A Resolution to Raise the Federal Minimum Wage

1.Whereas in 2014 the official poverty rate in the US was 14.8% and,

2.Whereas by working a full time job at the current national minimum wage of $7.25 an

3.hour, a worker will fall below the poverty line and,

4.Whereas if the Federal Minimum Wage had kept pace with inflation it would currently 5. be $10.10 an hour;

6.Therefore be it enacted by this student congress here assembled that the federal

7.minimum wage shall be raised to $9 an hour on June 1st 2016 then to $10 an hour

8.January 1st 2017.

A RESOLUTION TO GRANT CITIZENSHIP TO ALL UNDOCUMENTED

PERSONS LIVING IN THE UNITED STATES OF AMERICA

1.Whereas, over 11 million illegal undocumented persons live in the United States of

2.America today; and

3.Whereas, these undocumented persons entered U.S borders illegally while seeking to

4.evade terror and turmoil at home and

5.Whereas, these undocumented persons are hard-working, motivated individuals

6,searching for economic opportunity to build a better life in the United States and

7.Whereas, undocumented persons are not replacing American workers; but rather fill

8.low-skill, low-pay hard labor jobs which many American refuse to perform, and

9.Whereas, these undocumented workers are prone to being exploited and abused by U.S.

10.employers and legal coworkers and

11.Whereas, these undocumented workers often pay taxes that benefit U.S. Citizens and the

12.U.S. economy; without receiving any benefits from the U.S. Federal Government; and

13.Whereas, these undocumented immigrants live in a shadowy black-market underworld

14.because they fear applying for U.S. citizenship due to the threat of deportation and arrest;

15.Therefore, be it resolved by the Student Congress here assembled that, the United States

16.ofAmerica grant Permanent Legal Status to all illegal undocumented persons currently

17.living in the United States as of December 2015 and place them on a pathway to U.S.

18.Citizenship.

A Bill to Ensure Sustainable Fishing

Section 1:

a.All fisheries with operating headquarters in the United States shall be required to adhere to the principle of maximum sustainable yield.

b.All foreign based fisheries shall likewise be required to adhere to the principle of maximum sustainable yield while operating in waters belonging to the United States.

Section 2:

In order to ensure sustainability, quotas shall be set for each species of fish. These quotas shall be set at exactly one-half of the carrying capacity for each species

Section 3:

In cases where species stocks have dwindled to unsustainable levels, fishing for those species shall be prohibited. These bans shall be determined by the U.S Fish and Wildlife Service.

Section 4:

All fisheries shall be subject to biannual review and inspection in order to ensure compliance with this statute. Non-compliance shall result fishing license revocation and fines levied. Penalties shall be subject to appeal in federal court.

Section 5:

All enforcement power for this legislation shall rest with the U.S Fish and Wildlife Service.

Section 6:

This legislation shall go into effect on January 1, 2017.

Section 7:

All laws in conflict with the legislation are hereby declared null and void.

A Bill to Increase Fuel Efficiency Standards in the U.S.

1.Whereas, the U.S. continues to be a top greenhouse gas emitter in the world; and

2.Whereas, at the recent Paris Climate Conference the U.S. pledged by 2025 to reduce

3. greenhouse gas emissions by 26-28% from its 2005 levels; and

4.Whereas, the reduction in emissions is essential to slowing the progression of climate

5.change to a reasonable level; and

6.Whereas, thetransportation sector is responsible for over a quarter of all U.S.

7.greenhouse gas emissions; and

8.Whereas, increasing the fuel efficiency of vehicles is an effective way of reducing

9.emissions; and

10.Whereas, 60% of CO2 gases emitted in the transportation sector is emitted by light-duty

11.vehicles; and

12.Whereas, U.S. fuel efficiency standards lag behind countries that emit less pollutants;

13.Therefore, be it resolved by the Student Congress here assembled that, the United States

14.of America mandate that all vehicles with a GVWR of less than 10,000 lbs. must achieve

15.a fuel efficiency of 61 mpg by the year 2025.

A Bill to Resettle More Syrian Refugees

1.Whereas Turkey is now hosts, 1.9 million Syrians. Germany is planning to take 800,000

2.by the end of this year, and Sweden has admitted nearly 65,000; and

3.Whereas the United States currently plans on resettling only 10,000 refugees in light of

4.the refugee crisis; and

5.Whereasthe State Department, the Department of Homeland Security and the

6.Department of Health and Human Services screen refugees before they are admitted; and

7.Whereas the Department of Health and Human services conduct in-depth interviews to

8.ensure the individual meets the criteria as a refugee and does not pose a security risk to

9.the U.S.; and

10.Whereas refugees are subject to the strictest form of security screening of any class of

11.traveler to the U.S. before they are allowed to enter, with extensive background, security

12.and health checks; and

13.Whereas the average process takes 18 to 24 months, while Syrian refugees have longer

14.processes; and

15.Whereas the Syrian people are facing gross human rights violations at home;

16.Therefore, be it resolved by the Student Congress here assembled that, the United States

17.Federal Government resettle 50,000 Syrian refugees a year for the next three years.
