ANNUAL DINNER MEETING
Tuesday, February 6, 2007
The annual dinner meeting of the Ventura County Special Districts Association was held at the Tower Club, 300 Esplanade Drive, Oxnard.
1. Call to Order and Flag Salute – Treasurer Jack Curtis
Treasurer Jack Curtis called the meeting to order at 6:50 p.m. and led the flag salute.
2. Welcome – Treasurer Curtis welcomed everyone.
William Seaver, Director for Calleguas Municipal Water District provided an update on President Ted Grandsen’s health and said progress is being made.
Treasurer Curtis provided an update on Vice-President Bill Lotts’ health and indicated Mr. Lotts is now out of the hospital.

3. Election of Officers – Jim Acosta/Al Fox
Jim Acosta and Al Fox welcomed everyone and stated their recommendations for president and vice-president; George Lange for president and Judith Cofer for vide president. Mr. Acosta presented resumes of both candidates.

It was moved by Carrie Mattingly, seconded by Elaine Freeman, and carried unanimously to accept the recommendations; George Lange as president, and Judith Cofer as vice president.
Mr. Lange thanked the committee and Association members for their support, and said the goal is to continue to strive to improve VCSDA and increase its visibility.
4. Dinner
At 7:00 p.m. Mr. Lange recessed the meeting for dinner and reconvened at 8:05 p.m.
Mr. Lange introduced Shirley Ohren, Executive Assistant at Conejo Recreation & Park District and new secretary of VCSDA; Supervisor Peter Foy, and daughter Shawna; John Fox, California Special Districts; Dana Sesma of Assemblymember Strickland’s staff; Christine Cohen, County of Ventura-Auditor Controller; and Nao Takasugi, former Assemblymember.
5. Approval of Minutes – (Special Meeting – September 12, 2006)
It was moved by Jack Curtis, seconded by Nancy Acosta, and carried to approve the minutes of September 12, 2006 as presented.
6. Treasurer’s Report
Jack Curtis provided a Treasurer’s Report on the Association’s funds for the period of August 31, 2006 to January 31, 2007. The balance on hand as of the last report (September 12, 2006) was $7,162.88, interest earned (September through January) was $2.02, the sub-total was $7,749.90, and the balance on hand after the outstanding bills were processed was $5,918.52.
It was moved by Al Fox, seconded by Gene Hostetler, and carried to accept the Treasurer’s Report for the period of August 31, 2006 to January 31, 2007.
George Lange expressed his appreciation to Jack Curtis for his efforts and said that Curtis will continue as treasurer.
Jack Curtis said that he recommends the annual dues be increased from the current $100 per year per district to $150. It was determined that the last dues increase occurred in the 1980s. No action was taken.
7. Approval of Amendments to VCSDA By-Laws –Jack Curtis/George Lange
Mr. Lange provided background information and said that, due to increased costs, the ad hoc committee recommended the by-laws be amended to reflect a dues increase to $150 per year per district.
It was moved by Al Fox, seconded by Marv Hanson, and carried to approve the amendments to the by-laws as submitted, with a modification to reflect the dues as $150 per year per district. The dues increase would take effect in July for the 2007/2008 year.
Mr. Lange thanked Alida Inouye for her work on the by-laws committee.
8. CSDA Update –
John Fox, President of the Board – California Special Districts Association
John Fox presented a CSDA update and noted that the Association now has over a thousand members and the second edition of the new special districts magazine would soon be published. He urged all to work together to increase membership, and said that CSDA can prove helpful in achieving goals.
Mr. Lange thanked Mr. Fox for provided the Association with an update on CSDA and welcomed and acknowledged the presence of Everett Millais of LAFCO and Rori Skei of Santa Monica Mountains Conservancy.
9. Guest Speaker – Supervisor Peter Foy, County of Ventura, 4th District
Guest speaker, newly elected Ventura County Supervisor Peter Foy, thanked the Association for the opportunity to speak. He presented his vision for the county and shared insights of his initial days in office. He stated his appreciation of the work of special districts, and the desirability of life in our community. He said he believes that the first responsibility of government is the safety of its citizens and other priorities including financial responsibility, traffic safety, and term limits for supervisors.
10. Presentation of Awards – Elaine Freeman/Carrie Mattingly
Elaine Freeman announced the award recipients:
Director of the Year -Ted Grandsen, Calleguas Municipal Water District;
General Manager of the Year - Donald R. Kendall, Calleguas Municipal Water
District;
Shirley Turner Award - Dee Zinke, Calleguas Municipal Water District.
Carrie Mattingly presented the awards to each recipient. Mr. Seaver accepted the award on behalf of Ted Grandsen.
The recipients thanked the Association for the recognition.
Supervisor Foy and Dana Sesman presented certificates of recognition to the award recipients.
11. Comments
Mr. Lange announced that the April 3rd meeting would be held at the Conejo Recreation and Park District Office. He said Ms. Ohren would send out the meeting material sometime in March. He encouraged everyone to attend.
12. Adjournment (Next meeting April 3, 2007)
President Lange declared the meeting adjourned at 9:10 p.m.
