Meeting Minutes
Seguin Municipal Court
May 13, 2016
  1. Call to Order

Meeting was called to order at 12:15 p.m. by President Landra Solansky with the following members present:

Officers: Landra Solansky (Seguin), President

Kristine Hayman (Lockhart), Vice President

Linda Rose (Universal City), Treasurer

Diana Olack (San Antonio), Secretary

Present: Connie Crenshaw, (Luling), Paula Burgess, (LaVernia), Connie Crenshaw, (Luling), Claudia Lemon, (Boerne), Shelly Pena, (Cuero), Claudia Carrera, (Windcrest), Rene’ Raynes, (Leon Valley) and Lisa “Michelle” Partain (Terrell Hills). Our guest is Bonnie Townsend, Associate Judge (Lockhart).

Prior to meeting, conducted education class – “Active Shooter & Court Security.” (10am – noon)

  1. Approval of Meeting Minutes

Meeting minutes from February 5, 2016 were presented. A motion to accept the minutes, as presented, was made by Connie Crenshaw (Luling) and seconded by Kristine Hayman (Lockhart), Motion passed.

  1. Reports

a)  Treasurer’s Report – Linda Rose (Universal City): provided a copy of her report to members present at the meeting. The chapter has an account balance of $4,901.76. Expecting more expenses with the conference approaching.

b)  Education Report – Connie Crenshaw (Luling): had nothing to report at this time. Landra Solansky (Seguin),stated that we are working with San Antonio to help with their educational needs. We will continue sponsoring education and will host a test site there.

c)  Legislative Report – Claudia Lemon (Boerne): Prefiling for the 85th Legislature starts in just 6 months – November. The new Legislature begins January 10, 2017.

d)  Membership Report – Kristine Hayman (Lockhart): No report provided.

e)  Historian- Erin Westmoreland (Lockhart): Unable to attend. No report provided.

f)  Website Committee – Claudia Lemon (Boerne): February minutes and the education certificates from San Antonio have been uploaded to the website. We also need a new picture of the officers that we will be doing today. Landra Solansky (Seguin), stated that any pictures we take give them to Claudia Lemon and Kristine Hayman so we can have them posted.

g)  Annual Conference Report – Landra Solansky (Seguin): stated that she doesn’t have anything to report. The Chapter is responsible for registration. She is looking at setting a block schedule. She will get the times for registration after she meets with the TCCA board.

h)  Scholarship Committee Report – Kristine Hayman (Lockhart): stated that Paula Burgess, (LaVernia),was awarded the scholarship for this year’s conference. Since Paula already registered and paid for conference, they will be reimbursing La Vernia for the registration. The hotel room was already book and will be changing it into Paula’s name.

i)  Nomination Committee – Amanda Ellis (Cuero): was unable to attend. No report provided.

j)  Internal Audit Report – Connie Crenshaw (Luling): Landra Solansky (Seguin), stated that we decided to maintain the committee in case we needed it. No reports will be provided.

  1. Old Business

a)  Update on Conference Chapter Table - Landra Solansky (Seguin), stated that we need to work on what we will be putting on the tables. Theme is Natural Treasures. Linda Rose (Universal City), stated that we generally spend $300. Landra Solansky (Seguin), had an idea to do koozies. Claudia Lemon, (Boerne), stated that the identity theft book is sold out and the fitness guide. Linda Rose (Universal City), stated that we are limited on what we can buy because of the budget. The calendars were a hit, but we need to get the correct year. We can meet after the meeting to discuss more ideas. Landra Solansky (Seguin), asked what does the board want to provide. Landra mention what each community is known for and bring it.

  1. New Business

a)  Budget amendment - Landra Solansky (Seguin): stated that state is requesting we be bonded. The organization, as a whole, will be bonded for $500,000. We will split it with the state, the certification program and each chapter. Our chapter’s cost will be $125.00. We should be fine since we have some money that we have not spent. Claudia Lemon, (Boerne), mention we can use the Miscellaneous Adminstration fund or the Techology fund, since we decided against the purchase of the scanner. Landra does not want to use the Miscellaneous Adminstration fund. It is there in case we have any unexpected expenditures. Landra stated that we need to set a reminder for next year and that we need to budget for the bond.

b)  Chapter disbursements - Landra Solansky (Seguin): stated that checks will go out in June.

c)  San Antonio Education – Diana Olack (San Antonio): gave Fred Garcia 4 topics for the August meeting. Spanish for Municipal Court, Distracted Driving, Communication in the Workplace and The Code of Criminal Procedure: A Rule Book for a Jury Trial. She asked what topic the ladies would prefer. Discussion of having the Distracted Driving and Driving on the Right Side. Connie Crenshaw (Luling) will help coordinate. Connie mentioned that TXDOT also offers classed for the kids and can work it into their Government classes. Diana Olack will discuss with San Antonio’s Juvenile Judge to see if she is intersted in the program. Connie Crenshaw will get with Fred Garcia directly, for the August class. Landra Solansky (Seguin), mentioned that it would be hard to do 4 hours of education and the business meeting everytime. Connie Crenshaw will let Diana Olack know if TXDOT is booked or available to teach, Driving on the Right Side, for August.

d)  Door Prizes for Conference – Claudia Lemon (Boerne): Discussion of gift cards will be easier and need for discuss more on the layout and how to collect the forms when people collecting their prize.
