A BILL TO PROHIBIT THE USE OF HAZARDOUS CHEMICALS IN THE TREATMENT OF OIL SPILLS.

Section 1 The use of Corexit and related emulsifying chemicals shall be outlawed for use in the treatment of oil spills.

Section 2 An environmental impact study will be conducted to measure the hazards posed by these chemicals.

Section 3 The Food and Drug administration and the Department of Health and Safety will conduct the tests to determine the impact of the chemicals on citizens exposed to these chemicals.

Section 4 The Environmental Protection Agency will oversee this bill.

Section 5 This legislation will be enacted immediately upon passage.

Section 6 All laws in conflict with this legislation are hereby declared null and void.

A Bill to Outlaw the Use of Hydraulic Fracturing

Be it enacted by the Student Congress here assembled that:

SECTION 1. The use of hydraulic fracturing is hereby outlawed in the United States.

SECTION 2. Hydraulic fracturing uses highly controversial methods to extract natural gasses from the ground.

SECTION 3. Hydraulic fracturing increases the risk of asthma, cancer, reproductive problems, high blood pressure, nerve disorders, lung damage and loss of vision.

SECTION 4. Hydraulic fracturing can be a contributing factor in earthquake occurrences and pollutes both the air and water of surrounding regions.

SECTION 5. Failure to cease the use of hydraulic fracturing to extract gasses by the provided deadline will result in immediate imprisonment for a minimum of ten years for all those who manage the project.

SECTION 6. This law will go into effect January 1, 2015.

SECTION 7. All laws in conflict with this legislation are hereby declared null and void.

A BILL TO PROTECT THE RIGHTS OF THE UNBORN

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

section 1.Abortion will hereby be banned by the Federal Government at any point after the 8th week.

section 2.After the 8th week, the child shall be recognized as a distinct human being and receive all accompanying rights of personhood, including the right to life.

section 3.The 8th week shall be determined either from the mother’s missed menstrual cycle, or if the (presumed) fetus displays any of the following characteristics:

a)Movement

b)Exploration of the womb

c)Reaction to stimulus

section 4.This ban shall be made earlier if future research indicates a fetus’ sense of touch (and thus pain) has developed prior to 8 weeks.

section 5.Any Abortion performed after 8 weeks will be prosecuted as the murder of a child in accordance with already existing U.S. Law.

section 6.The Federal Government, through the Department of Health and Human Services, will increase funding for parental counseling and child services (foster care, adoption, child care facilities, etc).

section 7.Any funds needed to enact this law will be reciprocated by a corresponding cut in spending to be determined in the next budget.

section 8.This law shall take effect immediately following passage.

section 9.All laws in conflict with this legislation are hereby declared null and void.

A BILL TO INCREASE THE CDC’S GLOBAL RESEARCH AND PREVENTION FUND

SECTION 1 The Center for Disease Control’s annual budget allocation will increase by a sum of 125 billion USD.

SECTION 2 The stipend is to be used for:

  1. Research of contagious diseases outside the United States
  2. Distribution of medications and vaccinations
  3. Quarantine equipment
  4. Screening and preventative medications

SECTION 3 The Department of Treasury will oversee this bill.

SECTION 4 This bill will take effect during the next fiscal year.

A Bill to Include Women in the Draft

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1. Females 18 older, that are mentally sane, physically healthy and able, not with child or have children, and are not over the age of 25 of shall have the opportunity to be drafted to serve in any of the three branches of the United States Armed Forces.

SECTION 2. In order to be mentally or physically disqualified from the draft you must be diagnosed with a disease or pregnancy by a medical doctor sanctioned by state medical board. The only exemption other than medical situations shall be offered to those females who are in attendance at college or university, however if they withdraw from the college or university prior to receiving at least a bachelor’s degree, they shall then again be eligible to be drafted.

SECTION 3. The first birth year of females to be eligible for the draft shall be the year 2000.

SECTION 4. This bill shall be enforced by the Selective Service System, whom will ensure a fair balance [50/50] of men and women drafted to serve.

SECTION 5. This law shall take effect on January 1, 2015.

A Resolution to Increase Drone Usage in the US Military

WHEREAS, Unmanned aerial vehicles, also known as drones, have

become the most commonly military weapons; and

WHEREAS, the use of drones couldn’t significantly reduce the

number of US military troops on the ground; and

WHEREAS, Drones have the ability to do both surveillance and

combat duties,

RESOLVED, The United States Department of Defense shall fund 1

billion dollars worth of military grade drones for us in the US

military.

