A Regular Meeting and public hearing of the Board of Trustees of the Village of Seneca Falls, New York held on the above date beginning at 7:00 P.M.
PRESENT: Mayor Smith, Trustees Ikewood, Campese, Petroccia, and Masino; Art Seld, Village Attorney.
ABSENT: None.
Mayor Smith opened the meeting with the Pledge of Allegiance. / OPEN MEETING
Administrator Sowards read a letter of thanks from Theresa Farnsworth, family member of Donald Taber, thanking the Village for allowing the family to purchase a bench in Don’s memory and place in Veterans Park. / COMMUNICATION

Mayor Smith spoke on the bulky rubbish pickup program started in September of 2005 and advised the public that this would continue in the 2006-2007 fiscal year, essentially through the same process however the residents would not need to provide paper vouchers. Administrator Sowards read a letter of resignation from John Vaughn, Village Code Enforcement Officer effective June 1, 2006. Mayor Smith stated she regretfully accepted Mr. Vaughn’s resignation. / RESIGNATION

The Board was presented with minutes from the May 8, 2006 Regular Meeting, Water & Sewer Commission Meeting of April 24, 2006; HPC Meeting of May 23, 2006, HAC meeting of May 2, 2006 and the ZBA Meeting of May 3, 2006. / MINUTES

Reports were received from the Police Department, Planning Department, Zoning, Code Enforcement, Street Department, Fire Department and Heritage Area.
Jeff Warrick, Water & Sewer Superintendent, gave a brief update on the hydrant flushing which would be going on during the month of June.
Christina Selvek gave a marketing update from the Heritage Area/Visitor’s Center. / REPORTS
WHEREAS, the Village of Seneca Falls Board of Trustees is authorized under Village Law to audit and pay claims asserted against it; and
WHEREAS, the Board of Trustees has been presented with an abstract of unaudited vouchers #6493 through #6610 in the amount of $440,494.09; and,
WHEREAS, the Board of Trustees desires to audit and pay the above-referenced claims:
NOW THEREFORE, be it resolved that the Village of Seneca Falls pay the above-referenced claims against it by disbursing funds from the applicable Village accounts as follows:
General Fund: $153,415.61
Water Fund: $241,511.05
Sewer Fund: $ 37,719.11
Trust & Agency: $ 6857.24
Sewer Rehab Project $ 954.64
Rumsey/Walnut Project $ 36.44

Students from Mynderse Academy wish to hold a March for Sudan to promote awareness on the topic on Saturday June 17th, 2006. The march will go from Academy Square to the pavilion in People’s Park from 2:00 pm until 3 pm.

The Convention Days Committee submitted their request to hold the annual Convention Days Celebration in Academy Square on July 19 – July 23, 2006. The Committee is holding events at various times throughout this five-day period and a list of event times and locations is included with application. There will be no alcohol served during the event.

2006 – PUBLIC HEARING
Administrator Sowards read the proposed Local Law #5:
Amendment to Section 239-57 of the Village Ordinances
Notification of completion of work; inspection.
At such time as work requiring inspection by the provisions of Chapter 239 (Sewer) has been completed and is ready for such inspection, the property owner, builder or developer shall notify the Clerk and request such inspection, which shall be done as promptly as possible. However, if the property owner or agent does not show up for the inspection, the next inspection will cost $50.00 and each subsequent inspection, if necessary, shall be at a cost of $50 to be charged to the property owner. The first inspection shall be free if the requesting party is present.
Administrator Sowards read Local Law #6 of 2006:
Amendment to Section 195-69 of the Village Ordinances:
Existing inflow sources disconnected prior to a property sold.
Upon notice from the owner or authorized agent, the Superintendent shall inspect any property prior to its sale for the purpose of determining if storm sewers or natural drainage is available, and, if so, if all connections which contribute inflow have been disconnected.
There shall be no charge to the property owner if said property owner or their agent, meets with the Water and Sewer Department at the specified time and date for the Infiltration/Inflow Inspection.
However upon making arrangements for said infiltration/inflow inspection, for the purpose of selling the property, and the property owner or their agent is unable to meet with the Water Department at the specified time and date and without a reasonable cancellation time, a charge of $50.00 shall be assessed against the property owner for not keeping the appointment for performing the inspection. If there is a failure for the property owner or their agent to appear for each subsequent inspection without a reasonable cancellation time, then for each inspection thereafter, there will be a charge of $50.00.

WHEREAS, the Village of Seneca Falls has put a bid proposal out for the annual tree trimming and removal requirements on an as-needed basis for the 2006/2007 fiscal year and have received a bid from Quality Tree Service, PO Box 393, Seneca Falls, NY 13148; now, therefore, be it

WHEREAS, the Board of Trustees have authorized the Mayor to enter into an agreement with the Village of Waterloo to provide a framework in the event of a major disruption of water service in either of the systems at an estimated cost of $6000 incurred by each municipality, and
WHEREAS, the Village of Seneca Falls issued a bid package with the following three responsive bid results:

Blair Supply $17,073.89
NOW, THEREFORE, BE IT RESOLVED, on motion by Trustee Ikewood, seconded by Trustee Petroccia, that the Board of Trustees authorize the award of this bid to Martisco Corporation of Syracuse, NY at the bid price of $15,970.30 to be split between the Village of Waterloo and the Village of Seneca Falls equally ($7985.15) and further approve the additional expenditure of $1,985.15. / PREFILED #5

Tom David of Cayuga Street was present and discussed the prospect of the Historic District tax exemption with the Board. It was stated that Mr. Caraccilo would hold an informational meeting on this topic and it might be beneficial to invite the Town/Village Assessor to attend. Mr. David also spoke on a banner permit for the Town of Seneca Falls for the 4th of July Celebration. / PUBLIC COMMENT
