RTLB Resources

RTLB have a number of resources available that teachers may find helpful in running a classroom programme.

These include: DVDs- early skills, areas of special needs

Teacher resource books on classroom management and all areas of learning, and best practice.

Information on special areas of need such as autism spectrum, gifted, behaviour, anger,

Children’s books to enhance all areas of literacy.

Resources to be used with children in maths and literacy.

Co-operative learning.

Circle Time

Access to research data bases

Activities to enhance social skills

Guidelines

RTLBs will operate in line with job descriptions and policies to provide advice and support for students with mild/moderate behaviour and/or learning.

These guidelines are in accordance with the Ministry of Education Memorandum of Attachment.

Management Committee

Consists of reps from RTLB, prinicpals, Special Education and Itinerant Supervisor

Purpose:

To provide accountability, direction and support:

§  To enable the host schools to meet their responsibilities as specified in the memorandum for the cluster.

§  To enable RTLBs to carry out their role as specified in their job description.

Intake and Review Committee

Consists of RLTBs, Management Committee representative and Special Education representatives

Purpose:

To ensure that the systems and processes for admission/withdrawal and monitoring are actioned.

§  Meetings will be held fortnightly to consider new RfA, current caseload, withdrawals and other related matters (Tuesdays of even weeks)

Acceptance of Request for Assistance

The teacher/school must be committed to meeting the behavioural and/or learning needs of the student/group and be able to show strategies previously implemented. All RfA’s will be worked within the collaborative consultative model of delivery.

RfA’s will be prioritised on the basis of need, or equity, as determined by the committee.

Criteria for prioritising may include the following:

§  Severity of need

§  Availability of other resources within the school

§  Resources/skills available through RTLB personnel

§  Time involvement

§  Degrees of transience

Acceptance will be on the basis of availability of places on the roll as determined by the Intake and Review Committee within the Toolkit guidelines. Up to three new cases will be accepted at any one meeting per RTLB.

Requests for professional development from schools, parents/whanau or community groups will be considered on an individual basis.

Withdrawal of Students from the Roll

Criteria for withdrawal from the roll include:

§  Change means that the issues for which assistance was requested are no longer of concern.

§  The student is no longer attending a school in the Taupo Cluster.

§  The data collected, or monitoring of the situation indicates that the student does not meet the criteria for inclusion on the RTLB roll. A more appropriate agency is identified and support is requested.

§  The student has been on the roll for the maximum period of up to 40 weeks.

Withdrawal from the roll will be in consultation with schools and family/whanau. The withdrawal is validated by the Intake and Review Committee.

Learning Support Fund

The Taupo RTLB Management Group are the fund holders of the Learning Support Funding for the cluster. This money is allocated, based on the predetermined criteria nationally, dependent on student numbers and decile ratings of schools in the cluster.

Local management decisions, reviewed annually, mean this fund is currently used to support students on an RTLB roll by means of:

§  Resources or teacher release time

§  Teacher aide hours (maximum of 50 hours) to support a current Collaborative Action Plan or IEP (A specific learning delay of at least two years is generally a requirement).

§  Discretionary payments for assessments relating to learning and/or behaviour where funding is not available from another source.

The above funds are accessed, by RTLB at Intake and Review Meetings, based on current data and individual plans. Where demand exceeds supply cases are prioritised in committee.

Decisions are also made at the Management Committee level to support:

§  Professional Development, on a needs basis, biannually.
