Section 5 - Transaction Code Status Indicators (TCSIs)

Introduction
TCSI Overview / CARE allows the transmission of multiple types of transactions on the same file by the use of special identifiers called Transaction Codes (TCs) and Status Indicators (SIs). They jointly convey the purpose of each transaction. The data elements contained in each transaction provide information about the end user’s account. CARE acts as a medium to provide a consistent data format for the two-way exchange of common data elements.
NOTE: The information in this Guide may not include all local serving territory currently owned by CenturyLink. All products and services may not be available in all CenturyLink locations.
The Purpose of CARE / CARE was developed to facilitate the exchange of end user account information between Providers and Carrier Customers. It generically identifies data elements which might be shared between Carrier Customers and Providers and supports a data format intended to facilitate the mechanized exchange of that information. It is intended to provide a consistent definition and data format for the exchange of common data elements. CARE does not replace or supersede applicable tariffs, contracts, or other legally binding agreements.
CARE permits flexibility in exchanging end user information to allow for a variety of subscription activity. It contains a wide range of transactions for use by Carrier Customers or Providers.
Resellers of local service and Switch Providers (SWPs) may communicate with each other via the CARE OBF Guidelines to process PIC-related transactions in the Local Resale environment.
Customer / Provider CARE Responses / CARE enables two parties to submit requests and to return responses using two primary TCSI categories (detail record layouts):
1)  Access Carrier Customer (AC) to Provider
2)  Provider to Access Carrier Customer (AP)
Customers of CenturyLink should only utilize CARE TCSIs and data elements defined in this section. When information to be exchanged is not currently included within CenturyLink’s current version of CARE, the Carrier Customer or Provider may:
·  Assign a local use element; and/or
·  Submit the issue to the Ordering and Billing Forum (OBF). The OBF will either approve a change to CARE or recommend a solution.

Introduction, Continued

Transaction Code (TC) / The TC, the first data element, resides in the first two positions of each CARE transaction (two-character numeric). For CenturyLink, TCs are structured as follows:
·  TCs 01 through 19 - Used for Carrier Customer to Provider data exchanges.
·  TCs 20 through 51 - Used for Provider to Carrier Customer data exchanges (including Switch Provider [SWP] to AC transactions).
Status Indicator (SI) / The SI, the second data element, resides in the third and fourth positions of each CARE transaction (two-character numeric). SIs are unique to each TC and provide additional details associated with the transaction.
SIs 70 through 98 have specifically been assigned to CenturyLink for local use to accommodate special requests.
Reject Transactions / Rejects for transactions which cannot be read are returned in the same format as originally received in a batch exchange mode. Access Carrier Customers and Providers must be able to read and return both types of detail record layouts.
Complete TCSI Listings / Throughout the remaining pages of this section, it identifies all the Transaction Codes and Status Indicators (TCSIs) currently supported by CenturyLink for both primary TCSI categories (Carrier Customer and Provider). The complete listing includes all TCSIs supported by CenturyLink as of May 2008.
Customer to Provider
Description
/ The following is a high level description of each of the transaction codes (Carrier Customer to Provider) currently supported by CenturyLink:
·  TC 01XXs - Used by the Carrier Customer to submit initial data required to subscribe an end user’s line(s) to one of the Customer’s Carrier Identification Codes (CICs)
·  TC 02XXs – Disconnects by Access Carrier
·  TC 03XXs – Disconnects by Access Carrier for the End User
·  TC 05XXs - Used by the Access Carrier Customer to request account information from the Provider
·  TC 07XXs - Used by the Carrier Customer to submit PIC verification requests to the Provider
A detailed description for each associating SI is detailed below.
01XX -Subscription Order / TCSI DESCRIPTION
01 04 All WTNs Associated with the BTN
All lines associated with the BTN provided are to be subscribed to the AC.
01 05 WTN Only
Only the specific WTN provided is to be subscribed to the AC.
01 06 Pay Station - WTN Only
Only the pay station WTN provided is to be subscribed to the AC.
01 22 WTN Only - Disputed PIC Change - End User Initiated Thru AC
Only the WTN provided is to be subscribed to the requesting AC.
02XX -Subscription Order / TCSI DESCRIPTION
02 04 All WTNs Associated with the BTN
The BTN and all lines associated with the BTN are no longer to be subscribed to the AC. PIC changed to a NOPIC and PIC change charged billed to IXC.
02 05 WTN Only
The WTN will no longer to be subscribed to the AC. PIC changed to a NOPIC. IXC billed for the PIC change charge.
03XX -Subscription Order / TCSI DESCRIPTION
03 04 All WTNs Associated with the BTN
The BTN and all lines associated with the BTN are no longer to be subscribed to the AC. PIC changed to a NOPIC. PIC change charge billed to the End User.
03 05 WTN Only
The WTN is no longer to be subscribed to the AC. The PIC change charge is to be billed to the End User.
05XX - Access Carrier Request For Information / TCSI DESCRIPTION
0501 Request For Information For Submitted Automatic Number Identification (ANI)
The AC is requesting Billing Name and Address (BNA) information for submitted ANIs.
05 04 Request for WTN for Submitted BTN
The AC is requesting all subscribable WTNs associated with the BTN.
07XX –Request for Reconciliation / Verification / TCSI DESCRIPTION
0707 Reconciliation / Verification Only - Specific Working Telephone Numbers (WTNs)
The AC is requesting PIC verification of a specific WTN. No changes to the Provider’s database will be made as a result of this TCSI.


