VR outlines:

Vietnam Register is a non-profit State Body having functions and Jurisdictions on the organization and performance of technical supervision and certification for Quality, Environment and Safety of means of transport (Ships, Motor Vehicles, Locomotives, and wagons...). VR’s services are for promotion of safety of life, property and protection of the environment from pollution. VR is founded in April 25, 1964. The HQ. of the VR is in 18 Pham Hung Road, My Dinh, Tu Liem – Hanoi. VR has about 960 employees, including more than 869 employees holding diploma degree and 50 post graduates. Within its network through out the country, there are 26 offices and sub-offices providing ship and offshore classification and certification activities, including industrial certification service, 17 motor vehicle inspection stations and 60 other motor vehicle inspection stations of provincial transport authorities under its professional management. Environment Department is a department direct under Director General of the VR established in 2002, based on Ad - Hoc Group of the National Steering Committee for Leaded Gasoline Phasing out Program founded in 1999-2001. The Department’s main duties is to carry out environment pollution control and monitoring from transport means sources pollution, namely motor vehicles emission.

VR Objective: The Quality Objective of Vietnam Register is to serve for the public benefits by promoting safety of life, property and natural environment, through the development of standards, technical appraisal and survey for the design, construction, as well as in-service maintenance of motor vehicles, ships and offshore installations.

VR Quality Policy: The Quality Policy of Vietnam Register is to provide quality services in order to achieve the set Objective.
Vietnam Register always strives to ensure the truth, reliability, promptness, clearness and continuous improvement. The Quality Policy is understood, implemented and maintained at all levels of Vietnam Register.

II.  PROJECT DESCRIPTION

(1) Motor vehicle emissions are the biggest and most adverse health and environment effect source of pollution, particularly to the urban areas. Concerned with this source of pollution, many countries have applied stricter measures and motor vehicle emission standards to minimize noxious emissions from motor vehicles since 70s' - 90s' of the last century. They have accepted and implemented the emission standards developed by the EU, (normally called Euro standards). This is an active and effective emission control method with priority given to preventive action. According to the world studies, when apply the Euro standards, about 30% of CO, 55% of HC and NOx from motor vehicle emissions would be reduced. In Vietnam, the requests for application of a higher emission standards are strong enough, because the related technology have been developed and available for application, expired motor vehicles are being sorted out since 1/2/2005, the demands for acceding WTO and the most important things is to have a better urban air quality and to solve the problem of traffic jams in Hanoi and HoChiMinh City. This means the present social and economical conditions have created a good chance to apply Euro standards in different phases.

(2) This Project is very necessary and it really means an "Action for a better environment" as announced by this competitive organizer "Vietnam Innovative Day 2005". The project will increase the community awareness, draw stakeholders (motor vehicle manufacturers, fuel dealers, users, inspectors, etc.) to support and act for improvement of fuel quality and motor vehicle quality. Though it may be costly, it is for the long term benefit of all community and the importance of the EC stricter emission standard application. This is for the stakeholders themselves as they also enjoy benefits of the Project. The project requires stakeholders to agree with the promulgation of the cleaner fuel standards, which is equivalent to the Euro-2. This is familiar to the implementation of Euro -1; lead phasing out program that was successfully done in Vietnam in 2001. Secondly, stakeholders (including motor vehicle drivers) confirm their readiness for application of Euro-2 by preparations of suitable production technology and other required investment so that their production would smoothly transfer to the higher requirements. Thirdly, preparation of required sources, regulations, rules and standards, etc. for the inspection of motor vehicles, firstly in Hanoi and HoChiMinh City, in compliance with the Euro-2 standards. The Project creates advantages for stakeholders to control vehicle emission by themselves. It also allows the policy makers to quickly come for conclusion to the trend of the advanced world. Vietnamese standards should be harmonized and integrated with those of the world. Finally, the Project helps urban environment of Vietnam to be controlled, improved, then life standards also enhanced.

(3) The project itself reflects innovation, as there is no need to pay much effort for technical study, but apply what are available to meet the international standards and fit for Vietnam conditions. In the process of implementation of Euro standards, we should go over the Euro-1 and apply Euro-2 right way after completion of assessment of the feasibility of the Project.

(4) This Project contains the social character and impact every individual of community, especially, the urban areas, thus the earlier it is implemented the sooner and more benefits it brings to the community. The preparation period would be longer if we do not conduct a program of public awareness and promotion for support from stakeholder. This means that longer the Project is delayed the longer people have to breath and expose to black smoke, noxious emissions, and bearing with mouth masks when being on roads; the more people have to be effected with diseases and costs for health care will be increased. People will get benefits from the success of the Project, especially people living in the cities. Stakeholders will get advantages from the Government encouraging policy. At the moment, it is important to have the support and the agreement from stakeholder who will be involved with the Project implementation.

(5) The objective of the Project is the declaration of the Euro emission standards application phases (Euro 2 to Euro 5) for new motor vehicles and emission standards application for in-use vehicles in Hanoi and HoChiMinh City in 2006.

(6) To obtain the objective, the emission standards are to be strengthen, motor vehicle production technology are to be modernized, vehicle inspection procedures are to be improved, expired vehicles and under-standards imported vehicles are to be sorted out from operation. This is also shortening the time for acceding to WTO, AFTA, and CEPT of Vietnam. It is clear that the Project will bring a better life for people.

7.  More answers for other questions

7.1  The Project will create positive impact on the preparation period for application of Euro emission standards in Vietnam because community awareness on the long term benefits of vehicle emission reduction, not only the themselves but also for future generations. Stakeholder including motor vehicle manufacturers, fuel dealers, inspectors shall transfer from the "wavering mode" into "strongly support mode". This makes relieve on the policy makers and help them quickly come to right decisions. Thus, everybody is benefited. The Project will make contribution for changing of community awareness, attitude and action. They shall strongly support the implementation of the stricter emission standards and fuel standards that are accepted regionally and internationally.

7.2  Extension capacity: In the first year, the standards will be applied in large cities, such as, Hanoi, HoChiMinh city, then the following year will be applied in cities grade I (Haiphong, Danang, Cantho), after two years, the standards will be applied in the whole country.

2.  Involvement of persons who get benefits of allowances: Basing on individual capability, experience, the Project Head shall choose and invite them for implementation of the Project. If the candidates agree, the general Director of VR shall sign a short-term contract of service with them, if they are people of VR, a contract may be in a form of a working request.

3.  After completion of the Project (around one year), the signed contract will be terminated. Capable contracted person may be re-contracted for monitoring and implementation of the following phases.

4.  How does the Project in-charge maintain the Project results and its responsibility after the Project completion?

-  The Project results shall be the basis and technical evidence on the investigation and survey on the comments of stakeholder and individuals which shall be submitted to the Minister of Ministry of Transport and the Prime Minister for declaration of a "Schedule for Implementation of Vehicle Emission Standards (according to Euro emission standards), in Vietnam".

-  To give direction and guidance for implementation of that Schedule in Hanoi and HoChiMinh City.

-  Basing on the results of Euro-2 standards, submit proposal for the date of implementation of Euro-3 standards in Vietnam.
