Organisational Context

Médecins Sans Frontières Australia Ltd (MSFA) is one of 23 international MSF offices around the world committed to delivering medical humanitarian assistance to populations in crisis.

MSF delivers medical care based on need alone and operates independently of government, religious or economic influence and irrespective of race, religion or gender.

The Australian section was established in 1995 and has experienced significant growth in recent years. In 2015 Médecins Sans Frontières deployed over 200 Australian and New Zealand field staff. In addition more than 130,000 givers donated over AUD$75 million to the work of the movement.

The steadily increasing growth of the organisation has led to the need for a larger ICT infrastructure increasing significantly over recent time and with an obvious requirement to maintain and manage those systems.

As the organisation and MSF offices worldwide continue to grow, more attention needs to be placed on ensuring MSF Australia is well equipped in terms of its ICT infrastructure to handle the needs of our staff, clients and donors. There is also a growing demand to move in the direction of common ICT systems globally, build stronger international support and outsource specific ICT responsibilities to offices within the MSF movement.

The MSFA ICT applications environment is a hybrid of internationally mandated and local systems. Even in cases where licensing comes from MSF European headquarters, some local processing will be necessary.

Overall Responsibility

1. Set overarching strategic ICT priorities for MSF Australia to best enable and deliver on organisation objectives

2. Represent MSF Australia within the international MSF movement on all ICT related matters

3. Manage MSF Australia’s Information & Communications Technology systems and infrastructure on a strategic and a day-to-day basis, to ensure the current and future ICT needs of the organisation are met.

4. Lead MSF Australia’s day-to-day ICT support staff and manage external contractors.

5. Ensure maximum availability of ICT applications and systems to MSF Australia stakeholders.

MSFA expects that the above will be managed in a professional, efficient and cost-effective manner according to best practice, safeguarding the interests and assets of MSF Australia at all times.

MAIN TASKS/DUTIES

ICT Strategy

· Set and review MSF Australia’s ICT strategy and policies, guided by and contributing too MSF Australia’s overall strategic direction, taking into account current and future global MSF office ICT needs

·

· Provide advice to senior management, and the Board where required, regarding ICT security, strategy, risks and other items including innovation and business objective alignment.

· Ensure that MSF Australia’s ICT infrastructure is optimal for current and future strategic needs

· Manage the ICT aspects of MSF Australia’s Disaster Recovery Plan, including but not limited to ensuring regular backups are made, offsite storage and systems are monitored and audited and the required backup-systems are monitored, tested and ready

· Proactively liaise with and collaborate with Operational Centre Paris (OCP) counterparts and lead specific OCP group ICT initiatives as identified and relevant

· Represent MSF Australia on all international MSF ICT platforms, ensuring strong collaboration on international ICT agenda’s, specific projects and change process within the MSF movement

· Take a leadership role in OCP/movement wide ICT projects where possible and desirable

· Establish and maintain policies, standards, procedures and guidelines including communication and (where appropriate) enforcement.

· Institute regular monitoring of ICT resources to ensure appropriate levels of performance and flag upgrade needs for future funding.

· Represent ICT strategy to the MSF Australia management team as required

ICT Systems Infrastructure

· Manage MSF Australia’s data network infrastructure ensuring appropriate security, performance and reliability

· Manage MSF Australia’s voice network infrastructure ensuring appropriate security, performance and reliability

· Ensure that MSF Australia’s access to the Internet is reliable and at a performance level appropriate to those internal systems that require external connectivity

· Manage and account for all ICT-related assets, including but not limited to, the recording and maintenance of a Service Tag Registry, serial numbers and other related information.

· Manage MSF Australia’s (Lotus Notes based, moving to Office 365 in November 2016) email system and ensure high levels of availability via internal processes and external liaison with other MSF ICT contacts

· Ensure that remote access to MSF Australia systems is secure, reliable and flexible to meet stakeholder requirements

· Ensure that the donor database (CRM) infrastructure is regularly updated and maintained, including provision of a test environment, to maximise system performance, reliability and functionality

· Work with Fundraising teams to ensure the security of data transfers in and out of the security data network per PCIDSS standards.

· Proactively bring new ideas and new technologies forward to the relevant individuals and assess their suitability for MSF Australia.

ICT Support

· Lead MSF Australia’s ICT Technical Support Officer utilising best practice methodologies, managing and tracking all ICT service support requestsand providing guidance, support and training when required.

· Ensure ICT requirements of other MSF Australia departments are met, via regular liaison with key users

· Manage and maintain internal MSF Australia business applications to ensure that desired departmental business productivity levels and ICT requirements are achieved

· Develop collaborative working relationships with other MSF Australia staff for cross-functional tasks & duties that require ICT input

Other

· Chair MSF Australia’s ICT Working Group which convenes on a monthly basis

· Manage MSF Australia’s ICT Budget, recognising MSF Australia’s status as a not-for-profit organisation

· Liaise with and continue to manage the close relationship we have with MSF Australia’s external service providers

· Manage and maintain good relationships with all MSF Australia ICT service providers and determine the most effective use of such service providers

· Undertake a regular process of risk assessment and mitigation within the ICT environment, contribute to the development and management of the MSF Australia risk register.

· Understand the implications of the Payment Card Industry Data Security Standards (PCIDSS) for MSFA and ensure compliance where required

· Be aware of other industry-related compliance requirements and their implications for MSFA.

· Communicate regularly and proactively with the office regarding ICT matters

· Work closely with the Office Manager on shared areas of work.

· Undertake such other activities as may be required by the Manager Finance & Administration or his/her delegate

· Work outside of standard office hours to perform maintenance when required, liaise with overseas colleagues and occasionally provide technical support to MSF Australia team members who are overseas.

Essential – Technical

· Knowledge of switching technology and topology

· Knowledge of firewall systems and configuration (NAT, ports, failover, etc)

· WiFi systems management

· Website SSL certificate management (CSRs and renewals)

· Buy them! General server setup and management, including RAID

· Maintenance and configuration of uninterruptable power supply systems (UPS)

· Rack and rack power management

Essential – Software

· Windows Server 2003, 2008 and 2012.

· Active Directory, DNS, DHCP Servers

· MS SQL Server 2008/2012/2016 administration

· Windows Operating Systems (Windows XP, Windows 7 and 10)

· SharePoint 2007, 2010 and 2013 – including server collection administration, farm administration and disaster recovery (including SQL back-end operations)

· BackupExec software or other backup software

Desirable

· Relevant tertiary qualifications

· Experience with Blackbaud Raiser’s Edge or other fund raising management software

· An understanding of website hosting & administration technologies

· InfoPath Programming or knowledge of forms processing systems

· Experience with PCIDSS compliance

· PBX administration, particularly Nortel BCM 400 (Outsource this)

· Domino Server administration
