JOB TITLE: Project Administrator - National Neonatal Audit Programme

GRADE: Grade 4

HOURS: 35 hours per week to 31 March 2014

JOB CONTEXT

The Royal College of Paediatrics and Child Health sets and maintains standards for the education and training of all doctors working in paediatrics and child health in the UK. Additionally, through a variety of activities, it influences the quality of medical practice for children in hospital and in the community. The College has almost 12,000 members and fellows and employs around 120 staff predominately based in our London office. The College also has offices in Edinburgh and Cardiff.

The successful applicant will be joining a small, friendly Clinical Standards Programme team to work on the National Neonatal Audit Programme (NNAP), a clinical audit now in the 6th year of data collection. The aim of NNAP is to assess whether babies admitted to a neonatal unit in England and Wales receive consistent high-quality care and to identify areas for improvement in relation to delivery and outcomes of care. Please see www.rcpch.ac.uk/nnap for more details. NNAP works closely with the Neonatal Data Analysis Unit (NDAU) who provide data analysis and statistical support to the audit.

The project now requires a project administrator to work with the project manager and Project Lead to deliver this project. The post will ideally suit an aspiring project manager and provides a valuable learning experience for career development in health service improvement as well as an excellent opportunity to work with experts in the area.

KEY TASKS:

1.  To lead the co-ordination of the National Neonatal Audit Programme and manage the day to day running following good project management principles

2.  To be cited as initial point of contact for NNAP project enquiries from neonatal units, network managers and stakeholder organisations, problem solving and escalating issues as appropriate

3.  To contribute to the management of the project by taking full responsibility for designated key project documents, including the Risk Log and Issue Log

4.  To support and liaise with the Clinical Lead and Chair of the NNAP Board, ensuring he/she is aware of all current issues affecting NNAP, both those coming down from the DH and HQIP and also those arising from users in the NNUs or during data analyses.

5.  To liaise with the NNAP Data Analyst, based at Imperial College, to ensure that all queries regarding data entry issues and audit results from neonatal units and networks are addressed in a timely manner

6.  To support and contribute to quarterly Project Board meetings and Data Working Group meetings including writing and presenting project updates, preparing agendas, relevant papers and preparing minutes

7.  To liaise with the Neonatal Data Analysis Unit (NDAU) Manager in organising the annual NNAP/NDAU Collaborator’s meeting, to include input into programme development, invitation of participants and dissemination of key message after the event

8.  To organise NNAP sessions at the RCPCH Annual Conference and BAPM AGM, and take a lead in dissemination of key messages and lessons learnt through internal and external communication forums and applicable media

9.  To attend relevant meetings and conferences both alongside and in place of the Project Manager to represent and promote the project and the benefits of participation

10.  To develop the relationship with the Neonatal Networks, liaising with Network Managers and attending Network meetings to promote the audit

11.  To take a lead on improving the completion rate of two-year health status follow up forms, promoting this area of the audit and developing an improvement strategy

12.  To disseminate key messages by preparing promotional materials, to include the annual “Information for Neonatal Unit Staff” leaflet and the quarterly NNAP newsletter

13.  To assist in producing the Annual Report, including the production of the Appendices

14.  To monitor and update the project webpages

15.  To circulate annual Action Plan requests to units and compile responses, implementing measures to ensure a high response rate for inclusion in the Annual Report

16.  To monitor the Caldicott Guardian approval status of all units participating in the audit and ensure the required signed approval forms are in place

17.  To monitor the record of units visited/issues raised by the NNAP Nurse Facilitator, liaising with the Nurse Facilitator to ensure units are adequately supported and that learning is shared across all units as appropriate through a variety of media

18.  To contribute to monitoring of the project budget, generating purchase orders on the RCPCH finance system and logging invoices and expense claim forms on the NNAP budget spreadsheet

19.  To collate responses from returned Parent Reported Experience Measure (PREM) forms

20.  To maintain the contacts databases of neonatal unit staff and network/clinical audit department contacts using MS Access

21.  To perform any other duties as required by the NNAP Project Manager, Clinical Standards Co-ordinator and Director of Research and Policy

TERMS AND CONDITIONS

Commencing salary is within a salary range of £25,965 - £31,591. One incremental point is usually awarded each year to the top of the range. A yearly increment is added in January each year.

Contracts are offered on an initial 6 month probationary period and a satisfactory medical reference organised by the College.

Annual Leave Allowance: 27 days plus additional days for College closure between Christmas and New Year

Employment Benefits: Contributory pension Scheme with an employer’s contribution of up to 10%; 35 hour week (normal office hours 9-5 Monday to Friday with one hour for lunch); Interest free season ticket loan on completion of 6 months service.
