The Single-Family Umbrella Rules at 10 TAC §20.10(a) state that:
“A rehabilitation project is eligible for Reconstruction if the initial inspection report estimates that the cost to rehabilitate exceeds the rehabilitation threshold, which shall be $40,000, or the pre-rehabilitation value of the structure to be rehabilitated, whichever is less.”
This determination must be utilized to verify whether the assisted property is eligible for Rehabilitation or Reconstruction assistance.

Answer to Line 5 is “Yes”. Project is not eligible for Rehabilitation and must be Reconstructed. The Rehabilitation Work Write-Up must be kept in the Project file.
