Job Title: / Regional Operations Manager
Classification: / Exempt
General Requirements: / Member of the Executive Management Team (EMT). Participates in strategic planning initiatives, weekly EMT meetings and Quarterly Program Reviews with corporate management and customers. Responsible for managing Regional Office staffs and allocating associated resources to meet established performance objectives for cost control, revenue growth, profitability, customer and employee satisfaction in accordance with corporate strategic objectives. Reports directly to the VP Operations. Responsible for ensuring that CEO and others on the EMT are informed of issues and status of activities on a regular basis.
Detailed Requirements: / 1.  Supervise/manage personnel and other resources at Regional Office.
2.  Participate in management initiatives as assigned.
3.  Interface directly with Headquarters personnel for:
a.  Human Resources (recruiting, disciplinary actions and other issues, disability and workman’s comp claims, hiring and termination, etc.)
b.  Accounting (financial reports, payroll, timecards, expense reports, etc.)
c.  Facilities and Security (Clearances, badge requests, visit requests, major equipment and furniture purchases, etc.)
d.  Contracts (contract-related purchases, task order proposals, travel authorizations, office leases, etc.)
4.  Procure necessary office supplies and submit requests for major furniture and equipment purchases to Facilities Manager.
5.  Monitor applicable Business Development Sites for opportunities in their Area of Responsibility (AOR) such as FEDBIZOPS, NECO, Seaport-e, Command-specific websites such as NAVAIR.navy.mil, and Input.
6.  Perform Capture Management responsibilities for assigned target opportunities.
a.  Prepare Capture Plan
a.  Monitor procurement
b.  Develop and execute Contact Plan and proposal strategy
c.  Update BD Database
7.  Participate in proposal efforts.
8.  Establish and enhance relationships with:
a.  Current and potential teaming partners, customers, and employees in AOR.
b.  Contracts office and Small Business office in AOR
9.  Participate in industry-specific organizations such as NDIA, PAX Partnership, etc. in AOR.
10.  Perform functions of Program Manager III:
a.  Develop/maintain Project Management reporting tools/documents.
b.  Develop/review project plans.
c.  Attend technical and program reviews.
d.  Teach/mentor engineering or other disciplines.
e.  Establish quality and performance metrics.
f.  Manage projects.
g.  Supervise personnel (i.e., perform evaluations, conduct disciplinary actions, monitor IDP progression, mentor and train personnel, etc.)
h.  Establish challenging, but realistic training goals for personnel under your cognizance.
i.  Perform cost tracking, review and approval deliverables on assigned contracts and task orders.
j.  Perform task order marketing to maximize annual contract revenue.
k.  Provide primary interface with government Technical Assistant (TA) and Contracting Officer’s Representative (COR) as well as Synectic corporate management.
l.  Keep TA, COR, and Synectic corporate management apprised of current status and any issues affecting performance.
Minimum Skills and Experience: / 1.  Bachelor’s degree or equivalent experience.
2.  Minimum of ten years of related experience.
3.  Excellent verbal and written communications skills.
4.  Minimum of five years management and supervisory experience.
5.  Basic understanding of the Federal Acquisition Regulation (FAR) and Labor Law.
