A regular meeting of the Town Board was held on October19, 2017 at 7:00 p.m. in the Town Hall Auditorium.

Item1 – Roll call and Pledge of Allegiance. Those present and answering roll call: Trustees;Daniels, Isbell,Moos, Rohn, Winter, and Mayor Ross. Attorney Rocklin also present. Absent: TrusteeHeid, Gary Carsten and Jeff Schreier.

Item 2– Review of the Minutes of the September21stmeeting. TrusteeIsbell moved to approve theSeptember21st minutes as written, seconded by Trustee Daniels. Motion carried 5-0.

Item 3 –Amended Sublease for A.J. Eaton House. Attorney Rocklin reported the Eaton Historical Society is attempting to apply for grant funds and have been told they would be more successful achieving funds if they had a longer term lease. Concluding questions and discussion Trustee Winter moved to approve the First Amendment to sublease for the A.J. Eaton House, seconded by Trustee Rohn. Motion carried 5-0.

Item 4–Liquor license renewal: Sugar House Restaurant. The board received a request for renewal of the beer and wine liquor license at the Sugar House Restaurant. Chief Mueller had no negative reports or objections to the renewal. Clerk Bagley and Attorney Rocklin reported all paperwork appeared to be in order. Concluding questions and discussion Trustee Moosmoved to approve the renewal, seconded by Trustee Isbell. Motion carried 5-0.

Mayor Ross announced the town has been approached by Weld County to submit a letter of support for Centennial Highway Betterments (US 85-Colorado) – INFRA Grant Application, which is time sensitive. Concluding questions and discussion, Trustee Moos moved to approve submitting the letter of support, seconded by Trustee Daniels. Motion carried 5-0.

Mayor Ross announced the town has also received a request from the Great Western Trail Authority for a one-time contribution of $50,000 from each of the three towns to meet the requirement of a CDOT-TAP grant to complete 7 miles of the Great Western Trail from Severance to Eaton. This request is also time sensitive. The board wishes to get more information from the Great Western Trail Board and check with Gary regarding the upcoming budget. Concluding discussion Trustee Moos moved to table a decision and schedule a special meeting to address the request, seconded by Trustee Winter. Motion carried 5-0.

Item 5 – Citizen comments/questions. Mr. & Mrs. Ball, residing at 425 Maple Avenue, appeared before the board regarding discussion of a variance. Attorney Rocklin reported she had been contacted by an attorney representing the Balls regarding their notice of abatement due to a municipal code violation. Attorney Rocklin advised the board to wait until the application for variance has been received and receive comments at the public hearing.

Item 6 –Reports.

Chief Mueller provided updates on the police department.

Trustee Winter provided an update on the Library District meeting.

Brenda Cairns, library director, provided an update on the HPLD and Eaton’s library.

Mayor Ross provided an update for the MPOand County Road 74 Coalition Meeting,

Item 7 – Due to the absence of Gary and Jeff the work session on the Comprehensive Plan for Sections 5 and 6 will be done at the November meeting. As there was no further business the meeting was adjourned at 7:50 p.m.
