A RESOLUTION adjourning in loving memory and honor of former Representative Lloyd Edward Clapp.

With our deepest gratitude and respect, we take a moment to pay homage to the Gentleman from Graves County.

WHEREAS, Lloyd E. Clapp was born on March 22, 1927, in Graves County, Kentucky, and he resided in Wingo, Kentucky; and

WHEREAS, Mr. Clapp served his country admirably in the United States Army and was a proud veteran; and

WHEREAS, Mr. Clapp was the state manager of an insurance company and a farmer who later owned a hardware and furniture business from which he retired; and

WHEREAS, Mr. Clapp was actively involved in the betterment of his community through his membership in the Lions Club and as a Free & Accepted Mason; and

WHEREAS, Mr. Clapp began his career in public service in Graves County where he was active in politics in the Graves County Democratic Party and served as the chair of the Graves County Democratic Committee; and

WHEREAS, Mr. Clapp, a Democrat from Wingo, Kentucky, was first elected to this Honorable Body in 1965 and served the people of the Second District for 20 years, including two terms as the Speaker Pro Tempore of the Kentucky House of Representatives in 1976 and 1978. In his 20 years of service in the Kentucky General Assembly, he played a key role in major improvements in the Commonwealth; and

WHEREAS, after his service in the legislature, Mr. Clapp served as the legislative liaison for Governor Brereton Jones; and

WHEREAS, Mr. Clapp was appointed to the Kentucky Legislative Ethics Commission to fill the unexpired term of Senator Georgia Powers in March 1995. On the Kentucky Legislative Ethics Commission, he was a fair and faithful member who served for ten years until he resigned in June 2005. He monitored personnel activities and assisted when Judge Anthony Wilhoit became the Executive Director; and

WHEREAS, Lloyd E. Clapp departed this life on February 21, 2013, at the age of 85, and his passing is mourned the width and breadth of the Commonwealth of Kentucky;

NOW, THEREFORE,

Be it resolved by the House of Representatives of the General Assembly of the Commonwealth of Kentucky:

âSection 1. The members of the House of Representatives, both individually and collectively express their most profound and sincere condolences upon the passing of former Speaker Pro Tempore Lloyd E. Clapp, who served the citizens of Graves County and the Commonwealth.

âSection 2. When the House of Representatives adjourns this day, it does so in honor and loving memory of the excellent service of Representative Lloyd E. Clapp.

âSection 3. The Clerk of the House of Representatives is directed to transmit a copy of this Resolution to Representative Kenny Imes for delivery to the family of Lloyd E. Clapp.
