Job Description

JOB TITLE: Executive Director REPORTS TO: Board of Directors

ROLE & LEVEL: Executive FLSA STATUS: Exempt

TRAVEL & SCHEDULE: Local and regional travel required approximately 50 percent of the time and state and national travel required an additional 25 percent of the time. Schedule is Monday through Friday 8:00a.m. to 5:00p.m.

WORK OBJECTIVE:

Performs executive strategic level work in support of the mission of the West Florida Regional Planning Council (WFRPC). Directs and implements professional planning, coordination and advisory services to local governments, state and federal agencies and the public to preserve and enhance the quality of life in northwest Florida. Directs the implementation of WFRPC programs, policies and budgets. Directs a team of professionals through subordinate directors and managers.

· Develops the Strategic Operating Plan and ensures the implementation of WFRPC programs, policies and priorities

· Promotes and represents the WFRPC when engaged with local, regional, state and national government entities and other stakeholders; fosters consensus on emerging and on-going issues of mutual concern or interest; represents the WFRPC at meetings, workshops, and conferences; participates in the Florida Regional Councils Association (FRCA)

· Seeks to position WFRPC to take advantage of strategic opportunities and funding sources to further regional planning, economic and community development, emergency preparedness, and cooperation among public entities

· Strengthens WFRPC programs and services and identifies ways to improve the consistency and quality of the regional planning council programs; assists in creating a culture that emphasizes quality, continuous improvement, and high performance

· Informs the WFRPC Board about the activities, programs and initiatives of state and regional agencies, state associations, other non-profit entities, and the private sector that would be of mutual concern or interest

· Provides information to legislators and legislative staff and responds to legislative inquiries

· Monitors substantive legislation and legislative activities that impact the programs, priorities, and statutory obligations of the WFRPC

· Works with the Chairman of the Board to develop agenda content, draft meeting summaries for appropriate audience for all WFRPC meetings and committees established by the WFRPC

· Updates and implements the WFRPC’s Annual Program and budget; manages special projects and performs other duties as assigned

· Directs the preparation and distribution of an annual report on the WFRPC to interested parties as deemed appropriate

· Directs the development of marketing materials to be used by the WFRPC; ensures that the WFRPC’s website is maintained and that a quarterly newsletter is issued

MINIMUM QUALIFICATIONS:

Bachelor’s degree in planning, business, economics, or related field; and ten or more years’ experience in regional planning, including at least five years of supervisory experience. An equivalent combination of education, certification, training, and/or experience may be considered. Must pass a pre-employment drug screen and background check.

PREFERRED QUALIFICATIONS:

· American Institute of Certified Planners (AICP) certification

· Master’s degree in planning or related field

· Experience in marketing, public relations, and/or fundraising

KNOWLEDGE, SKILLS, AND ABILITIES:

· Advanced knowledge of planning principles and concepts in a variety of disciplines concentrating on transportation, land use, economics, and environmental planning

· Knowledge of business and management principles involved in strategic planning, resource allocation, and coordination of people and resources

· Skill in the use of Microsoft Office products (Word, Outlook, and Excel)

· Ability to effectively lead an outcomes based organization

· Ability to formulate, initiate, and administer policies and procedures for effective fiscal control to include budgets, contracts, and financial reports

· Ability to effectively present information and technical advice to board

· Ability to develop and implement policies and procedures as well as determine efficient and innovative ways to accomplish business objectives

· Ability to use critical thinking skills to arrive at solutions and suggest improvements to processes

· Ability to analyze and define problems, identify alternative solutions, estimate consequences of proposed actions, and implement recommendations in support of goals

· Ability to build partnerships and establish effective relationships with those contacted in the course of work to include political and community leaders

· Ability to clearly communicate and understand information in English, both orally and in writing

· Ability to manage multiple priorities to ensure that deadlines are met

PHYSICAL REQUIREMENTS:

Tasks involves light physical effort (i.e., some standing and walking, or frequent light lifting of less than 10 pounds) and minimal dexterity in the use of fingers and limbs in the operating of office equipment. This job operates in a professional office environment. Tasks may involve extended periods of time sitting at a workstation and utilizing a keyboard.

ENVIRONMENTAL REQUIREMENTS:

Tasks are regularly performed in a typical office environment without exposure to adverse environmental conditions (e.g., dirt, cold, rain, fumes).

SENSORY REQUIREMENTS:

Tasks require sound and visual perception and discrimination. Tasks require oral communications ability.

SALARY RANGE:

$105,000 - $130,000 annually – Will be evaluated based on individual qualifications
