The maximum voltage of 255 kV occurred at Jayanagar & Bidanasi Grid Sub-station while Paradeep 220 kV bus has experienced the minimum Voltage of 196 kV.

(E) Drawal of Machhakund Power
The drawal of Machhakund power during the month of October’14 was 15.693 MU against AP drawal of 16.98 MU
A meeting was convened at Upper Kolab PH on dated 12.11.2014 to discuss issues relating optimization of State’s drawal from Machhakund generation. Minutes of the meeting is enclosed as Annexure. It was suggested to expedite the following measures for maximizing the State’s drawal.
- Modification of 132 kV bus at Jayanagar Grid S/S to include Jayanagar area load on Machhakund system
- Construction / modification of 33 kV feeders by Southco to include more numbers of 33 kV feeders in Machhakund system.
- Direct communication between Machhakund PH and State Load Despatch Centre.
- Accounting State’s drawal on daily / weekly average basis instead of real time.
Regarding installation of breaker in 132 kV traction feeder at Machhakund, it was stated by Machhakund Authority that that 3 Nos of 132 kV CT and LA are also required for commissioning of the breaker. However the condition of the breaker needs to be checked. CGM (O&M) may consider for releasing of CT & LA for commissioning of the said breaker after verifying the condition.
It is also learnt that Machhakund units cannot withstand the sudden jerk of Railway load due to oldness of machines. This feeder can be utilized for contingency purpose only while taking up the line maintenance work. However, the feeder can be utilized for feeding of area load. During visit to Machhakund PH, it was noticed that the said feeder is passing near Lamtaput village. OPTCL may examine for construction of 132/33 kV S/S at Lamtaput with LILO of Machhakund traction feeder to cater the area load, which is presently being fed from Jayanagar S/S, so that more load can be diverted to Machhakund PH as well as the 132 kV feeder can be best utilised. Connectivity of proposed Lamtaput S/S and configuration of 33 kV system is indicated below.

PART C – issues to be raised in 103rd OCC meeting of ERPC
C1: Augmentation of 3rd ICT at 400kV Jeypore s/s.
The 2 nos. of 315 MVA ICT's at Jeypore s/s are getting loaded up to 200 MW each many times. In such a scenario, tripping of any one ICT will lead to tripping of second ICT also. The ICT-I has already completed 25 years and its performance also getting deteriorated. Hence, it is proposed to approve for 3 rd ICT, in view of contingency & reliability.
OCC of ERPC in 102nd meeting approved the proposal for augmentation of Jeypore PG S/S by installing 3rd 315 MVA.
In the last meeting it was decided that Gridco shall write a letter to ERPC in this regard.
GRIDCO may deliberate.
C2. Status of 80MVAR Line reactor of 400kV Meramundali-Angul at Meramundali
In the last meeting G.M (O&M) stated that OPTCL has completed the installation work. Powergrid shall take up the commissioning work.
CGM (O&M) may please deliberate the status.
C3. 220 kV inter-connecting lines of OPTCL with 400/220 kV Bolangir (PG) S/s
400/220 kV, 2X 315 MVA S/S at Bolangir has been established by Powergrid as part of ISTS system & the following 220 kV interconnecting lines was envisaged to be established by OPTCL:
(i) LILO of OPTCL’s Burla-Bolangir line (One ckt) at Bolangir (PG).: March 2015
(ii) 220 kV Bolangir –Kesinga D/C line with one ckt LILO at Bolangir(PG).: January’15

C4: High voltage problem at 400kV Jeypore-OPTCL Substation—OPTCL
During visit to Powergrid S/S at Jeypore on 12.11.2014, it was learnt that the nominal tap position of ICT is “9”, but ERLDC instructed them to keep the tap position at 14. Further the FSC installed in 400 kV Bolangir and 400 kV Gazuwaka feeders are creating over voltage as well as harmonics, which affects the generator performance of Upper Kolab PH. OHPC may raise the issue in the OCC meeting of ERPC. SLDC may raise the issue of lowering tap position further to control 220 kV bus Voltage at Jayanagar S/S.

C5: Status of “Third Party Protection Audit”
In last meeting CGM (O&M) stated that OPTCL have sent the formats to CPRI. The reply is yet to be received from CPRI.

C6: Pollution mapping for Eastern Region
In the last meeting it was decided to conduct the training for Discom coordinators by OPTCL coordinator on 7th November 2014 at PTC, Chandaka.

C7: Certification through BIS as per IS 18001:2007 to all generating/transmission units.
In the last meeting it was decided that OPTCL shall coordinate with BIS for certification of OPTCL S/Ss.

C8: Mock Black start exercises in Eastern Region–ERLDC
The mock black start exercise for Balimela HEP was conducted on 19.11.2014 at 12:45 hrs successfully.
The mock black start exercise for Upper Indravati HEP shall be conducted during 1st week of December 2014.
SLDC & OHPC may deliberate.

C10.Furnishing of details of tripping of 220kV and lines in ER Grid
As per discussions in the last PCC meeting, tripping of all 200kV and above lines are to be discussed in the PCC meetings. Also, ERLDC is required to notify the violation of protection standards for tripping in 220kV and above lines including inter-regional lines. It is hence requested that all constituents may kindly furnish details of tripping along with DR/EL outputs within 24hours of the event as per IEGC.
The details may be sent as per the format for disturbance reporting which has already been circulated.

PART-D – Operational Issues
D1: Non-compliance of drawal schedule by DISCOMs
Non compliance of drawal schedule messages issued to Discoms during the month of October 2014 is as tabled.

All the Discoms are requested to predict their drawal in a realistic manner to avoid over drawal / under drawal. Frequent revision of drawal schedule can also be avoided, although there is no restriction for revision.
It is observed that during off peak hours of the drawal schedule of Discoms are above the technical minimum of generation availability i.e keeping hydro as well as IPP generation at the minimum and surrendering State’s ISGS share. During this period the generation availability is being scheduled to the Discoms, apportioning to their respective share.
Discoms may please deliberate.
D2: Availability of data of real time power flow of feeders covered under Under-frequency Load shedding scheme (UFLS) and lower relief expected to obtained in real time system operation
In the last PSOC meeting, G.M (Telecom) stated that, Techno commercial bid has already opened. Tender evaluation is under progress for the procurement of MFM. Work will be taken up thereafter.

D3: Reporting of Sequence of Events (SoE)
It is noticed that Sequence of Event (SoE) report for Meramundali S/S is not available in complete shape due to non-integration of all 400kV breakers in SCADA system.
