SALARY: $55,000 - $125,000 (anticipated hiring salary $55,000 - $72,000) annually, plus a competitive benefits package

MINIMUM QUALIFICATIONS: A Bachelor’s Degree in Accounting, Business Administration, Public Administration, Finance or a closely related field with a minimum of twelve (12) semester hours of accounting AND at least five (5) years experience in budget management, two (2) of which must have been in governmental accounting; at least one (1) year of supervisory experience; OR, an equivalent combination of experience, education, and training which provides the desired knowledge, skills, and abilities of this classification. Must possess and maintain a valid Arizona driver’s license.

TYPICAL DUTIES: (Illustrative Only) Analyze complex financial data in relation to the impact on the County budget; interpret data for the purpose of determining past financial performance and/or to project financial status. Coordinate and assume a leadership role in the development of unrestricted funds budgets and grants. Analyze budget patterns, projects, expenditures, and prepare approved budgets; ensure that expenditures for budgets, grants, and contracts are monitored and that reports are prepared to maintain balanced accounts. Assist in the development of management, narrative, and statistical reports. Develop financial reports for forecasting, trending, and results analysis. Monitor, identify, and communicate expenditure information to administrative staff. Use appropriate cost rates, such as indirect and benefit rates for proposed budgets. Review budget justification, including those pertaining to wages and employee related expenses. Confer with appropriate internal and external administrative offices to ensure that required procedures are followed. Provide instruction and answers questions relating to budget procedures and serves as liaison between the Finance office and County departments. Identify budget issues, provides alternative solutions and resolves problems. Monitor and approve expenditures throughout the budgetary period.

-  financial record keeping and reporting procedures;

-  automated accounting systems;

-  principles and theories of fund accounting;

-  principles and practices of modern management;

-  public sector budgeting and financial control procedures;

-  county government organization and functions;

-  statutes, policies, and procedures pertaining to county budgeting and taxation.

Skill in:

-  the use of technology and software applications what will assist in budgeting;

-  the use of integrated accounting, budgeting, and financial reporting systems.

Ability to:

-  communicate effectively, orally and in writing;

-  analyze financial data and assess the impact on budget;

-  establish and maintain effective working relationships with departmental directors, other agencies, and the public;

-  make independent judgments and work effectively without close instruction or supervision;

-  use logic, experience, and knowledge to evaluate situations and determine the appropriate course of action;

-  demonstrate competence and trustworthiness to assure the public that resources are being safeguarded and managed appropriately;

-  identify opportunities to improve or refine operations.
