PART C
ESIF Complementary Activities [OPTIONAL]

PART C SUBMISSION [Optional]This part allows applicants to introduce complementary activities funded or eligible for support through ESIF that are in synergy/complementarity with the topic area and/or contribute to the objectives of the Clean Sky 2 Programme. These activities shall be presented under separate Work Package/s (ESIF WP) linking to the proposal that clearly indicates ESIF and the relevant national/regional funding scheme/call or ESIF Operational Programme as the possible source of public funding.
This template is analogous to the standard Part B template that is used for describing the core proposal activities which address the topic. If the applicant wishes to submit complementary activities then the completed template should be uploaded in the same way as the Part B. All content related to the ESIF complementary activities must be described in this document only and not mixed with the content of the core proposal contained in Parts A & B.
- It is in your interest to provide an elaborated description of optional complementary activities for potential support through ESIF as this will allow a specific evaluation of these activities by the Clean Sky 2 JU under H2020 criteria and procedures – thus enabling any involved or interested ESIF Managing Authority or competent Member State / Region to consider this evaluation within the framework of their applicable/relevant ESIF financial instruments under their authority.
- This part is subject to a 20-page limitation, including the table templates as presented at the end of the present document. The minimum font size allowed is 11 points. The page size is A4, and all margins (top, bottom, left, right) should be at least 15 mm (not including any footers or headers).
Please note that any submitted ESIF WP will be considered by the CSJU outside the call framework and its rules and evaluation of the core proposal and will be separately evaluated only after the selection of the proposals and the draw up of the ranking list per topic. The CSJU and the external experts will evaluate only the ESIF complementary activities proposed by the applicants which will result top ranked on the related topic in the call for proposal.
Please follow the structure of this template when preparing your application/proposal and provide a detailed description. It has been designed to ensure that you can present your ESIF WP in a way that will enable the JU and the experts to carry out an a comprehensive evaluation of the complementary activities under the H2020 criteria of excellence, impact and implementation.
The applicant shall inform in the ESIF WP template form whether the application for ESIF funding in relation to those activities was already requested through the applicable ESIF call/funding scheme. They shall indicate the competent ESIF managing authorities and expected timing of the award of the ESIF support or whether they reserve to apply for ESIF only after the CSJU evaluation of those activities is completed. If the applicable ESIF call/funding scheme is not defined yet by the ESIF Managing Authority, the applicant may make reference to the relevant ESIF Operational Programme.
If the activities proposed through the ESIF WP have already been granted an ESIF funding or are under evaluation under the relevant ESIF call, the applicant shall specify that and make reference to the ESIF commitment or award decision and expected timeframe of implementation.
The ESIF WP shall describe the complementary activities to be performed with ESIF support by the applicant(s) from one country only (in case of national ESIF Operational Programme(s) or from one Region only (in case of regional ESIF Operational Programme(s). In cases where the applicant is a consortium of legal entities from several countries/Regions, separate and individual WPs may be proposed by the entities counting with ESIF support for its related activities; however, even proposals concerning only a part of the consortium members will be taken in consideration.
Please note that by submitting this proposal electronically, all documents and attachments uploaded into the submission system form a legally binding part of your proposal. The documents are submitted under the applicants password controlled access and are time-stamped by the system. Therefore it is not necessary to print documents for hand signature and re-scan them before uploading. Applicants, particularly proposal coordinators, should ensure that proposal content uploaded under their password is correct because they are legally responsible for it and the proposal cannot be updated after the call deadline has passed. It is recommended that documents be converted directly from editable to PDF versions to optimise quality and file size rather than scan printed versions.

1. Excellence
The complementary ESIF Work Package(s) must be related to the topic for which the core proposal is submitted or to the topic area or more at large must show a contribution to the Clean Sky 2 Programmeobjectives as set out in the Joint Technical Programme
1.1 Objectives
· Describe the specific objectives for the project[3], which should be clear, measurable, realistic and achievable within the estimated duration of the project. Objectives should be consistent with the expected exploitation and impact of the project (see section 2).
· This section should introduce and describe the objectives of the activities proposed with ESIF support and explain the level of synergies and complementarity of such additional WP(s) in relation to the proposal, topic area or Programme objectives.
1.2 Relation to the proposal, topic area and Programme objectives.
· Indicate the technical area to which your ESIF WP proposal relates, and explain how the ESIF WP proposal addresses the specific challenge(s) of the topic, topic area or Programme objectives
The description of the overall Clean Sky 2 Programme is the “Joint Technical Programme[4] which may be consulted by the applicants to clarify the context of the topics within the overall strategic objectives of the Programme and the relevant IADP/ITD area(s).
1.3 Concept and approach
· Describe and explain the overall concept underpinning the ESIF WP . Describe the main ideas, models or assumptions involved. Identify any trans-disciplinary considerations;
· Describe the positioning of the ESIF WP e.g. where it is situated in the spectrum from idea to demonstration. Refer to Technology Readiness Levels where relevant. (See also General Annex E of the work plan);
· Describe any national or international research and innovation activities which will be linked with the ESIF WP including any ongoing JU funded projects to which the ESIF WP may be related/linked to , especially where the outputs from these will feed into the proposed ESIF WP .
