PREMIER SITE PROGRAM

Effective June 1, 2007

The Premier Site Program is designed to support Participants providing quality commercial sites to better compete in the increasingly competitive fleet card market. The program recognizes the higher investment and operating costs associated with offering superior controls and convenience to the fleet customer.

Definition of Premier Site

1. Open 24 hours per day, 7 days a week with no truck or vehicle restrictions

2. Offer a minimum of one grade each gasoline and diesel for on-road use

3. Have a minimum of product type controls (gasoline vs. diesel), gallon limits and pay at pump

4. Communicates to CFN Host via satellite or Internet connectivity

5. Be registered by a participant who is a CFN card issuer (as determined by CFN).

CFN retains the right, at its sole discretion, to modify qualifications for Premier Site designation. Any sites not meeting any current or future revised criteria are subject to reclassification as standard sites.

Application and Review Process of CFN Premier Sites

· Omitted or Disputed Sites – A site may be omitted from the initial process if CFN was not advised of changes and the database is not correct. Participant may appeal by supplying updated site information to CFN. Please submit a new Site Registration and Proposal Form (located at www.cfnnet.com) to the Site Transition Coordinator with an explanation of why the site should be considered for Premier status. Site information will be reviewed by the Selection Committee and you will be notified of the final decision.

· New Sites – Participant must request and complete the Premier Site Status Request Form and return it to CFN in the Site Request Package.

Questions regarding Premier Site designation, whether qualified or non-qualified, should be directed to the Site Transition Coordinator for review by the Selection Committee.

Policies

1. Criteria Review - CFN will review additional site, product, and service enhancements for inclusion in the program from time to time. CFN retains the right, at its sole discretion, to modify qualifications for Premier Site or other future site designations. Any sites not meeting revised criteria are subject to reclassification.

2. Equipment Review - CFN will review additional equipment and site configurations for inclusion in the program that provide the essential controls and performance meeting CFN specifications. Essential controls, at a minimum will be, “Product Control by Grade” and “Transaction Volume Limit Control”. Contact CFN with proposed vendor and equipment specifications verifying network compliance. CFN will review and decide if certification process is warranted.

3. Disputed Sites - Any Participant is encouraged to notify CFN if products, site attributes or operations change whereby a site would not comply with Premier Site designation criteria. CFN will research and if the deficiency is verified and not corrected within a reasonable time, the site will be reclassified as a standard network site.

4. Site Designation Changes - Effective date of Premier Site designation will be determined by CFN and not be retroactive.

5. Termination and Revisions - CFN reserves the right to modify, revise or terminate the Premier Site program at its sole discretion.
