(U) ANNEX C (OPERATIONS) TO (U) OPERATION ORDER 10-01 (IRONHORSE CHALLENGE)

1. (U) SITUATION.

a. (U) General. This annex describes the employment of 1 BCT forces to defeat OSC-E offensive capabilities in AO 4. 4ID OPORD 10-01 IRONHORSE CHALLENGE (CASPIAN CHALLENGE) - tasked the 1 BCT to attack to set conditions for a deliberate gap crossing of the ARAKS River and subsequent destruction of the 84 MIDs (key OSC-E offensive maneuver element).

b. (U) Area of Concern.

(1) (U) Area of Interest. The 1/4HBCT area of interest includes the airways and land areas of Georgia, Azerbaijan, Armenia, Turkey, and Ahurastan and the adjacent littoral waters. Specifically the 1/4 HBCT area of interest consists of the ARAKS and KURA rivers, to include the land areas south to the international border. When directed, this may be extended to include specified areas of the country of Ahurastan.

(2) (U) Area of Operations. The 4ID area of operations includes the land areas of Georgia, in Azerbaijan from the northern border to ATK LION, AO4 in Azerbaijan and Ahurastan, and ACTs 3, 5, & 6.

(a) (U) Terrain. See Appendix 1 (Intelligence Estimate) to Annex B (Intelligence) to this OPORD.

(b) (U) Weather. See Appendix 1 (Intelligence Estimate) to Annex B (Intelligence) to this OPORD.

2. (U) MISSION. O/O, 1/4 HBCT attacks on Axis BARRACUDA to sieze OBJ BRADLEY vic IMISHLI to secure near-side gap crossing objectives. O/O, 1/4 HBCT conducts relief of OBJ BRADLEY to 2 MEB to consolidate and reorganize for follow-on attack. O/O, 1/4 HBCT follows 12 MECH on Axis HAMMERHEAD until PL PINE, then attacks on Axis HAMMERHEAD to destroy 841 MIB and 844 TB to degrade OSC-E offensive capability. O/O, 1/4 HBCT conducts relief of OBJ BRAVO to 12 MECH to consolidate and reorganize for follow-on attack. O/O, 1/4 HBCT follows and supports 17 (TK) BDE on Axis SWORDFISH to defeat OSC-E remnants. O/O, 1HBCT conducts stability operations in FACT 5North to set conditions to transition security operations to GOAZ or follow-on force.3. (U) EXECUTION.

j. (U) Intelligence, Surveillance. Reconnaissance (ISR).

(1) (U) Phase IIIA – Attack to Seize OBJ BRADLRY(Shaping): The intelligence focus is initially on identifying enemy forces capable of influencing 1-66 AR attack to penetrate on Axis BARRACUDA. After LD, intelligence focus shifts to identifying enemy forces capable of influencing gap crossing operations vic OBJ BRADLEY.

(2) (U) Phase IIIB – Relief of OBJ BRADLEY (Sustaining): The intelligence focus in this phase is identifying enemy forces forward of PL PINE to OBJ BRAVO with specific emphasis on disposition of the 841 MIB in OBJ BRAVO SOUTH ONE and 844 TB in OBJ BRAVO SOUTH TWO.

(3) (U) Phase IIIC – Attack to Destroy 84 MID (Decisive): No Change from Phase IIIB.

(4) (U) Phase IIID – Attack to OBJ CHARLIE (Shaping): The Intelligence focus in this phase is the early detection of enemy forces on the HBCT northern flank attempting to retrograde from vic KURA RIVER oil facilities and BAKU.

(5) (U) Phase IV: Stability Operations: TBP.

k. (U) Explosive Ordnance Disposal. Refer to Appendix 9 (Explosive Ordinance Disposal) to Annex E.

2. (U) MISSION. Special Forces Operational Detachments – Alphas (SFODSAs) conduct Special Forces Liaison Element (SFLE) activities with Azerbaijani defense forces (ADF) IOT provide coordination and support capabilities between 4th ID and ADF and Special Reconnaissance (SR).

b. (U) Concept of the operation.

(1) (U) Phase I. SFODAs conduct FID operations IOT strengthen ADF offense and defense capabilities against external and internal defense threats. At all times SFODAs will provide intelligence reporting through proper JTF channels in support of JTF/JSOTF/CFLCC collection priorities.

