Fort Indiantown GAP Digital Cable Television

Vision Statement

The contractor shall provide subscription digital cable television services to any current and future tenants of Fort Indiantown Gap

1 Introduction

The purpose of this statement of work is to provide project requirements for upgrading Pennsylvania National Guards aging television cable system that supports subscribers located at Fort Indiantown Gap (FTIG), and to provide new internet access as a service.

2 General Requirements

2.1 Non-Personal Services

The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately.

2.2 Business Relations

The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor

personnel.

2.3 Contract Administration and Management

The Contractor shall:

§ / Provide Subscription digital cable television and internet services to any current and future tenants of Fort Indiantown Gap. Services will be operational within 30 days of contract awards. Services to critical areas will be operational within 48 hours of contract award.
Services must be "packaged (Basic, Medium, Full) and provided at different reasonable rates based on individual subscribers requirements.

§ / Install and maintain all infrastructure to operate television and internet
services (cabling, connectors, converter boxes etc.).
Install, test, troubleshoot, program, maintain and repair all current and future cable television services. Requests for new service will be completed within 72 hours. Request to repair services will be completed within 72 hours. Request to repair services in crucial areas will be completed within 24 hours.
Submit monthly reports to the Government on cable television services on a monthly or as need basis.
Provide an "As built final technical wiring, equipment and hardware diagrams in preferred medium: Hard Copy and CD/DVD.

Request vendor to describe local technical, maintenance and repair
support facilities, including dispatch methods and technician support tools.
Remote Support Services
Request vendor to describe manufacturer and/or vendor remote operations center facilities in support of end user customer system administration, monitoring, maintenance, and repair operations. Include the number of support personnel and training

4 Special Requirements

This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.

4.1 Location and Hours of Work

Accomplishment of the results contained in this PWS requires work at Fort Indiantown GAP, PA. Normal workdays are Monday through Friday except US Federal Holidays. Workers typically

work eight (8) hours per day, 40 hours per week. Flextime workers start not earlier than 0600 and not later than 0900. Core hours of work are from 0800 to 1600 daily. All employees are expected to be available during core hours.

4.2 Government Furnished Materials

The Government retains the right to any materials that they provide at the termination of the contract. (i.e. Television lines, remotes, etc).

5 Performance Requirements

The following section specifies the Performance Objectives and Performance Elements for the contract.

5.1 The contractor shall provide a packaged digital television service.

The television cable services must allow for "packaged service (basic, medium, full channel packages) based on individual subscribers requirements.

5.1.1 Provide and maintain minimum required channels for cable service.

5.1.2 The Contractor shall provide and maintain cable service packages based on subscriber requirements for Cable Television Service.

5.1.3 The Contractor shall provide television cable service equipment to any existing or new subscribers located at FTIG.

6 Deliverables

The contractor shall provide deliverables as described in subsequent task orders. Deliverables shall be specified by the government. Format and delivery schedule for deliverables shall be outlined in CDRLs and/or other means TBD.

7 Quality Assurance Surveillance Plan (QASP)

The Government shall monitor the Contractors performance under this Task/Delivery Order in accordance with the Governments QASP.
