A Call for Projects - UNIVERSITY TO THE CITY
(further referred to as “the Call“)
- The Mission
The aim of the Call is to foster communication between Palacký University Olomouc and the Statutory City of Olomouc by means of project proposals from students and employees of the former, seeking to support projects that will be beneficial to the quality of life in the university city of Olomouc.
- Details of the Call
The Call focuses on low-budget projects addressing issues related to the city’s ecology, urban cultivation, health and lifestyle, vitalizing the city’s social and culture life as well as its economic growth, building bridges between academia and the general public. Project proposals submitted within the time limit specified in Section 6, which will meet the conditions of the Call, shall be evaluated by the Decision Committee as specified below. Palacký University shall select at least one of the proposals and support it financially as well as organization-wise, providing personnel assistance through UP’s organisation, administration and promotion departments as well as publicity assistance through UP’s information and communication channels (relevant PR and publicity in traditional as well as new media, etc.).
2.1 Structure of the Project Proposal (further referred to as “Project”)
The project proposal must include the following:
1. Project title, name of author(s), telephone number and address, department (applies to UP employees only), study programme and home faculty (applies to UP students only)
2. Issue addressed (max. 200 signs)
3. Project goals (max. 700 signs)
4. Target groups (max. 200 signs)
5. Preliminary budget and schedule
6. Sustainability analysis of the project (max. 400 signs)
7. Benefits arising from the project for the Statutory City of Olomouc and Palacký University (max. 600 signs)
8. Visual materials (optional)
9. The project proposal and all the related materials have to be submitted in English.
2.2 Duration of the Call
The Call is open from 1 to 30 June 2017. Only students and employees of Palacký University are eligible.

4. Terms and Conditions
The Call is open exclusively to students and employees of Palacký University Olomouc. Each applicant must send a signed copy of the application form to the following address: Rektorát Univerzity Palackého vOlomouci, Křížkovského 8, 771 47 Olomouc. The envelope must be labelled with the title of the Call - University to the City. In order to be included in the selection process, the project proposal must conform to the current Terms and Conditions. The Call is limited to one project proposal per applicant. All costs incurred from involvement in the Call are borne by the Applicant. The author of a project applies in the Call by submitting a signed copy of the application to the address of the Palacký University Rector's Office in Olomouc, 8 Křížkovského Street, 771 47 Olomouc. By submitting the project proposal on a device, the applicant transfers the ownership right of the device to the Organizer. By signing the delivery protocol, in which the applicant is notified of the aforementioned, they grant the Organizer consent to the processing of personal data to the extent of and for the purposes stated therein, and at the same time grants the Organizer a free-of-charge exclusive license to use the project proposal by all means of use and dissemination, as specified in § 12 Par. 4 of Act No. 121/2000 Coll., of the Copyright Act, as amended, and this in an unlimited territorial and quantitative extent and for a period of time equalling the project proposal ownership rights period. The applicant further authorizes the Organizer to change or process the project proposal in a way that does not reduce its value, all in accordance with the Copyright Act and Act. No. 89/2012 Coll., the Civil Code, as amended. The license is granted in relation to the activities of the Organizer necessary for the evaluation process of the Call and in relation to all other uses with a deposit condition consisting in the fact that the project proposal will be financially rewarded.
The organizers reserve the right to cancel the Call due to the non-selection and non-evaluation of any project proposal as appropriate. The Organizers reserve the right not to choose any of the project proposals as appropriate for selection and reward due to the project proposals not meeting the general minimum standards of evaluation criteria as specified in section n. 7 of the present Call announcement. The Organizer reserves the right to change these Terms and Conditions.
5. Exclusion from the Call
The Organizer reserves the right to exclude any applicant who does not comply with these Terms and Conditions or any applicant concerning whom there exists reasonable doubt about copyright infringement under Czech law, this also once the Call is closed. The decision committee excludes works containing material for which the applicant does not have copyright or a free distribution license.
Provided the applicant has already been awarded for the project proposal selected by the committee, he or she is obliged to return the remuneration paid to them by Palacký University in relation to their involvement in the Call, this without further delay upon being informed of their exclusion from the Call.
- Submission Deadline and Conditions
A signed copy of the application form must be sent to the following address: Rektorát Univerzity Palackého vOlomouci, Křížkovského 8, 771 47 Olomouc. The submission deadline is 30 June 2017, at noon.
- Evaluation Process
The project proposals will be evaluated by a five-member committee appointed by the Organizer, this on the basis of the evaluation criteria (originality, creativity, contribution and compliance with the requirements of the conditions of the Call). The 2017 committee is appointed as follows: Mgr. Petr Bilík, Ph.D. (Vice-Rector of UP), PhDr. Pavel Urbášek (Vice-Mayor of the Statutory City of Olomouc), Rinat Guy (Chief of the Open Development Department, Tel Aviv), Robert Runták (entrepreneur), Radek Holík (entrepreneur).
The evaluation process will take place by August 2017 and the final decision of the Committee as to which projects have been selected shall be announced by 31 August 2017. Based on the aforementioned decision of the Committee, the Organizer will announce the name of the applicant whose project proposal will be financially rewarded, this on the website of Palacký University. Furthermore, all applicants shall be informed about the results of the Call.
The Committee may decide not to select any project for the award, this due to reasons specified in section 5 of these Terms and Conditions.
- Financial Rewards
Overall, the Committee can divide CZK 60,000 among the submitted project proposals. Each selected project shall be awarded with CZK 5,000 - 10,000, this in the form of a remuneration for the respective project applicant, as well as a contribution to cover a proportional part of the project-related personal costs or project-related personal costs overall, this in a maximum amount of CZK 50,000. The aforementioned award and contribution shall be paid by Palacký University from a subsidy granted to the university by the Statutory City of Olomouc under contract on subsidies granted from the budget of the Statutory City of Olomouc, signed on 26 May 2017.

10. Privacy Policy
By applying in the Call, each applicant voluntarily provides the Organizer with their personal data, specifically their name, surname, date of birth, residence, e-mail and telephone number, by which they grant consent according to Act No. 101/2000 Coll., On the Protection of Personal Data, as amended, for the sake of personal data processing necessary for the evaluation of the Call and awareness raising communication of the Organizer’s activities. By providing their e-mail address, the applicant agrees to receive commercial e-mails on the part of the Organizer. The applicant’s consent to using their email address and processing their personal data is granted for an indefinite period of time.
