This guideline identifies the manner in which the MINI-Incident Management Assistance Team (IMAT) members will be notified to respond to First Alarm assignments for the Northeast Collaborative.

This policy allows for the dispatch on Mini Incident Management Teams to respond to all first alarm structure fires and all incidents that the Fire Chiefs have pre-determined as incident codes, where additional incident management may be needed on the first alarm assignment. The Mini-IMAT should not be confused with the Southwest Ohio Incident Management Team which is available for deployment for major incidents.

DEFINITIONS

--- Mini-IMAT:

Consists of trained Chief Officers who will assist with various IMS functions such as Plans Chief, Safety Section Officers, Incident Safety Officer, RIT Officer, Accountability Officer, Rehab Officer, and any other designated position.

--- Mini-IMAT Member:

The Fire Chief of each community will pre-determine the Chief Officers assigned to their Mini-IMAT group. There will be no less than four chief officers assigned as an IMAT complement. Each district will have an IMAT designation such as “IMAT 88” (for calls assigned to Station 88).

QUALIFICATIONS

Each Chief Officer assigned to an Incident Management Team will possess the minimum required NIMS training, to include but not limited to, ICS 100-200-300-400-800.

DISPATCH CENTER

When the CAD calls for a Mini IMAT response, the dispatcher will alert the IMAT team as if it were a designated responding company. The dispatcher will alert the time via tone, alpha paging, and “IamResponding.com” as pre-determined by dispatch center protocol.

RESPONDING IMAT MEMBERS

When the IMAT member is responding, he/she shall identify to the Dispatch Center that “Car

92-01 is responding” and switch and monitor the fireground traffic until they arrive at level one staging. Once they arrive at level one staging, the Incident Commander will assign them a position or have them report to command.

ADDITIONAL IMAT TEAMS

Incidents may escalate to the point where an additional MINI-IMAT may be needed. Command should consider that if the incident escalates to a second alarm, or if a Mayday situation is encountered, that an additional IMAT may be deployed.

ON-SCENE ASSIGNMENTS

It is the sole discretion of the Incident Commander to assign incoming Chiefs to command positions. Extra care should be given to insure the following positions are filled as soon as possible as the incident escalates.

·  Accountability

·  Safety

·  RAT/RIT Division Leader

·  Geographic boundary locations, i.e. Charlie division

·  Staging

These top six will give the Incident Commander the most flexibility in gaining control and maintain accountability of the incident and this is a good framework to build from.