Provider to Customer

Description
/ The following is a high level description of each of the transaction codes (Provider to AC) currently supported by CenturyLink:
·  TC 20XXs - Confirmation sent to the Carrier Customer that a PIC change has been worked in the Provider‘s switch
·  TC 21XXs - Sent to the Carrier Customer if the submitted PIC change has been rejected because of an error
·  TC 22XXs - Sent to the Carrier Customer when the Customer loses an account
·  TC 23XXs - Sent to the PIC’d Carrier Customer when there has been informational changes on the account
·  TC 24XXs - Used by the Provider for providing lists and/or reports to the Carrier Customer
·  TC 25XXs - Used by the Provider to respond to a Carrier Customer’s request for account information
·  TC 26XXs - Used by the Provider to reject a Carrier Customer’s request for information in response to TC 05XX
·  TC 27XXs - Sent to advise the PIC’d Carrier Customer of activity impacting a previously subscribed end user’s account for which there is no PIC change
·  TC 28XXs - Sent by the Provider to provide the Carrier Customer advance notification of a pending subscription order
·  TC 29XXs - Used by the Provider to respond to a Carrier Customer’s request for PIC verification, TC 07XX
·  TC 31XXs - Sent to the Carrier Customer if the submitted PIC change has been rejected because of an error (Note: Since all available 21XX SIs were exhausted, the 31XX SIs were later added to convey additional subscription order reject detail)
·  TC 32XXs - Sent to the non-PIC’d Carrier Customer to provide end user information
·  TC 40XXs – Local resale subscription service installed by Switch Provider (SWP)
·  TC 42XXs – Local resale subscription service disconnected by Switch Provider (SWP)
·  TC 44XXs – Used by Switch Provider to provide local resale end user lists to the Customer
·  TC 51XXs – PICC Bill Change Requests
For all CenturyLink-supported TCs, a summary description for each associating SI is detailed on the following pages.

20XX – Subscription Order Install / TCSI DESCRIPTION
2001 End User Selected AC on Provider Ballot
The end user has selected the AC via a Provider ballot.
2002 End User Allocated
The end user has been allocated to the AC. During pre-conversion, if the end user fails to properly mark or return the first equal access ballot, does not contact their carrier, or has not resolved a conflict situation, the end user is subject to having his access line(s) randomly assigned to a participating carrier (i.e., allocation).
2003 End User Selected AC Through Provider
The end user has selected the AC through contact with the Provider.
2004 Confirmation of AC Initiated Order
Notification to AC of receipt, acceptance, and processing of an AC-initiated order.
2005 End User Selected AC Through Provider - Moving
The end user has selected the AC during a move (change of address). The end user may have had service with the AC and/or another AC at a previous address. BTN - Customer Code and/or WTN may or may not remain the same.
2006 Merger / Acquisition Change Confirmation
Notification to AC of a change in PIC, generated as a result of an AC merger/acquisition.
2008 End User Selected AC Through Provider- New Service
The end user has selected the AC through contact with the Provider. This would not include ballot or allocation activities and would be for new service (N order).
2009 End User Selected AC Through Provider - Change of Primary Interexchange Carrier (PIC) Selection
The end user has changed their PIC on an existing line through contact with the Provider. This would not include ballot or allocation activities.

