Mr. Kevin J. Molloy retired from the Federal Emergency Management Agency’s (FEMA) National Incident Management System (NIMS) Integration Center. He has served at all levels of government in the emergency management profession for more than 40 years. His responsibilities included direct participation in the development and presentation of comprehensive, all-hazard, multi-scenario exercises and training programs. He was responsible for the revision to the NIMS training program. He has completed both the Department of Homeland Security’s (DHS) Homeland Security Exercise and Evaluation Program and the FEMA Emergency Management Institute’s (EMI) Incident Command System (ICS) Train-the-Trainer Program. He has taught and developed and managed exercises both domestically and internationally. Mr. Molloy is a member of the Penn State University School of Public Affairs, iMPS Homeland Security Advisory Council.

Mr. Molloy served as the course manager and chief exercise controller for multiple Integrated Emergency Management Courses. He was the first FEMA in-house-certified Master Exercise Practitioner (MEP), and the first to complete the Independent Study Professional Development Series. He has assisted in the development and presentation of courses for the Centers for Disease Control and Prevention, the U.S. Food and Drug Administration, and the U.S. Customs & Border Protection Agency. Mr. Molloy was a principal instructor for the initial presentation of the MEP Program at the Canadian Emergency Preparedness College in Ottawa, Canada. For several years, he served as the DHS-FEMA representative to the U.S. Central Command in Doha, Qatar. He has provided and developed a wide range of training programs supporting USCENTCOM’s involvement in the 2006 Doha Asian Games. The training and exercises involved the member states of the Gulf Coalition Council. He also provided training in Jordan, Kuwait, and United Arab Emirates. Mr. Molloy also participated in the “Golden Spear 2005” symposium in Nairobi, Kenya, where he presented a talk on Disaster Management in the United States.

Mr. Molloy has participated in several activities at the U.S. Army War College (USAWC) in Carlisle, Pennsylvania, to include lecturing and supporting the Senior Decision Making Exercises. He also participated in the “SHARED RESPONSE” at the USAWC involving the U.S. National Guard Bureau and the Israeli Defense Forces, Home Front Command. He assisted U.S. Army South by providing ICS training and exercise evaluation in Port Au Spain, Trinidad. Additionally, he is directly involved in the Principal Federal Officials exercise training programs conducted at EMI as well as the Metropolitan Medical Response System training provided to Boston, Miami, Las Vegas, Detroit, and other major metropolitan areas throughout the United States. Mr. Molloy is a U.S. Army veteran, having served both in Europe and Southeast Asia. He successfully completed the Air Command and Staff College course as well as courses at the National Defense University and the Joint Forces Staff College.

Mr. Molloy was the Dauphin County, Pennsylvania, Civil Defense director in charge of the off-site response to the Three Mile Island Nuclear Accident in 1979. He also served as a volunteer firefighter and rescue/ambulance attendant for more than 20 years. He has received numerous awards to include being voted the Harrisburg Jaycee Outstanding Man of the Year in 1974.