· Describe and explain the overall approach and methodology and justify the credibility of the proposed approach;
· Explain how the technologies, the approaches and the solutions proposed are suitable with respect to the topic description or the IADP/ITD area or Programme’s objectives.
1.4 Ambition
· Describe the advances your ESIF WP proposal would provide beyond the state-of-the-art, and the extent to which the proposed work is ambitious and innovative. Your answer could refer to the ground-breaking nature of the concepts involved, the approaches and methods proposed, and the issues and problems to be addressed.
· Describe the innovation potential which the proposal represents. Where relevant, refer to products and services already available on the market. Please refer to the results of any patent search carried out.
2. Impact
2.1 Expected Impact
Please be specific, and provide information that applies to the ESIF WP proposal, its objectives and how that would also contribute to maximize the impact of the core proposal. Wherever possible, use quantified indicators and targets.
· Describe how your ESIF WP project will contribute to:
o Maximize the expected impacts under the relevant topic or topic area;
o improving innovation capacity and the integration of new knowledge;
o strengthening the European competitiveness of the sector and creating potential for growth by developing innovations meeting the needs of the European and global markets; and, where relevant, by maturing such innovations to a point where they would be viable for development;
o any other environmental and societal impacts (if not already covered above)
2.2 Measures to maximise impact
2.2.1 Dissemination and exploitation of results
· Provide a plan for the dissemination and exploitation of the project's results Describe where the core research activities will be carried out and how they will impact and benefit competitiveness and regional development .
· Describe a credible path to deliver the innovations to the market. The plan, which should be proportionate to the scale of the project, should contain measures to be implemented both during and after the project.
Dissemination and exploitation measures should address the full range of potential users and uses including research, commercial, investment, social, environmental, policy making, setting standards, skills and educational training.
The approach to innovation should be as comprehensive as possible, and must be tailored to the specific technical, market and organisational issues to be addressed.
· Explain how the proposed measures will help to achieve the expected impact of the project. Include a business plan where relevant.
· Explain how the proposed ESIF complementary activities will contribute to maximise or complement the overall impact of the core proposal?
3. Implementation
The elaboration of the information under this section may vary depending on the applicable ESIF funding instrument. However sufficient level of information shall be provided to allow the JU and the experts to conduct an evaluation related to these aspects.
3.1 ESIF Description of work — Work packages, deliverables and milestones
Please provide the following:
· brief presentation of the overall structure of the description of work
· timing of the different work packages and their components (Gantt chart or similar)
· detailed work description, i.e.:
o a description of each ESIF work package (table 3.1a);
o a list of ESIF work packages (table 3.1b);
o a list of ESIF major deliverables (table 3.1c);
· graphical presentation of the components showing how they inter-relate (Pert chart or similar) both between themselves and with the WBS of the ITD/IADP (where possible and relevant)
Give full details and explain the consistency between the proposed activities and the background, key capabilities, skills and competences as described. Base your account on the logical structure of the project and the stages in which it is to be carried out. Include details of the resources to be allocated to each work package to show evidence of the appropriateness and efficiency of the allocation of tasks and resources.
The number of work packages, deliverables and milestones should be proportionate to the scale and complexity of the project.
You should give enough detail in each work package to justify the proposed resources and budget to be allocated and also quantified information to allow its evaluation and that progress can be monitored.
You are requested to include a distinct work package on ‘management’ (see section 3.2) and to give due visibility in the description of work to ‘dissemination and exploitation’, either with distinct tasks or distinct work packages.
Definitions:
‘Work package’ means a major sub-division of the proposed project (i.e. Level 1 Work Package).
‘Deliverable’ means a distinct output of the project, meaningful in terms of the project's overall objectives and constituted by a report, a document, a technical diagram, a hardware, software etc.
‘Milestone’ means a control point in the project that helps to chart progress. A milestone may correspond to the completion of a key deliverable, allowing to test progress and to allow the next phase of the work to begin.
3.2 Management Structure and Procedures
3.2.1 Capabilities
· Describe the ability to:
o manage the ESIF WP activities;
o ability to work effectively within a supply chain and into an equal or higher tier industrial organization
3.2.2 Structure and procedures
· Describe the organisational structure and the decision-making (including a list of milestones (table 3.2a))
· Explain why the organisational structure and decision-making mechanisms are appropriate to the complexity and scale of the project;
· Describe, where relevant, how effective innovation management will be addressed in the management structure and description of work.
- Innovation management is a process which requires an understanding of both market and technical problems, with a goal of successfully implementing appropriate creative ideas. A new or improved product, service or process is its typical output. It also allows an applicant to respond to an external or internal opportunity.
3.2.3 Risks
· Describe in detail any critical risks related to the implementation of the ESIf WP project where its identified objectives may not be achieved in full or in part.
· Please fill in the table with the identified critical risks, their categorization and impact, and specify the mitigating measures foreseen (table 3.2b).
