Consent Minutes

February 18, 2016

1. Meeting called to order at 6:00 p.m.

1) Roll Call & Sign In: Maureen – Canyon View; Jay – Lakewood Sierra;

Heather – Forebay; Martin - Camino Community

Norma - Upper Ridgeway; Dennis – Cedar Grove

2) Approval of Agenda: Feb 18th Agenda, Board Action Item

Maureen moved to approve the proposed agenda. Dennis seconded. All Approved.

3) Consent Minutes: Approve Jan 21th Minutes, Board Action Item Norma moved to approve the minutes. Jay seconded. All Approved.

4. Public Comment: Closed Board meeting, 2016 planning

5. Informational Items:

(1) March 22nd after EDCFSC board meeting, Defensible Space Evaluators training being offered by CAL FIRE. USFS on Forni Rd 1:00 pm – 3:00pm

(2) EDCFSC events and support – EDCFSC approved $200 to improve our displays, and buy canvas “GO” Bags.

(a) Red "GO Bags” imprinted with EDCFSC and Firewise Logos (required), include the Evacuation checklist. Bags to be distributed 50 to each Fire Safe Council in the county. They are large enough to store essentials, other than clothes.

(3) Display booth revisions needed: ACCESS (corrections), EVACUATION (total redo), LANDSCAPE (expand). Need to correct the ACCESS flyer and resupply most of our fliers.

(4) Heather is in charge of the EDCFSC booth at this year’s Home & Garden Show, April 29, 30 & May 1. EDCFSC is printing ACCESS and BUILT ENVIRONMENT fliers for that event, and will include any other fliers we can put their logo on. Printing is free as long as EDCFSC & Firewise LOGO is on handout. Heather has to break down the H&G show booth the same day of the Arbor Day booth.

6. Program Reports:

i. SRA Grant, Weber Creek Fuel Reduction PP-1; on going – Heather

1. Heather spent a couple days flagging the boundary with the RCD crew. There is one more flagging day before it will be finished and we can start looking for the fuels reduction contractor. Goal is to target 140 acres of strategically viable ground for this grant; but RCD found 40 acres already treated, so that needs to be excluded.

ii. 2016 WUI grant, a 12-page Fire Adapted Community brochure; no new action – Heather

1. Schedule a start date with Maureen. No new action. Maureen and Heather will start putting it together Wednesday, 2/4 at 2:30.

iii. 2016 Meetings & Events: Assign board member responsible for each event.

1. Meetings and Activities

a. Wednesday, March 16th - Regular meeting at the Community Center at 6:30. Focus on: Informational meeting; Accomplishments; This year’s program and future events sign up.

b. Saturday, April 9th - Mobilize Camino School at 10 am. Martin is the contact for this meeting. He will contact Mike Hardy (or Dennis will?) to confirm venue and Matt Smith to put something in the school bulletin. Topics: Defensible space, Evacuation, and Ember Aware video

c. Saturday May 14th - Awarded Defensible Space project at location to be determined 10 am. Heather is coordinator.

d. Saturday, June 18th - Regular meeting at Gold Ridge Forest Clubhouse, 11 am. Guest Speaker: Master Gardener - Heather will find the speaker. The fees are being waived for use of the clubhouse. Heather is coordinator

e. Wednesday, July 20th - Regular meeting at Old School, Pollock Pines 6:30 pm. Possible topics: Code Red communication system, OES, Evacuee’s True Story. Heather is coordinator.

f. Saturday, September 17th - Awarded Defensible Space project at location to be determined 10 am. Jay is coordinator.

g. Wednesday, October 19th - Regular meeting at Old School, Pollock Pines 6:30 pm. Guest Speaker: TBD. Jay is coordinator?

h. Booths:

i. May 1st - Arbor Day, Old School, Pollock Pines. Norma will coordinate.

ii. May 1st - Home and Garden Show booth for EDCFSC - Heather will coordinate.

iii. May 7th - Community Wildfire Preparedness Day - Martin and Dennis will coordinate; Heather will secure venue and insurance.

iv. July 4th - Pollock Pines parade booth at El Dorado Savings and CVS parking lot - Heather and Jay will coordinate with Wanda at Chamber of Commerce.

2. 3.5” x 8” cardboard save the date fliers: Same type as what CEDAPP does. They would have all our meetings and events listed for distribution to businesses, so the public can pick them up. Cost $180 for 500 to have a local printer print. Vista Print may be less expensive. Jay moved to spend up to $200 to print postcards advertising events. Vote - failed. Concern was expressed that we wouldn’t get enough bang for our buck to make it worthwhile. Amended to $150. Seconded by Dennis. Discussion - size of card could be smaller. Approved. Maureen will look into Vista Print.

iv. Defensible Space Work project application - Jay is heading the application form

1. Outline elements that will be used to judge the applications including number of neighbors participating, number of volunteers contributing time, number of

2. PPCFSC meetings attended, etc. Evaluate applications using a point system similar to evaluating applications for jobs.

3. Change the May 21st project day, Heather will be gone all week Changed to the 14th.

4. Pat Dwyer said we can use the same Volunteer and Hold Harmless agreements that we use for the Defensible Space program.

v. National Wildfire Community Preparedness Day - NFPA, Jay

1. Funding for 125 projects for $500 each, is being provided by State Farm to cover expenses related to grassroots efforts, apply by February 28. Have 4-5 solid ideas from last year if we want to change it up - NO. We can just use last year’s application and change it to apply to Camino, since National Wildfire Community Preparedness Day will be held in Camino this year. Put event out in Camino Facebook page & Growers Assoc. We need to request funding for food, drinks, displays and handouts. Send an e-mail out for how to vote once application is in. Jay will consider submitting the application if he has the time from school.

vi. Timesheet for 2015 Match in Kind,

1. 2015 starting in April, when PP-1 Weber Creek was awarded. This year committed $12,500 in in kind contributions for the SP-1 SRA grant. Last year committed twice as many hours to the PP-1 grant, went overboard in estimating times. Norma will send out timesheet again. Heather will provide the matching “In Kind” contributions for the project update report to Tom Tinsley.

7. Treasure Report: Maureen

ii. Go Fund me - Two additional contributions. Total amount $130.
