You are hereby summoned to attend a meeting of the SEAL PARISH COUNCIL which will be held on THURSDAY 13th April 2017 in Seal Pavilion on Seal Recreation Ground beginning at 7.30pm to transact the business shown on the agenda below.

There will 10 minutes parishioners question time.

  1. Seal Primary School – Proposed new planning application

A meeting was recently held regarding KCC’s proposed new application for the school expansion, minutes of that meeting will be circulated to Councillors if they are received in time. Mr Martin will give a update on issues highlighted on KCC’s proposals including the traffic/parking issues. KCC’s ideas include againusing the recreation ground car park. KCC have asked the Council to consider their ideas and report back.

  1. St Lawrence Recreation Ground

Following the briefing note received from the clubs and our reply to them. A meeting has been held with Allan Churchman and John Herbert (notes circulated). The trust deed and refurbishment of the pavilion were discussed. The clubs agreed that the Parish Council should proceed with updating the Trust Deed so that they were Sole Trustees of the land. In order to do this Mr Harvey will update the Council and a decision needs to be taken if the Council wish to take this forward. The clubs outlined a large number of improvements they had in mind for the pavilion and they were asked to put them all in writing to us, including estimates for the work, their contribution, possible grants, fund raising and copies of their accounts.

  1. Red Phone Boxes

The cost of painting the outsides of the boxes, replacing the glass and cleaning the insidesof the three boxes is £690. Mr Harvey proposes “That the painting of the phone boxes for £690 iscarried out without further delay”

A number of ideas have been put forward for each phone box and discussions need to take place with those interested. The Clerk is looking into grants available for Defibrillators as it could be possible to install them in Godden Green and Stone Street which are the only areas in the parish still not to have one.

  1. Annual Assembly Thursday 4th May at 7.30pm – Seal Pavilion

Invitations have been sent to organisations/clubs. This is an opportunity for the Council to say “Thank you” to all the volunteers that make Seal a special place. Parishioners can come along and ask questions and put forward ideas. We are building on last year and it will again bea less formal event with more time for a chat over nibbles and a glass of wine.

We will also be presenting the Community Award so please come along and remind your friends and neighbours.

  1. Matters Outstanding (not requiring discussion unless new information received)
  1. Co-option of Councillor – Seal Ward

Notices have now gone up advertising the vacancy left by Avril Ferguson. We have already had

some interest. Our aim will be to co-opt in May/June.

  1. Car Park Seal Recreation Ground

We will be meeting with contractors to look at ideas on surfacing and design and the best way to expand the car park into the old play area. The Council can then decide how they wish to proceed and how the project would be funded. This additional car parking will require planning permission.

  1. Affordable Housing Survey

The full results of the survey had been circulated and showed that there was a need for 17 dwellings in the Parish. Based on these details, SDC Housing has supported the Foxbury Farm application that includes 7 affordable houses, any development would be kept in perpetuity for the Parish. A decision is expected by the Planning Department on the Foxbury Farm application in April.

These are all now in place.

  1. Seal Recreation Play Areas

The route from the bottom of the slide back to the steps had become extremely muddy we will beseeking ideas from Contractors on a suitable path.

  1. Seal Centre Highway Improvements - 20mph and No Right Turn

The NRT is still causing problems in Zion Street due to the lack of a sign at the north end of the road. We are in discussion with Kent Highways and the police have commented on the problem.

  1. Trees – Seal Recreation Ground

Item deferred until the Clerk has been able to meet with the contractor.

  1. Volunteer Support Warden Scheme

We wait to hear about the success of applicants for the vacancy, the deadline for applications has been

extended into April.

  1. Underriver Village Hall – Car Parking

The Underriver VA are seeking funding towards putting down grass reinforcement mesh to allow all year round car parking for hall users up to 10 cars,

uu on the corner of the recreation ground. The total cost of the work by the preferred contractor is £3,800.

-St Lawrence VDS update

It seems that SDC have no record of receiving the final version of the VDS hand delivered by Mr Granville. A copy of the final version has now been sent to them and they will inform us when they are in a position to give a timetable for its adoption.

-Bus - Arriva 452 Sevenoaks Railway Station to Kemsing

The bus timetable has been changed from the 2nd April. Bus users were concerned that there would be no buses for school children to get home from the railway station. This has been investigated and the new timetable on the Arriva site was incorrect. The last bus from Sevenoaks railway station to Kemsing Mon- Friday will leave at 18.41.

-Benefits of KALC Membership

Details have been circulated to Councillors for information.

The subscription is due this month.

-All the winter flower tubs and barrier baskets are now in place, please remember if one is near you to water it.

-There has been an increase in fly tipping in the area and residents are urged to report these themselves to SDC. 01732 227000
