo would prevail and a bid selection team consisting of P. King,

D. McElhinney and S. Mathewson would form the central selection group taking into account all benefits and staging responsibilities to be developed within a well structured contract of responsibility for any host who was formally selected to stage any of the events identified. An updated list of venues and hosts for domestic championships and international events would be outlined, developed and publicised.

S Mathewson referred to the current status of an OIC in Midland Counties ABA, it was resolved and supported that the position was as status quo, with no change.

Item 7

Statement agreed by Mr Edmonds and the ABAE, to be presented at the Council meeting on 20th September 2008 and to be published as part of the minutes of the meeting on the ABAE’s website.

In 2005, disciplinary proceedings were commenced against Mr Edmonds by the ABAE. In October 2006 a disciplinary finding was made against Mr Edmonds by the ABAE in respect of Mr Edmonds’ conduct as head coach of the England Under 19 amateur boxing team whilst on tour to Rochefort, France in June 2003. Mr Edmonds appealed against this finding.

By agreement, the appeal has been allowed against conviction and sentence. The disciplinary finding against Mr Edmonds has been set aside. Under the 1998 Discipline and Appeals Procedures Code of Practice the ABAE could offer no evidence.

The ABAE acknowledges that there were substantial procedural errors with regard to the disciplinary process. The ABAE regrets those errors and apologises for them.

The text of this statement to the Council has been agreed with Mr Edmonds. This statement will be published as part of the minutes of this Council meeting on the ABAE’s website within four weeks of 20th September 2008.

The meeting closed at 3.30pm with K. Walters thanking the Board and Council for all of its work within the past twelve months and also the CEO P. King for his dedication, effort and vision.
