ISSUE BEFORE THE BOARD: Approval of new community college programs:

·  Southwestern Oregon Community College: Retail Management (Statewide Less than 1 Year Certificate of Completion) – Opt-in

·  Lane Community College: Retail Management (Statewide 1 Year Certificate of Completion) – Opt-in

BACKGROUND: ORS 341.425 directs the State Board of Education to approve all proposed community college programs. ORS 344.259 directs the board to coordinate continuing education in lower division, developmental, adult self-improvement, professional and technical education for agencies under its regulator authority.

341.425 Approval required to commence or change program and for transfer credits. (1) Before an educational program is commenced at any community college, the board of education of a community college district shall apply to the State Board of Education for permission to commence the program. After the first year of the program, course additions, deletions or changes must be presented to the State Board of Education or a representative of the Department of Community Colleges and Workforce Development authorized to act for the state board for approval.

(2) Until the community college becomes accredited by the Northwest Association of Schools and Colleges or its successor, the community college shall contract with an accredited community college for its instructional services, including curricula, to ensure its courses carry accreditation and are acceptable for transfer.

(3) After reviewing the contractual agreement between the nonaccredited and the accredited colleges and after suggesting any modifications in the proposed program of studies, the State Board of Education shall approve or disapprove the application of a district. 344.259 Coordination of continuing education. (1) The State Board of Education shall coordinate continuing education in lower division, developmental, adult self-improvement, professional and technical education for agencies under its regulatory authority. The State Board of Higher Education shall coordinate continuing education in upper division and graduate education for institutions under its jurisdiction.

Assurances: The College has met or will meet the four institutional assurances required for program application.
1.  Access. The college and program will affirmatively provide access, accommodations, flexibility, and additional/supplemental services for special populations and protected classes of students.
2.  Continuous Improvement. The college has assessment, evaluation, feedback, and continuous improvement processes or systems in place. For the proposed program, there will be opportunities for input from and concerning the instructor(s), students, employers, and other partners/stakeholders. Program need and labor market information will be periodically re-evaluated and changes will be requested, as needed.
3.  Adverse impact and detrimental duplication. The college will follow all current laws, rules, and procedures and has made good faith efforts to avoid or resolve adverse intersegmental and intrasegmental impact and detrimental duplication problems with other relevant programs or institutions.
4.  Program records maintenance and congruence. The college acknowledges that the records concerning the program title, curriculum, CIP code, credit hours, etc. maintained by the Department are the official records and it is the college’s responsibility to keep their records aligned with those of the Department. The college will not make changes to the program without informing and/or receiving approval from the Department.
Summary
The Practical Nursing Program Certificate of Completion will prepare students for the ever-changing field of practical nursing within a variety of health care settings. The program focuses on the practical nursing role of providing care under the supervision of a registered nurse or physician in acute, long term care and clinic health care settings. Curriculum includes coursework from the biological and applied sciences including anatomy and physiology, social sciences and humanities. Students study fundamental principles and procedures of practical nursing, medication administration, infection control, pharmacology and the practical nurse’s contribution to the nursing process. Coursework includes theoretical nursing concepts that address the practical nurse role in patient teaching and the delivery of nursing skills according to current standards of practice. Curriculum threads include: care of the client throughout the lifespan, legal and ethical responsibilities of the licensed practical nurse and working within an interdisciplinary team.
The practical nurse program facilitates career mobility with opportunity for students with certified nursing assistant experience to prepare for licensure as Practical Nurse (LPN). LPN graduates may apply for advanced placement into the MHCC associate degree Registered Nurse (RN) program and other participating Oregon Consortium for Nursing Education (OCNE) nursing programs.