2010 End User Selected AC Through Provider - Additional Line
The end user has added a line to their existing account and has selected the AC through contact with the Provider. This would not include ballot or allocation activities.
2011 End User Selected AC Through Provider Due To Dispute Over PIC Selection
The end user has changed their PIC on an existing line as a result of a dispute over a previous AC initiated PIC selection through contact with the Provider. This would not include ballot and allocation activities, nor would this SI be used for new or additional service. For this TCSI, the contents of the Disputed CIC data element should be the reported alleged unauthorized Carrier.
2018 End User Changed To AC Due To Provider Switch Reconciliation - Records Change Only
Notification to AC that the end user is on the AC’s network but it is not reflected on the Provider’s records. The Provider has updated their records to show the end user resides on the AC’s network.
2019 End User Changed To AC Due To Provider Switch Reconciliation - Switch Change Only
Notification to AC that the Provider records reflected the end user on the AC’s network but the switch did not reflect it. The end user is now on the AC’s network.
2020 Confirmation of AC Initiated Order With Reseller Indicator Only
Notification to the AC of receipt, acceptance, and processing of an AC initiated order. This is a result of an AC initiated TCSI 01XX order requiring an update of the Toll Reseller Indicator.
2039 Notification of an AC Initiated PIC Change – End User Initiated Through AC
The end user has changed their PIC as a result of a dispute over the current AC PIC selection. The dispute was reported to the submitting AC. For this TCSI, the contents of the Disputed CIC data element should be the reported alleged unauthorized carrier.

2070 End User Customer has Forced PIC (Technological Constraints)
The end user is in an office that does not allow selection of PIC. Currently (February 2009) a Forced PIC normally means a grandfathered PIC. All offices have been converted to equal access.
2071 End User Customer Selected No Carrier of Choice - NOPIC
The end user has decided not select a carrier – thus his number is considered a NOPIC. End user can do dial around for long distance when necessary.
2072 End User has been UnPIC’d by the Access Carrier
Notification to AC that the end user has been changed to a NOPIC per the access carriers’ request. The switch has been updated.
2080 Internal Sweep
Local use code used while doing an internal sweep for Intec application SingleView (CenturyLink’s long distance billing system). For CenturyLink Internal Use purposes only.
2099 WTN – new account – moved from another account
Used when a Local customer is re-arranging WTNs on CenturyLink accounts. A TCSI 23xx would be sent in place of a TCSI 20xx. For CenturyLink Internal Use purposes only.

21XX – Subscription Order Rejected / TCSI DESCRIPTION
21 01 Invalid Transaction Code (TC)
The TC is not recognized by the Provider.
2102 Invalid Status Indicator (SI)
The SI is not recognized by the Provider.
2103 Invalid Carrier Identification Code (CIC)
The CIC does not exist on the current list of assigned codes.
2104 BTN not found
The BTN does not exist in provider file.
2107 WTN not found
The WTN does not exist in provider file.
2108 WTN in BTN Element
The telephone number appearing in the BTN element is a WTN but not a BTN Provider.
2109 WTN Non-Numeric
Non-numeric characters are present in the WTN element.
2110 WTN is All Zeros
The WTN only contains zeros.
2112 Working Telephone Number (WTN) Is Invalid for Provider
WTN is not served by the Provider.
Note - In CenturyLink’s CARE process, the 2112 TCSI includes the following two TCSIs - TCSI 3139 [WTN Is Not In Active Status] and TCSI 2126 [WTN Numbering Plan Area (NPA-NXX-X) is Invalid For Provider - Telephone Number Pooling]. These TCSIs are currently defined by the ATIS/OBF industry standard but have not yet implemented by CenturyLink.
2117 Date Missing
The date is not present in the AC record.
2118 Date Invalid
The date is not in YYMMDD format, or it is outside the acceptable range.
2129 BTN Already Subscribed to AC
The BTN has been previously subscribed to the same AC (having the same Authorization Date in pos. 39 – 44).
2130 WTN Already Subscribed to AC
The WTN has been previously subscribed to the same AC (having the same Authorization Date in pos. 39 – 44).
2133 WTN is Ineligible for Subscription
The WTN is used for a service type that is not eligible for subscription.
