I recently learned form the Professional Airways Systems Specialists (PASS) that the Bush administration is planning to contract out the inherently governmental work their members perform. As your constituent, I am asking you to oppose any efforts to contract out the work of Systems Specialists, Aviation Safety Inspectors or any other safety related jobs within the FAA.

As you may already know, the President’s budget included language asking agencies to contract out five percent of commercially competitive jobs in FY 2002, an additional 10 percent in FY 2003, with an ultimate goal of 50 percent by 2006. To meet their goal, the Administration instructed every federal agency to take a harder look at what federal jobs can be contracted out. In order to meet the Administration’s arbitrary demands, the FAA has now determined that the critically important work that Systems Specialists and Aviation Safety Inspectors perform is now commercially competitive.

It was the Systems Specialist workforce who successfully ensured operation of the systems that helped safely land all of the aircraft in the National Airspace System (NAS) after the tragic attacks of September 11th. I find it irresponsible to think that this Administration would even consider contracting out the work they perform.

Please tell the Administration that the inherently governmental work Systems Specialists and Aviation Safety Inspectors perform should not be sold to the lowest bidder. Contracting out chooses an anti-government ideology over public safety. Please put an end to this bad idea and oppose any efforts to contract out safety related aviation jobs.