Program Highlights

Standards: The College has met the five program approval standards.
1.  Need / The community college provides clear evidence of the need for the program.
·  According to the 2004 Community College Healthcare Action Plan (CCHAP) report titled: LPN supply & demand: The future of licensed practical nurses in Oregon, there will be significant increases in demand for Licensed Practical Nurses (LPN) in acute and ambulatory care settings. Projected vacancy rates in long-term care areas are extremely severe with demand for care providers to increase by as much as 200 to 250 percent by 2030.
·  The CCHAP report projects over 450 job openings between 2002-2012 for LPNs in the counties residing in the Portland Metropolitan area. The Portland Metropolitan area is served by three publicly funded community colleges. None of the community colleges currently offer the requisite practical nurse education that leads to LPN licensure.
·  The Oregon Workforce Investment Board projects an 11.3% growth rate in the demand for LPNs through 2010.
·  The Center for the Health Professions at the University of California, San Francisco reports Oregon is the state with the lowest LPN/population with just 88 LPNs per 100,000. The national average is 211.3 LPNs per 100,000. In addition, Oregon’s LPN population is older then the national average. The average age of Oregon’s LPN is 48.4 compared to a national average of 43.1.
·  According to Oregon State Board of Nursing statistics, the number of licensed LPNs decreased by 27% between 1987 to 2005.
2.  Collaboration / The community college utilizes systemic methods for meaningful and ongoing involvement of the appropriate constituencies.
·  There is an engaged and active advisory board with representation from acute, ambulatory and long term care industry. In addition, MHCC staffs from Student Services and Workforce Development Divisions participate.
·  Grant related Memorandum of Understandings (MOU) and letters of support document commitment from industry partners and secondary education partners.
·  Program staff participates in a statewide LPN task force sponsored by the Oregon Center for Nursing.
·  Program staff participates in Oregon State Board of Nursing task forces concerning regulation, LPN practice and education.
3.  Alignment / The community college program is aligned with appropriate education, workforce development, and economic development programs.
·  Curriculum framework incorporates Oregon Nurse Leadership Council competencies for LPN. These competencies are complimentary to the Oregon Consortium for Nursing Education (OCNE) which will facilitate career mobility to participating (OCNE) nursing programs. Students will be eligible for advance placement at non-OCNE schools per individual program advance placement policy.
· Upon completion of pre-requisite requirements eligible LPN graduates may apply for advanced placement into the MHCC associate degree RN program.
· The competency based curriculum for the LPN program parallels the OCNE competency based curriculum which will facilitate efficient advanced placement into OCNE programs. Through competency assessment students will be able to progress on towards completing both an associate degree and baccalaureate degree in nursing without having to repeat content and skills where they demonstrate proficiency.
· General education courses required for MHCC practical nurse program can be used to fulfill either OCNE required pre-requisite courses or can be applied towards elective requirements.
·  Program competencies (outcomes) were refined through a collaborative process that included potential employers of program graduates.
·  High school students can complete several program general education courses in high school through ECO arrangements already established.
·  Articulation agreement with the Center for Advanced Learning will allow high school students to meet application requirements for this program by preparing students with pre-requisite nursing assistant program.
4.  Design / The community college program leads to student achievement of academic and technical knowledge, skills, and related proficiencies.
·  Admission application outlining admission requirements and process completed through collaborative efforts between program staff, college admission officer, and advisory board members.
·  Program and course outcomes developed and approved by college curriculum committee and advisory board.
·  Program includes hybrid instruction-didactic courses will be offered online.
·  Framework for learning assessment strategies developed and documented in approved course outlines.
·  Progression policy developed to incorporate MHCC nursing program and MHCC Allied Health established practices.
·  Program evaluation established through incorporation of MHCC program evaluation indicators for success (Educational Assessment).
5.  Capacity / The community college identifies and has the resources to develop, implement, and sustain the program.
·  Program development and cost for first year of operations supported by Department of Labor (DOL) grant.
·  Additional year of funding sought through application for supplemental DOL funding.
·  Once grant funding is exhausted the program’s funding will be sustained by implementing cost recovery model that utilizes a differentiated fee structure for clinical courses, or district funds through the MHCC budget enhancement process.
·  In-kind contributions - existing Associate Degree Nursing program provides instructional space and instructional classrooms, laboratory and equipment required for instruction.
·  Agency partners have committed preceptor based instruction that will be provided by agency staff for select clinical experiences.
·  Federal Title III funds awarded to MHCC supporting developing WEB enhanced instruction.
·  Additional grant funding will be pursued.