(2) (U) Phase II. Seize the Initiative/Assure Friendly Freedom of Action (D-Day to D+10). SFODAs conduct FID operations IOT strengthen ADF offense and defense capabilities against external and internal defense threats. At all times SFODAs will provide intelligence reporting through proper JTF channels in support of JTF/JSOTF/CFLCC collection priorities. SFODAs conduct special reconnaissance ISO JTF/JSOTF/CFLCC collection priorities to provide indications, warning and target assistance.

(3) (U) Phase III. Seize the Initiative/Assure Friendly Freedom of Action (D-Day to D+10). Upon hostilities, SFLEs will transition to combat operations providing combat advisory assistance down to Azeri battalion level. SFODA personnel will also act as coalition communications link to 4ID/ JSOTF commands. Each SF element will also provide joint fires coordination and support capability to their partnered Azerbaijani unit facilitating joint firepower in support of the Azerbaijani defense plan. For reinforcement/relief of Azerbaijani brigades in the defense by other CFLCC forces (4ID/2 MEB/3 MECH (UK), SFLEs will assist in all necessary coordination for any passage of lines or relief in place operations. At all times SFODAs will provide intelligence reporting through proper JTF channels in support of JTF/JSOTF/CFLCC/4ID collection priorities. SFODAs conduct special reconnaissance in support of JTF/JSOTF/CFLCC/4ID collection priorities to provide Indications and Warning and targeting assistance.

(4) (U) Phase IV. Establish Security and Restore Services (D+30 to D+210). SFODAs conduct FID operations IOT strengthen ADF offense and defense capabilities against external and internal defense threats. Conduct COIN operations against SAPA and provide intelligence reporting through proper JTF channels in support of JTF/JSOTF/CFLCC collection priorities. SFODAs conduct special reconnaissance in support of JTF/JSOTF/CFLCC collection priorities to provide Indications and Warning and targeting assistance against SAPA.

4. SERVICE AND SUPPORT.

. a. (U) Administration and logistics.

(1) (U) All Classes of Supplies will be procured from local economy during Phases I, II, and V. During Phase III and IV, SFODAs will be supported by U.S. sustainment forces.

(2) (U) Supply Distribution Plan is IAW sustainment SOPs.

(3) (U) Combat Health Support. During Phase I, II, and V, SFODAs will use Host nation assets and follow JSOTF MEDEVAC SOPs. During Phase III and IV, all SOF will use U.S. forces medical assets.

(4) (U) Maintenance. SFODAs will use locally procured items to maintain all NSTVs within their inventory. All military vehicles will be maintained at JSOTF motor pool.

(6) (U) Field Services. Extremely limited throughout the country. Laundry, bath, etc. facilities are available in most large cities.

b. (U) Host Nation.

(1) (U) Medical. Azerbaijan lacks a coherent medical system. Medical supplies are insufficient. There is no emergency/disaster plan. Physician Assistant equivalents are the primary caregivers in the country.

(2) (U) Transportation. Prior to the collapse of the Soviet Union, the transportation network in Azerbaijan was extensive. Most assets are still available but have not been maintained to standard. The primary asset available is the east-west railway that parallels the pipeline.

(3) (U) Water. Most water throughout the country is contaminated. In urban areas this is due to sewage, in rural areas there are high levels of DDT, heavy metals, etc.

5. COMMAND AND SIGNAL.

a. (U) Command.

(1) (U) JOSTF will provide a LNO/s to 4ID headquarters main.

(2) (U) SFODAs will report directly to 4ID once TACON of ADF during phase III operations

O/O, 4ID attacks in AO4 oriented on OBJ CHARLIE to defeat remnants of OSC-East IOT restore pre-conflict international borders of Azerbaijan and Ahurastan.

3. (U) EXECUTION.

(a)  (U) Concept of the Operation: Aviation will provide lift, attack, C2 and aerial MEDEVAC support to maneuver units through all phases of the operation. Priority of lift support will be to 1/10 IBCT then 593 Sustainment BDE. The main effort for ATK support will be to forward maneuver units then to conducting route and area security and O/O CCA in support to troops in contact. Priority of support for C2 will be to the 4ID Commander then to supported maneuver units. MEDEVAC will receive C2 from 4ID HQ.
