NATURAL GAS BID-Athens Housing Authority
The Athens Housing Authority is accepting sealed bids from qualified natural gas providers, certified by the Georgia Public Service Commission, to provide natural gas to approx 1,100 low-income housing units located in Athens, Georgia and 30 units located in Comer, Georgia. The bid must follow the format requested below and will include all pricing elements effecting total costs. Information toward current use is available at the offices of the Authority at 300 S. Rocksprings Street, Athens, Georgia, 30606. Bids must be received not later than 11a.m., Thursday, September 7, 2017. No bid shall be accepted after that time.
The five-year contract period will commence on October 1, 2017.
The bidder will offer a Nymex settlement plus fixed based price (including transportation) showing all elements of the pricing offer. The Athens Housing Authority shall have the free right to multiple triggers at any time during the sixty month period, locking in a fixed rate for up to a five-year period. The Authority may revert back to the NYMEX settlement with the same trigger rights at the end of any hedged portion occurring during the contract period. In any event, the contract shall terminate after five years so that, for example, a trigger in month 54 would set a fixed-price for only a six-month period to coincide with the end-of-contract.
If any other charges apply (deposits, setup fees, account transfer fees, etc), they must be explicitly stated. Failure to disclose all costs shall be cause for rejection of the bid and/or any contracts.
Bid format example:
Fixed “Plus” base price: .205/therm. Include or explicitly state any origin fees (a Texican adder, for example).
Customer Service Charge: $5.50 per month/account (the cost of the marketer providing customer service including call centers, billing, remittance processing and collections). Marketers should consider that the absence of paper bills, the use of summary billing, prompt payment and a single AHA contact for all accounts greatly reduces any administrative burden. This savings to the marketer should be reciprocated to the AHA in a reduced Customer Service Charge and will be part of the award calculation.
Pipeline transportation is included in the price per therm.

The Athens Housing Authority reserves the right to reject any and all bids and to waive any informality in the bid process.

The ability of a marketer to furnish billing in a summary billing format is required. The ability of the Athens Housing Authority to process the billing into an Excel spreadsheet will be considered as part of the bid evaluation. A sample summary bill will be required with the bid. All billing from the successful marketer will go to the Authority’s main address and NOT to individual residents. AHA ACCOUNTS STAY IN AHA NAME-DO NOT BILL UNITS SEPARATELY.
NOTE: THE ATHENS HOUSING AUTHORITY IS TAX EXEMPT
“Automatic rollover” clauses are prohibited.
