JOB OVERVIEW

To lead the research, development and processing of legislation and policy through the required stages and coordinate the implementation of new legislation, regulation and administrative policies.

ACCOUNTABILITIES

·  Analyzes and identifies social, economic, legal and political issues associated with the ministry’s legislative framework and assesses competing and/or conflicting priorities, identifies risks and issues, and recommends strategic policy alternatives or significant changes to program operations.

·  Develops policy frameworks for the translation of government’s strategic priorities into viable legislative, policy and program changes.

·  Provides advice and recommendations on ministry legislation, policy and programs to senior management, executives and government officials.

·  Evaluates and reviews the effectiveness and efficiency of ministry legislation and policy and identifies opportunities to develop alternative approaches and improvements.

·  Develops processes and participates in stakeholder consultations for defining government policies or priorities, determining stakeholder preferences and reconciling conflicts.

·  Represents the ministry on intra- and inter-ministry working committees formed to develop strategic policy concepts and supporting documentation.

·  Drafts legislative instruction for Legislative Counsel and defends financial recommendations to Treasury Board.

·  Conducts issues management by identifying emerging policy issues of major significance, advises senior executive and the minister, and prepares recommendations for response that reflect overall government priorities and direction.

·  Conducts detailed cost-benefit analyses in areas that could lead to significant financial commitments.

·  Researches, develops and writes Requests for Legislation, Orders in Council, Minister’s Orders, Cabinet Submissions, Treasury Board Submissions, legislative summaries, regulations, briefing notes, and presentations.

·  Develops and maintains the section’s database of legislative initiatives and impacts of changes to the Income Tax Act (Canada) and initiates identified legislative amendments.

·  Develops training material and gives presentations for provincial audit staff on Income Tax Act (Canada) and trains federal staff on Income Tax Act (BC).

·  Develops training material and gives presentations for provincial audit staff on legislative amendments to income tax related programs.

·  Provides authoritative income and related tax input into policy papers and submissions to ensure that all impacts of proposals have been considered.

·  Drafts communications with Branch’s solicitor, including identifying necessary legal opinions.

·  Participates in intergovernmental conferences, task forces and committees.

·  Responds to oral and written correspondence initiated by taxpayers, ministry officials and industry representatives requesting detailed technical interpretations or rulings.

·  Reviews proposals, selects successful bidders, and negotiates the terms and conditions of contracts.

·  Develops information bulletins, circulars and interpretations for a variety of tax programs including forms and guides.

QUALIFICATIONS

Education and Experience

·  Completion of law degree or must be a member in good standing with a professional accounting designation (CPA, CA; CPA, CGA; CPA, CMA; or CPA), issued by The Chartered Professional Accountants of Canada or an equivalent combination of education and experience.

·  Minimum three years’ experience in researching, interpreting and applying complex income and related tax legislation.

·  Experience working in a sophisticated web based computer environment

·  Preference may be given to applicants that have:

o  Experience in planning and coordinating complex projects/assignments.

o  Experience in concisely and persuasively writing a range of documents/content.

o  Completion of the CPA Canada In-Depth Tax course.

Provisos

·  Must be willing and able to maintain a valid driver’s license.

·  Must be willing and able to maintain a valid passport.

·  Willingness to conduct field work which may include travel within and outside of the province or the country.

·  Successful completion of security screening requirements of the BC Public Service, which includes a criminal record check.

Knowledge/Skills/Abilities

·  Knowledge of processes relating to the development of legislation and regulation in the public interest.

·  Knowledge of the ministry mandate, service plan, legislation, programs and initiatives.

·  Strong written and oral communications skills.

·  Ability to balance multiple projects while working to tight deadlines.

·  In-depth knowledge of income tax and/or related tax statutes.

·  Knowledge and understanding of the framework and administrative workings of the Canada Revenue Agency is considered an asset.

·  Strong organizational and analytical skills including the ability to analyze complex problems, systematically identify key factors, and generate sound solutions.

·  Ability to write clear and concise documents of various kinds for a variety of stakeholders.

·  Self-starter who can work both independently or in teams with diverse stakeholder groups.
