A RESOLUTION adjourning the House of Representatives in loving memory and honor of Ray B. Franklin.

With deepest respect and admiration, we pay homage and tribute to Ray B. Franklin, and we pause in silent reverence for his soul.

WHEREAS, Ray B. Franklin was born on October 6, 1946, a native of Louisville, Jefferson County, Kentucky, and he traversed these earthly bounds on December 12, 2002; and

WHEREAS, Ray B. Franklin was the loving son of Florence Grace Radford Franklin and the late Edward Franklin; he was the devoted husband of Edith Cottner Franklin; he was the adored father of twin daughters, Andrea Franklin Renfrow of Shepherdsville and Angela Franklin Binkley of Beaufort, South Carolina; and he also leaves behind a loving brother, Charlie Franklin of Louisville; and

WHEREAS, Ray B. Franklin was an active and involved citizen who had a long and successful career in law enforcement that included 24 years as a detective with the City of Louisville Police Department; he was a long-time member of the Fraternal Order of Police, first serving as the president of Louisville Lodge #6 from 1987 to 1995; he served as secretary of the state Fraternal Order of Police from 1993 to 1999; and during that same period, he was elected to the Grand Lodge Fraternal Order of Police Executive Board in 1995 as sergeant-at-arms, serving in this position until he was elected second vice-president in 2001; and

WHEREAS, Ray B. Franklin held the title of director of special investigations for the Kentucky Attorney General's Office from January 1996 through August 1996; he was director of security for the Kentucky State Fair Board from August 1996 through May 1998; he was named director of Kentucky's Department of Charitable Gaming in 1998, after which time Governor Paul Patton appointed him to the commissioner's position in 1999; and

WHEREAS, the passing of Ray B. Franklin has left a void that cannot be filled, and he is mourned across the length and breadth of the Commonwealth;

NOW, THEREFORE,

Be it resolved by the House of Representatives of the General Assembly of the Commonwealth of Kentucky:

Section 1. The House of Representatives does hereby express its profound sense of sorrow upon the passing of Ray B. Franklin, and extends to his family and many friends its most heartfelt sympathy.

Section 2. When the House of Representatives adjourns this day, it does so in loving memory and honor of Ray B. Franklin.

Section 3. The Clerk of the House of Representatives is hereby directed to transmit a copy of this Resolution to Mrs. Edith Cottner Franklin, 7503 Abbot Glen Drive, Crestwood, Kentucky 40014.