A Bill to Better Waste Coal Management

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

Section 1.The United States will require a designated waste coal management site in any state where coal is mined.

Section 2.These sites will both dispose of and refine otherwise unusable coal so that it will be most efficient. These sites will get rid of the coal in a more environmentally friendly manner than the traditional way, and will refine the trace elements/substances that reside in coal.

Section 3.The Environmental Protection Agency (EPA) alongside the Energy Information Agency (EIA) will enact this; the EPA will give standards of what sites will process and to what level of efficiency, the EIA will ensure the project’s completion.

SECTION 4.This legislation will go into effect at the beginning of the 2016 Fiscal Year.

Section 5.All other laws and/or passages of Congress that conflict with this bill will be considered null and void.

A Bill to Establish Same Income Tax Percentage of 25% for all Americans with an Annual Income of $50,000 or Higher

SECTION 1. The income tax percentage of all working class Americans should be 25% for all citizens who earn a minimum of $50,000 per year.

SECTION 2.Income tax: Tax levied by a government directly on income, especially an annual tax on personal income. Working class: The social group consisting of people who are employed for wages, especially in manual or industrial. Annual: occurring once every year. Income: money received, especially on a regular basis, for work or through investments.

SECTION 3.The Office of Tax Collection and the Congressional Budget Office will be overseeing the enforcement of this bill.

SECTION 4.This bill will be enacted the next tax collection period after the bill’s enactment.

are discontinued.

SECTION 2.International Law: The body of law that governs the legal

legislation by ensuring that government funding of Israel is

discontinued until the above changes are made.

A Resolution to Prevent the Expansion of the NCAADivision I Men’s Basketball Tournament

WHEREAS,The current structure of the NCAA Tournament could be unnecessarily

expanded inthe coming years; and

WHEREAS,The NCAA Tournament has built its prestige on having only the nation’s

best collegiate basketball teams; and

WHEREAS, The addition of more teams into the field would put a burden on the

championship contenders to possibly have to win additional gamesin an

already difficult format; and

WHEREAS, Such a decision would be more about profits than the good of the sport;

now therefore, be it

RESOLVED, By this Congress that: A mandate should be placed on the NCAA to

restrict expansion of the NCAATournament. Congress should consider

tying schoolfunding to this mandate in order to ensure NCAA

compliance.

A Bill to Legalize Physician Assisted Suicide

SECTION 1.Physician assisted suicide shall be legalized.

SECTION 2.Physician assisted suicide is the aided termination of life by a licensed physician of any consenting citizen of the United States over the age of 18 with a terminal illness or injury.

SECTION 3.The Department of Public Health of each state shall be responsible for the enforcement of this bill.

SECTION 4.This legislation will go into effect January 1, 2015.

A Bill to Create a Standardized Grading System in all United States Public Schools

Section 1.All United States public schools will be required to reform their current grading system to the new standardized grading system

Section 2.Public Schools are schools that are funded by the government and tax payer dollars. Thus, private schools that are funded by its students are exempt from this legislation.

Section 3.The Department of Education will oversee the enforcement of the bill.

80-89% B

70-79% C

60-69% D

A Bill to Establish that the Cost of Trash Collection Dependent on the Weight of Each Resident’s Trash

SECTION 1. This bill will decrease the amount of trash produced by each household by providing an incentive for recycling and purchasing items with more efficient packaging. SECTION 2. Trash: materials which prior to being discarded were not acceptable incurrent recycling and mandatory recycling programs, which include but are not limited to: non-recyclable fiber (paper, wrappers, rags) small pieces of wood, garbage, non-recyclable plastic (food wrappers).

SECTION 3.The Environmental Protection Agency will oversee the enforcement of this bill.

SECTION 4.This bill will be implemented within 6 months of passage.

A Bill to Establish Victim Family Rights

BE IT ENACTED BY THIS CONGRESS THAT:

SECTION 1.After a court case is decided in favor of the death penalty the final consent shall be given to the family of the victim(s) as to whether or not the penalty will be enacted.

SECTION 2.Death Penalty – the punishment of execution administered to someone legally convicted of a capital crime. Consent – to give permission for something to happen or be done. Enacted – to establish by legal and authoritative act.

SECTION 3.The Department of Justice will oversee the enforcement of this legislation.

SECTION 4.This legislation will go into effect January 1, 2015.
